The Kaduna State House of Assembly in North central Nigeria has passed into law a bill to established Kaduna State Agricultural Development Agency, KADA, 2016.
The bill is aimed at implementing Agricultural policies and development programmes in the State.
While reading the bill, the Speaker, Alhaji Aminu Shagali stated some objectives of the agency to include ‘‘liaising with other relevant agencies such as local government councils to deliver extension service to rural communities, carrying out training extension to staff farmers including demonstration of new technology on production, processing and marketing in agricultural Value.”
The law also stipulates other objectives like implementing programme that would increase production of crops, live stock, fisheries, bee-keeping through introduction of improved farming practice and strengthening extension services.
The agency would also have powers of responsibilities which include making regulations for appointment, promotion, training, development disciplines and transfer of staff of the agency.
Also the governing board would comprise the chairman and member from each Senatorial Zone of the State, Ministry of Agriculture, Women Affairs and Water Resources and three members must be women.
The agency has the sole responsibility to execute the law thus; ‘Under any contract or instrument, whether in law or in equity shall by virtue of this law and without further assurance is vested in the agency establish under this law.’
The law also said that all the existing staff of Kaduna Agricultural development project shall be deemed to be staff of the agency establish under the law.
