The Niger State Public Procurement Board has emphasized that only the lowest responsive bidder will emerge as the contractor to handle the conversion of the Shiroro Hotel to the IBB University Teaching Hospital.
The Permanent Secretary of the Board, Shehu Jubril disclosed this at the end of the financial bid opening of the five pre-qualified contractors who are bidding for the conversion of the Shiroro hotel.
According to him, the evaluation of the company will not be limited to the prices but the contractors would need to meet with the technical and financial procurement as requested in the bidding process.
“Having a competent contractor to handle the project is our aim. It is not only when a contractor submits the lower price that he is guaranteed the contract, they must also need to complete the technical procurement. In this case, it is the lowest responsive bidder that will emerge at the end of the day”, he said.
The Permanent Secretary explained that the bidding process which was in two stages has been done most transparently and economically in ensuring that the state has value for whatever money it intends to spend in the conversion of the hotel.
The Permanent Secretary, Ministry of Health, Dr Mohammed Gana said that out of the 11 companies who applied for the bid, five were shortlisted to submit their financial bid adding that the technical team would go through the finances submitted and choose the one who meets the criteria.
One of the representatives of the bidders, Usman Yahuxa applauded the ministry for making the process transparent adding that they were allowed to defend the finances they presented which was a good start.
He assured that whoever wins the bid would adhere to strict compliance with the terms of the contract.
