NASS Calls For Increase In Budget Support For Ministry Of Livestock Development

The Nigerian Senate and House Committees on Livestock Development says the 10billion Naira budget allocation for capital projects for the Livestock Ministry is inadequate.
This was disclosed when the Minister of Livestock Development, Mr. Idi Maiha, appeared before a joint meeting of the Committees to defend the Ministry’s 2025 budget proposal.
The session, which highlighted the Ministry’s strategic plans and challenges, also saw lawmakers emphasising the need for enhanced funding to meet public expectations and address sectoral gaps.
Chairman of the Senate Committee on Livestock Development, Senator Musa Mustapha, commended the Ministry for its efforts, urging it to provide periodic progress updates on key challenges.
This session has been interactive and enlightening. We recognise the foundational phase of this Ministry, and how strong the structure becomes depends on how solid the foundation is. 
“We expect you to provide regular reports on the challenges you are facing, especially in terms of accommodation and other pressing needs. These updates are essential to guide our interventions and ensure the Ministry fulfills its purpose,”Mustapha stated.
He acknowledged the high expectations placed on the Ministry following its establishment and expressed optimism that with sufficient support from the National Assembly, the Ministry would be able to address critical issues in the livestock sector, particularly those affecting rural communities and market-driven projects.
The Chairman of the House Committee on Livestock Development, Hon. Raji Olawale, echoed the call for improved funding.
We all support the purpose of this Ministry because it means well for Nigerians. However, we must be more specific in addressing the Ministry’s immediate needs, including accommodation and asset-sharing challenges. 
“The budget allocation of ₦10 billion for capital projects is inadequate given the expectations of Nigerians. We need a concerted effort to bridge the gap between expectations and available resources,”Olawale stated.
In his presentation, the Honourable Minister outlined the Ministry’s budgetary allocations of ₦10 billion for capital projects and ₦1.8 billion for overheads, explaining the strategic distribution of capital projects across the six geopolitical zones, with focus on livestock flashpoints.
We have prioritised projects that address pressing sectoral challenges, including infrastructure for ranches, animal health services, and sustainable market corridors. 
“While the fiscal envelope is limited, we are leveraging bilateral engagements and international grants to supplement our funding. Our goal is to attract local and foreign investments, create jobs, and establish a vibrant livestock industry,” Maiha said.
Responding to questions about the Ministry’s roadmap, the Minister revealed that the White Paper on agency transitions was nearing completion.
This document is critical for guiding our operations and setting a clear path forward. We are committed to finalizing it promptly to ensure smooth transitions and effective implementation of our programs,” he said.
