The Anambra State Government, through the Anambra State Physical Planning Board (ANSPPB) and the State Information and Communication Technology (ICT) Agency, has initiated a rigorous crackdown on unauthorized Internet Service Providers (ISPs) operating across the state.
In a joint statement signed by Barrister Chike Maduekwe, Executive Chairman of ANSPPB, and Fred Agbata, Managing Director/CEO of the ICT Agency, the government disclosed that this decisive action follows multiple reports of illegal road and sidewalk excavations, as well as the unauthorized installation of poles that are causing environmental degradation.
Investigations revealed that numerous ISPs have been operating without submitting deployment plans or obtaining necessary approvals.
“These illegal operations pose significant risks, including data breaches, compromised service quality, and damage to public infrastructure,” the statement noted.
“Unchecked, these activities jeopardize residents’ safety and undermine legitimate ISPs registered with the Nigeria Communications Commission (NCC), who comply with established regulations to provide reliable services.”
The government’s crackdown aims to sanitize Anambra’s digital environment by ensuring only properly registered and certified ISPs operate within the state.
This initiative aligns with the broader vision of Governor Charles Soludo’s administration to promote responsible technology use for the collective benefit of residents.

Commenting on the enforcement, Barr. Chike Maduekwe stressed, “This is not about excluding anyone. It is about ensuring compliance with the rules. Those who wish to offer internet services in Anambra must go through the proper channels. We support legitimate operators but will not tolerate shortcuts.”
Similarly, Fred Agbata, MD of the ICT Agency, emphasized the necessity of regulated internet service provision: “Internet access is no longer a luxury but a necessity. Governor Soludo’s zero right-of-way policy encourages more players and expands access. However, all interested providers must first engage with relevant agencies to ensure transparency in deployment.”
Agbata added, “Our citizens deserve trustworthy service providers. We are committed to protecting residents while fostering fair competition in the state’s technology ecosystem.”
The Anambra State Government remains steadfast in creating a safe, fair, and well-regulated digital economy, where residents can enjoy dependable internet services without fear of exploitation or compromise.
