Nigeria Unveils Communication Framework 2025-2027 For Education Sector

The Nigerian Government through the Federal Ministry of Education, has unveiled the 2025–2027 Communication Strategy and Framework.

It aimed at strengthening policy engagement, transparency, and public trust in Nigeria’s education sector for national development.

Minister of Education, Dr Tunji Alausa at the unveiling in Abuja, Nigeria’s capital, said “the strategy is not a document to be shelved, but a blueprint for telling Nigeria’s education story with credibility.”

Alausa said strategic and effective communication has been key to the successes being achieved in the education sector under the Renewed Hope Agenda of President Bola Tinubu.

The Minister said; “The Communication Strategy we are launching today is not a document to be shelved. It is our blueprint for telling Nigeria’s education story with clarity, credibility and consistency. It unites all our departments and agencies under one framework, establishes standards for transparency and stakeholder engagement, and serves as a social contract with the Nigerian people: that every reform, policy, innovation and success story will be shared, understood, and celebrated.

“For too long, transformative initiatives have been launched quietly, with limited awareness beyond those directly involved. This often leads to misconceptions, resistance to change, or lack of ownership among those the programmes were designed to serve. That is why we are prioritizing strategic communication and stakeholder engagement as integral components of every project we implement.”

Public Support

Alausa said by keeping the public well-informed, through transparent data dashboards, media partnerships, and grassroots sensitisation, the ministry aims to build broad-based public support for education reforms. It also encourages community participation and feedback, which enriches the quality of implementation; and secure the long-term sustainability of programmes by fostering trust and transparency.

“Effective communication is, therefore, not a side activity but a critical success factor in delivering the Renewed Hope Agenda for Education. Nigeria’s education reforms affect millions of learners, teachers, parents, employers, and communities. When these stakeholders understand the “what, why and how” of reforms, they are more likely to embrace, participate in, and sustain them,” Dr Alausa said.

Dr. Alausa called on the media, civil society, development partners, parents, and teachers to support the initiative, insisting that reforms can only succeed with public understanding, trust, and active participation.

The Minister commended President Tinubu for the budgetary allocations to the education sector, which has facilitated infrastructure upgrade, teacher training, and the rollout of the Nigeria Education Sector Renewal Initiative (NESRI).

He said; ”Under NESRI’s Expansion of Technical, Vocational Education and Training (TVET), we have processed more than 960,000 applications on the new digital platform and 58,000 students matched to training centres.”

He said from the 2025/2026 academic session, “federal and selected state technical colleges would offer free tuition, boarding, and stipend.”

The Minister said in the last six months, the basic education sector has witnessed construction of nearly 4,900 new classrooms and Renovation of 3,000 classrooms, as well as supply of more than 353,000 pieces of furniture, benefiting approximately 2.3 million learners.

We are planning the rollout of bilingual smart schools in 33 states,” he said.

Dr Alausa equally highlighted the reintroduction of History curriculum into the Nigerian education sector to help promote the country’s culture and heritage.

Engagement Blueprint 

Also speaking, the Minister of State for Education, Professor Suwaiba Ahmad in a remark, said the document is a blueprint on how to engage teachers, learners, parents, CSOs among others.

”The strategy will help to present policies in clear languages with feedback. I urged all department and agencies to take ownership of the strategy to improve learning out comes for every Nigerian child. Let the document become a learning tool for impact,” she said.

In addition, the Director-General, National Teachers Institute (NTI), Prof. Sadiya Sani Daura, said the communication strategy and framework would bring about revolutionary changes in the education sector and help to develop the teaching profession, stressing that the ”launch is also crucial for effective management of crisis situation”.

More Transparent

Deputy Team Leader of Partnership For Learning For All In Nigeria (PLANE), SAM Achimugwu said the document will make communication more transparent in the education sector as ” it demonstrates innovation”.

However, he said implementation of the strategy is very important, while expressing the ever readiness of the organisation to partner with the ministry to ensure the success of the strategy.

Director of Press of the Ministry of education, Folashade Boriowo said the strategy will create room for public awareness, monitoring and evaluation in the education sector, stressing that ”it will also be data driven and enhance proactive communication.”
