Nigeria And India To Boost Collaboration In Creative Industry

Nigeria and India have committed to Strengthening ties in the creative industry, particularly in film.

The Minister of Information and Culture, Alhaji Lai Mohammed said the collaboration between Nigeria and India in the creative industry has begun to yield fruit, with the impending launch of the all-Nigerian-Indian cast movie, entitled “Post Card from India”.

The Minister said this in Abuja on Thursday when he received the Indian High Commissioner to Nigeria, Mr Shri Balasubra Maniam, on a courtesy visit.

He said; “the Ministry is at the forefront of bringing together Bollywood producers, actors and promoters to interact and exchange ideas with their Nigerian counterparts in Nollywood, as India and Nigeria are the two powerhouses in the creative industry.

I am glad that the recent collaboration between Nigeria and India in the area of culture, industry, film and music has yielded fruits. I am glad that the recent film, ‘Post Card from India,’ which was shot in India, will be coming out in July this year.”

Comprehensive film city

Alhaji Mohammed said; “the Nigerian Government has offered land to Indian investors in Abuja and Lagos to build a comprehensive film city in either of the two cities to further deepen the economy of the creative industry.”

The Minister also said that a team of Indian investors last August, inspected the Millenium Tower Complex, which would be an iconic cultural centre in Abuja when completed.

Alhaji Mohammed pledged the readiness of the ministry to sign some of the outstanding Memoranda of Understanding with India to strengthen and deepen the relationship between the two countries in the creative sector.

He stressed the need for the governments of India and Nigeria to open windows of opportunities for the private sector of both countries to forge new ties beyond government-to-government bilateral relations.

“I think the success of the India-Nigeria relationship is not just government-to-government. I think government-to-business and business-to-business have been the major drivers of this relationship and I want at this point to commend the effort of Mr. Jitendra Sachdeva of the Skipper Group, who led a delegation of investors to Nigeria in August last year.

“I think that’s a model we should emulate and encourage because the business sector and business movers are even faster to open up and cut down barriers more than the government at times,” he said.

In his remarks, the Indian High Commissioner to Nigeria, Mr Balasubra, who traced the bilateral ties between Nigeria and India back to 1958, said the new film, ‘Post Card from India,’ with Nigerian and Indian cast, would showcase the composite cultures between the two countries.

He said the outstanding MoUs on Joint Film Production and Cultural Exchange Programme would further solidify the cultural ties between Nigeria and India.

Guinea-Bissau Joins UN Agreement On Environment

0

The United Nations says Guinea-Bissau has become the first non-European country to join an international agreement on government accountability for human rights and the environment.

The Convention, also known as the Aarhus Convention, “protects the right of everyone to live in an environment adequate to his or her health and well-being,” according to the UN.

It provides citizens with the right to participate in environmental decision-making, and “recognizes that we have an obligation to future generations,” its website says.

Report says the Convention and its Protocol on Pollutant Release and Transfer Registers are the only legally binding global instruments on environmental democracy.

Guinea-Bissau signed the Convention on Access to Information, Public Participation in Decision-Making, and Access to Justice in Environmental Matters on April 4, becoming its 47th signatory country.

It is the first country “outside the pan-European region” to do so, the executive secretary of the United Nations Economic Commission for Europe, UNECE Olga Algayerova, said.

“Guinea-Bissau hopes to take advantage of the Convention’s instruments to fight climate change and promote its biodiversity… by allowing the public to participate in the decision-making process and to have access to justice when their environmental rights are violated,” its Environment Minister, Viriato Cassama said.

According to the UNECE, Guinea-Bissau is one of the most vulnerable countries to climate change.

It is threatened by flooding and increased salinization of coastal areas, which affects agriculture and can lead to shortages of drinking water, among other adverse effects.

While mining and construction activities also threaten the country’s protected areas.

In January, police prevented activists from protesting plans to destroy a park in the heart of the capital Bissau as part of a construction project.

In 2021, Guinea-Bissau joined the UN Water Convention, becoming the fourth African country to do so.

Japan’s Ispace Attempts First Commercial Moon Landing

0

A Japanese lunar lander, carrying a rover developed in the United Arab Emirates, will attempt to find its footing on the moon’s surface Tuesday — potentially marking the world’s first lunar landing for a commercially developed spacecraft.

The lander launched atop a SpaceX rocket from Cape Canaveral, Florida, on December 11. Since then, it’s taken a three-month trek to enter orbit around the moon, which lies about 239,000 miles (383,000 kilometres) from Earth, using a low-energy trajectory Overall, the trek took the spacecraft about 870,000 miles (1.4 million kilometres) into space.

Live coverage of the landing is expected to begin Tuesday as early as 11:20 a.m. ET, or about an hour and 20 minutes ahead of the scheduled landing. Touchdown is expected to occur Tuesday at 12:40 p.m. ET, which is Wednesday at 1:40 a.m. Japan Standard Time.

The lunar lander, called Hakuto-R, is carrying the Rashid rover, which was built by Dubai’s Mohammed bin Rashid Space Centre (MBRSC), in the United Arab Emirates, UAE, — the first Arab-built lunar spacecraft.

In history, only three countries have ever executed a controlled landing on the moon — the United States, the former Soviet Union, and China. The US remains the only country to have put humans on the moon.

Japanese company ispace, which built the Hakuto-R lander, “has a different approach to prior lunar missions, aiming to land its spacecraft on the moon as a for-profit business rather than under the banner of a single country.”

The company has shared mission updates on its Twitter account, including a recent photograph of the Earth peeking out from behind the moon that was captured by the spacecraft as it travelled through lunar orbit.

Malaria Day: House of Reps Calls For Use of Local Drugs

The House of Representatives says lack of adequate Domestic Financing, inadequate use of local content in terms of production as well as the patronage of locally made Long Lasting Insecticide Nets, LLINs and antimalarial drugs are key challenges to ending malaria in Nigeria.

The House Spokesperson, Benjamin Kalu, in a statement to commemorate this year’s ‘World Malaria Day’, stated that four African countries, including Nigeria, accounted for over half of all malaria deaths worldwide.

Kalu said that “Nigeria alone accounted for (31.3%) of global malaria deaths, followed by the Democratic Republic of the Congo (12.6%), the United Republic of Tanzania (4.1%), and Niger (3.9%).”

He stated that malaria remained a significant public health challenge with an estimated 97 million cases and 300,000 deaths annually.

Noting that although progress has been made in reducing the burden of this disease, he said much work still needed to be done to eliminate it.

Kalu said; “The latest World Malaria Report shows that the WHO African Region bears a high percentage of the global malaria burden, with Nigeria having the highest burden in the world. In 2022, the African region bears the burden with approximately 95% of all malaria cases and 96% of deaths, with children under the age of five accounting for 80% of all malaria deaths. Four African countries, including Nigeria, accounted for over half of all malaria deaths worldwide. Nigeria alone accounted for (31.3%) of global malaria deaths, followed by the Democratic Republic of the Congo (12.6%), the United Republic of Tanzania (4.1%), and Niger (3.9%).

“To address this, the sum of over $ 300 million has been approved under the World Bank and the Islamic Bank IMPACT projects to address and complement donor support. However, this effort is at a slow speed in implementation despite the passage of the legislative resolution in December 2021 to access the credit facility, none of the essential commodities has been procured.”

The lawmaker said that the key areas of challenge to addressing the Malaria burden in Nigeria have been issues of donor dependence for malaria intervention in the country.

He however decried the lukewarm attitude of the National Malaria Elimination Programme, NMEP, leadership and slow actions from UNOPs the procurement agency for Islamic Bank funding and the World Bank has affected the urgent procurements of these commodities despite the availability of the funds and commodities locally produce in Nigeria.

This has given the members of the National Assembly as reported by the Chairman AIDS, Tuberculosis and Malaria (ATM) committee of the House, a great concern due to the lack of procurement of these commodities. With the onset of the rainy season and its after mass of flooding leading to a surge in mosquito breeding and increasing malaria morbidity, mortality and more death of Nigerians, the House calls for immediate action to save more lives,” Kalu said.

He also called on the NMEP, UNOPs and the World Bank to fast-track the procurements of lifesaving commodities to mitigate the high burden of malaria in Nigeria as reiterated in the 2023 World Malaria Theme.

The lawmaker said; ” the House of Representatives (National Assembly ) thanks the Global Fund, USAID/PMI, DFID and other philanthropic organisations that had supported Nigeria over the years and their great call for domestic financing and the African countries to take ownership by encouraging locally produce antimalarial commodities.”

He also appreciated the laudable approval of the registration of the Malaria Vaccine by NAFDAC.

April 25TH marks World Malaria Day as countries and organisations all over the world especially sub-Saharan countries celebrate the day.

This year’s theme is “Time to deliver zero malaria: invest, innovate, implement,” with a particular focus on the implementation of strategies to reach especially the vulnerable age group of children under 5 years and Pregnant women.

Institute DG Urges Organised Labour to Partner With President-Elect

The organised labour in Trade Unions has been advised to forge a sustainable partnership for a decent work agenda and national development with the incoming administration of the President-elect, Bola Tinubu and his Vice, President Kashim Shettima.

The Director General, Michael Imoudu National Institute for Labour Studies, (MINILS), Comrade Issa Aremu gave advice on Tuesday in Ilorin, Kwara State, North Central Nigeria while declaring the open a 2-Day induction Industrial Relations training programme for the newly elected Executive members of the newly formed Congress of University Academics (CONUA).

The two-day workshop on “Building Harmonious Labour-Management Relationship As a Tool for University Education Stability and National Development” was jointly organised by the Institute and the office of the Registrar of Trade Unions for the newly elected Executive members of CONUA drawn from various universities in the country.

Aremu said that the inclusive nature of universities with diverse academic staff, the non-academic mass of workers and university administrators makes work relations “all comers affairs” concerning inevitable grievances and grievance handling process.

He, however, said union officials in academic Institutions require specialised knowledge and wisdom about industrial relations through training and retraining on offer at MINILS to manage the challenges arising from the dynamic world of work.

Commending the two Ministers of Labour for facilitating the capacity building for CONUA officials, Aremu said: “The incessant disputes in universities are reflections of a deep knowledge gap on the part of all stakeholders about the collective bargaining process, mediation, arbitration, social dialogue and legal framework guiding industrial relations management.”

He said; “In today’s world of work, the direction has shifted from the traditional methods of organising, mobilising and collective bargaining to a more constructive, social dialogue, cooperative partnership and collaboration through social democratic unionism in conformity with best practices.

“University management and union leaders must be articulate and embrace the modern industrial relation skills in organising, mobilising, bargaining and management in general.”

Aremu said the inauguration of the new administration of President-elect, Bola Tinubu offered a new opportunity for unions, governments and employers to “rethink and deepen Nigeria/ ILO Decent work agenda concerning secured and well paid private and public jobs, freedom of association, productivity and workers’ motivation.”

The Director General said the President-Elect values labour as a critical success partner in his commendable Renewed Hope agenda through mass youth employment program and end to avoidable strikes in universities through social dialogue.

Aremu who is also the Director of the 75-person Labour Directorate of Asiwaju/ Shetima presidential campaign Council, PCC, said the record of labour administration of the President-elect as former two-term governor of Lagos from 1999 to 2007 and campaign programme of APC positioned him “as the possible best labour-friendly President” in waiting.

According to him, “Bola Tinubu is the first Presidential Candidate to engage both NLC and TUC members on critical labour market issues with promises of social dialogue as means for resolving inevitable disputes in the world of work.”

He described the President-elect and his Vice President as “ tested and trusted democratic state and non-state icons” who would consolidate on some of the pro-labour legacies of President Muhammadu Buhari and engage organised labour on all outstanding issues of the living wage, gender equity, pension, labour motivation, productivity, social protection and dispute resolutions.

Aremu recalled that the President-elect “had been a frequent visiting friend of labour who often intervened between organised labour and government on contentious policy issues at the time it was not fashionable to do so.

He said; “Lagos State under Tinubu and subsequent governors have been known to be at the vanguard of improving workers’ welfare, and not only implemented all the minimum wages passed in the last 20 years but have not been known to have defaulted in salary payment to its workers, despite the withheld Local Government Fund. The state still prioritises payment of salary for its workers including local government employees and Lagos has successfully implemented the contributory pension scheme to ensure healthy retirement and guarantee regular payment of pension to workers in future.”

The Director General said; “while many states are yet to sign on to compulsory Contributory Pension Scheme ( CPS), Lagos since 2007 has paid as much as N 150 billion to almost 30,000 retirees. The President-elect remains the best labour-friendly that would guarantee decent work.”

The CONUA National President, Niyi Sunmonu, thanked the management of MINILS for organising the training programme for members of the newly registered union in the nation’s university system.

He said that “their expectation is hinged on their core belief which is an uninterrupted academic calendar without their welfare suffering.”

Strike takes so many things away from students, especially time which is retrievable.

“Our union will not be confrontational in addressing issues affecting its members’ welfare,” Sunmonu said.

“When you are confrontational, you create a bigger problem than the issue that led to the strike in the first place.

“Though the CONUA National President declared that they are not afraid of the government, they shall not be confrontational in their approach,” he added.

“Nigeria considers the effective and optimal function of the GGC as strategic to the global security interests in the Gulf region. The Nigerian leader used the occasion to express his appreciation to President Nana Akufo-Addo of Ghana, the Chairperson of the Assembly, for the invitation, as well as Ambassador Florence Ukonga, the Nigerian outgoing Executive Secretary of the GGC and her Management Team for their dedication and selflessness in the discharge of their functions.

President Buhari commended the dignified way Ambassador Ukonga had faced the daunting financial challenges in a way that did not compromise the integrity of the organization, urging member countries to be alive to their financial commitments and responsibilities.

He further lauded the team for elevating the status of the GGC to such a level that enables it to partner with the African Union to implement some of its sub-regional programmes on maritime security, safety and sustainable development issues with profound impact on Central and West Africa.

“We very much look forward to May 15, 2023, when the proposed joint Africa Naval Exercise of the Commission would take place in Lagos,” he said.

In his welcome address, President Nana Akufo- Addo expressed his delight at the physical Summit, after several virtual meetings since 2019 due to the COVID-19 pandemic.
