Voice of Nigeria (VON) has invited reputable companies with relevant experience to tender for  projects at its various locations. This was made known in an advertorial published by the broadcasting firm.

It went on to say that bids must be in English Language and signed by an official, authorized by the bidder;

1.   INTRODUCTION

Voice of Nigeria (VON) hereby invites reputable companies with relevant experience to tender for the under listed projects at its various locations.

 

2.   SCOPE OF SUPPLIES, WORKS AND SERVICES CATEGORY A – GOODS

LOT 1:         Supply & Installation of 500KVA-415V Generating Sets for Lagos.

LOT 2:         Supply & Installation of 250KW Shortwave Transmitter spare parts.

LOT 3:         Purchase of Furniture for Abuja, Lagos & Zonal Offices.

LOT 4:         Purchase of All-In-One Desktop Computers LOT 5:                   Purchase of Laptop Computers

LOT 6:         Purchase of Projectors & Learning Equipment LOT 7:                   Purchase of Photocopiers

LOT 8:         Purchase of Printers

LOT 9:         Purchase of Operational Vehicles

 

CATEGORY B – WORKS

LOT 10:       Provision of Solar Power Electricity for Lugbe Abuja

LOT 11:       Mechanical, Civil and Electrical Works for Wuse II New Office Headquarters

LOT 12:                   Renovation  of  Lagos  Offices

LOT 13:                   Renovation of Enugu Zonal Office

CATEGORY C – SERVICES

LOT 16:        Supply & Installation of Microsoft Exchange Server.

LOT 17:        Supply & Installation Operational Software for Digital Broadcasting

LOT 18:        Virtual Conferencing Network and Data Storage Systems

LOT 19:        Upgrade of VON Mobile App & Website. LOT 20:                    Research into New Innovations in Digital

3.   ELIGILIBILITY REQUIREMENTS

i.         Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC 2 and CAC 7 (or CAC 1.1). Business Name is also acceptable for Category C;

ii.        Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificate of all the Partners in case of Business Name) for the last three (3) years (2018, 2019 & 2020) valid till 31st December, 2021;

iii.       Evidence of current Pension Clearance Certificate valid till 31st December, 2021;

iv.      Evidence of Current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021;

v.       Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2021;

vi.      Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report(IRR) expiring on 31/12/2021 or valid Certificates issued by BPP;

vii.     Sworn Affidavit:

–              disclosing whether or not any officer of the relevant committees of the Voice of Nigeria or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder, and to confirm that all information presented in its bid are true and correct in all particulars

–              that the Company is not bankrupt, in receivership or

under liquidation or involved in any litigation which can potentially affect the company’s ability to effectively discharge their responsibility if engaged;

viii.    Company’s Audited Accounts for the last three (3) years (2018, 2019 & 2020).

ix.       Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;

x.        Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications (in case of construction: COREN, QSRBN, ARCON, CORBON etc);

xi.       Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificate and Photographs of the projects;

xii.      Works: List of Plants/Equipment with proof of Ownership/Lease;

xiii.     For Joint Venture/Partnership, Memorandum of Understanding (MOU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner).

xiv.    For supply of Equipment: Letter of Authorization from Original Equipment and Manufacturers (OEMs)

xv.     For ICT jobs: Evidence of current registration/accreditation with computer professional registration council of Nigeria and National Information Technology Development Agency (NITDA)

xvi.    Only companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorised representatives should bid for the vehicles;

xvii.   All documents for submission must be transmitted with a Covering/Forwarding letter under the Company /Firm`s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission(CAC), Contact Address, Telephone Number (preferably GSM N0), e – mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

 

4.   COLLECTION OF TENDER DOCUMENTS Interested Companies are to collect the Standard Bidding Document (SBD) from the Procurement Department VON Corporate HQ, Plot 1386, Ode Crescent Wuse II, Abuja on evidence of payment of a non-refundable fee of N10,000.00 per Lot, paid into the Voice of Nigeria`s Remita account in any Commercial bank. Evidence of such payment is to be presented at the Cash office for official receipt which is to be presented at the point of collection of the bid document between 10:00am and 4:00pm Mondays to Fridays.

Interested firms for Category C are not expected to make any payment until they are shortlisted for Request for Proposal (RFP).

 

5.   SUBMISSION OF TENDER DOCUMENTS Category A & B Prospective bidders are to submit bid for each of the Lot desired, two (2) hard copies each of the    technical and financial bids with softcopy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to DG VON Corporate HQ, Plot 1386, Ode Crescent Wuse II, Abuja, and clearly marked with (the name of the project and the Lot number. Furthermore, the reverse of each sealed envelope should bear the name and address of the

bidder and drop in the designated Tender Box in the Conference room VON Corporate Headquarters, Plot 1386 Oda Crescent, Wuse II, Abuja not later than 12:00noon on Monday 19th July, 2021.

 

6.   SUBMISSION OF EXPRESSION OF INTERESTS Category C

Furthermore, the reverse of each sealed Envelope should bear the name and address of the Bidder and drop in the designated Tender Box in the Conference room VON Corporate Headquarters, Plot 1386, Oda Crescent, Wuse II, Abuja not later than 12:00noon, Monday 28th June, 2021.

 

7.   OPENING OF BIDS/EOI

The technical bids (Category A & B) will be opened immediately after the deadline for submission at 12:00 noon on Monday 19th July, 2021 at the Voice of Nigeria Corporate Headquarters, Plot 1386, Oda Crescent, Wuse II, Abuja, while the financial bids will be kept unopened. Please, ensure that you sign the Bid Submission Register in the office of the senior procurement officer VON Head office, Wuse II as the Voice of Nigeria will not be held liable for misplaced or wrongly submitted bids. The  EOI  Documents  (Category  C)  will  be  opened

immediately at 12:00noon, Monday 28th June, 2021, which is the deadline for end of submission at the Voice of Nigeria Corporate Headquarters, Plot 1386, Oda Crescent, Wuse II, Abuja.

8.   GENERAL INFORMATION

i.    Bids must be in English Language and signed by an official authorised by the bidder;

ii.   Bids submitted after the deadline for submission would be returned un-opened;

iii.  Bidders should not bid for more than two (2) Lots;

iv.  For category B, Bidders are advised to visit the sights before quoting.

v.   Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording (link will be sent to bidders) with the presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti- Corruption/Transparency;

vi.  Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services);

vii. Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened

viii.  Only shortlisted bidders in Category C will be invited at a later date to collect Request for Proposal (RFP);

ix.  All costs will be borne by the bidders;

x.   The Voice of Nigeria is not bound to pre-qualify/shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.

xi.  Receipt should be enclosed
