The Minister of Foreign Affairs, Ambassador Yusuf Tuggar, has launched a Performance Management System (PMS), to enhance efficiency, accountability, and professionalism across the civil service in Nigeria.
The Launch and Sensitization of the Initiative took place at the Ministry’s complex in Abuja, Nigeria’s capital.
Speaking at the inaugural ceremony, Ambassador Tuggar said the initiative aligns with the Ministry’s institutional goals which prioritizes a national culture of fairness in performance evaluation.
“The PMS represents a bold step towards aligning our institutional goals with national priorities, fostering a culture of meritocracy and performance evaluation by introducing regular periodic performance appraisals and dialogue, implementing effective, incentive, and consequences management systems, and also introducing performance improvement plans that incorporate employee development objectives and management components like career objectives, interest, and motivation in the performance plan.
“This is critical to strengthening our ministry’s role as a model of progressive diplomacy, and advancing Nigeria’s global standards,” he said.
Ambassador Tuggar further urged members of staff to remain committed to the initiative and leverage it to achieve a greater height in service delivery for the ministry.
“Together we can create a culture of continuous improvement and innovation, ensuring that our ministry remains a beacon of excellence in public service. Let us remain steadfast in our commitment to this initiative and leverage it to achieve an even greater height for our ministry in particular, and the country as a whole,” Tuggar added.
Also speaking, the Permanent Secretary of the Foreign Affairs Ministry, Ambassador Dunoma Umar Ahmed, disclosed that the initiative was designed to integrate and institutionalize a scientific, data-driven approach to evaluate and advance the capabilities of civil service towards national development.
“PMS is the cornerstone of a deliberate effort by the Federal Government to ensure civil/public service operate at the highest standards of efficiency and effectiveness.
“This system is a medium by which we can accurately assess, guide, and enhance the performance of our workforce, as well as align individual contributions with our overall national goals.
“The PMS aims to develop a resource-driven, accountable, and high-performance culture in public service, align the ministry’s strategic plan with government priorities and the national development plan, and improve efficiency at all levels by cascading institutional accountability throughout the civil service,” Ahmed explained.
The Performance Management System is a significant policy shift within the civil service, replacing the former annual performance evaluation report.
