Kaduna State House of Assembly adopts reports of the committee on Agriculture on a bill seeking to establish the Kaduna Agricultural Development Agency (KADA) 2016.
The bill is aimed at delivering implementation of Agricultural policies and programmes in the state.
The Chairman, House Committee on Agriculture and Forestry, Alhaji Kasim Iliyasawa while presenting the report, said, the committee observed that certain provisions in the bill should be amended.
“The amendment would take care of lapses that might occur when the law eventually becomes active”, Iliyasawa said.
The committee proposed that section 3(1) of the bill be amended to read thus, “is hereby established an agency to be known as Kaduna State Agricultural Agency (KADA) and section 4 be amended to read, “the objective of the agency shall be to deliver, implement agricultural policies and develop programmes in the state”.
The committee recommended that the proposed bill be rephrased to read thus, “the agency shall have powers to make regulation to carry into effect the provision of the law’’ and that “at the commencement of this law, all existing staff of Kaduna State Agricultural Development project, shall deemed to be staff of Kaduna State Agricultural Development Agency”.
The sitting which was presided by the speaker, Alhaji Aminu Shagali, commended the committee for a job well done and stated that the third reading of the bill is slated for Oct. 20, 2016.
