Performance Management System: FRSC calls for seamless implementation

The Federal Road Safety Corps in Nigeria has called for the seamless implementation of the Performance Management System for MDAs.

Corps Marshall of the Service, Boboye Oyeyemi said this in Abuja Nigeria while delivering a Public Service Lecture with the theme, “Performance Management System: Impact on Productivity,” in commemoration of the 2022 Civil Service Day.

Oyeyemi described the PMS as a pace-setting system that distinguishes serious and forward-looking organisations aspiring to reach the pinnacle in a 21st century competitive world.

 

He said PMS clearly articulates the vision, goals and objectives of an organisation and stipulate ways of achieving them via strategic focus, without undermining human resource capacity as key variable to their realisation.

 

A well-defined job description and specification for each individual to do his/ her own bit for the overall realization of an organisation’s strategic quest is what it seeks to achieve”.

 

“Implementation of PMS such as securing the buy-in of Top Management of the MDAs, conducting intensive sensitisation of staff and training of Focal Persons across MDAs, establishment of structures in the various MDAs to mid-wife  implementation, designing and deployment of appraisal tools, designing and developing automated appraisal system, provision of ICT infrastructures to support the automation, training of key personnel on the automation and deployment of the management systems, conducting periodic measurement and evaluation of PMS implementation and sustenance of the PMS drive through adequate funding and reward system”. He explained

 

Boboye reiterated the major role Civil Service plays in governance as it beholds on it to implement government’s policies, programmes and activities that are instrumental to the wellbeing of the citizenry.

 

He maintained that, to effectively carry out such tasks, government structures need to adopt strategic approaches to service delivery, insisting that the continuous improvement Nigerians yearn for, can be attained through appraisal of the current situation by organisations, which will guide in chatting a new cause for development.

 

The Corps Marshal, using the FRSC, as a case study, highlighted Planning and Expectation Setting, Monitoring, Development and Improvement, Periodic Rating, Feedback Mechanism and continuous Improvement as key elements to the successful implementation of Performance Management.

 

Commending the Head of Service for taking a bold step in the implementation of PMS, Boboye viewed it as a right step in the right direction towards enhancing productivity.

 

He pledged the FRSC’s support in making available its expertise, at every stage, to drive the smooth implementation of PMS in the Civil Service.

 

The Corps Marshal added that effective implementation would require a robust budgetary provision, an enhanced capacity building of Desk Officers in all MDAs coupled with intensive enlightenment and awareness campaign for buy-in and ownership.
