Both sides failed to find the back of the net after 90 minutes and a penalty shootout was needed to separate them.
Rivers United converted three of their spot kicks, while 3SC could only convert two of theirs.

Regulation time ended in a 1-1 draw with the Seasiders scoring first and Prime, who beat Kano Pillars in the previous round, rallying back to score the leveller.
Wikki Tourists also scaled through into the next round at the expense of Plateau United following a 1-0 win.
Enyimba defeated El-Kanemi Warriors 3-1 on penalties in their rescheduled Round of 32 fixture in Abuja after regulation time ended in a 1-1 draw.
The Peoples Elephant will face Delta State representatives, J. Atete, in the next round.
