Rufugee Commission appeals for more funding

The National Commission for Refugees, Migrants and Internally Displaced Persons in Nigeria has appealed to the Legislature for more funding.

 

Federal Commissioner,Hajiya Imaan Ibrahim-Suleiman made the call in Abuja when a delegation of the House Committee on Internally Displaced Persons paid her an oversight visit.

 

She said the need for more funding was to ensure that the Commission meets the need of all Persons of Concern.

 

According to her, the Commission has adopted a 5s working plan to serve as a guide to effectively and efficiently achieve its mandate.

 

“The Project 5s

Strengthening of Internal Framework, 

Streamlining of Existing Data, 

Standardized Digitalization, 

Sustainable & Durable Solution, and 

Strategic Partnership for Resource Mobilization,” she said.

 

Ibrahim-Suleiman explained that here was need to support the  livelihood of over three million Persons Of Concern in IDP camps, host communities and settlements.

 

“Expansion of the Resettlement city project to other states, Sustainable and Durable Solution, Strengthening of Internal Framework, Data Management, Food Insecurity amongst others.

 

“It is also important to note that the Commission’s mandate has been expanded to include provision of care and support for Migrants, Internally Displaced Persons and Stateless People. Similarly, due to the abrupt nature of displacement or migrating factors, Persons of Concern often find themselves stripped of their economic, psychological, and social security.

 

“Therefore, there is need for special intervention fund to effectively match the growing numbers of these Persons of Concern with the appropriate interventions and sustainable solutions that assures their long-term sustainability and productivity,” Hajiya Imaan said.

 

For his part, Chairman,House Committee on IDPs, Mohammed Umar Jega noted that legislative oversight is a critical tool of the legislature to ensure compliance with legislation by the executive arms of Government.

 

Jega said the Commission was required to give progress report and performance of 2021 fiscal year, budget compliance and implementation reports.

 

“Total appropriation and releases, details on the implementation of both capital and recurrent budget stating clearly the procurement procedure, warrant of release and authority to incurred expenditure, impacts and achievements in the resettlement and reintegration of refugees and IDPs and the provision of durable solutions towards self reliance as well as details of any collaboration with any development partner local or International in the provision of humanitarian interventions,” Jega emphasised.

 

The Chairman, however reminded the Federal Commissioner that the success of the Commission is also the success of the Committee.

 

Jega added that the Ninth Assembly has made it a duty and part of Legislative agenda to resettle and reintegrate all forms of displacement within the legislative framework.
