Power sector: Minister vows to partner with stakeholders

The Minister of  Power, Abubakar Aliyu said he is ready to collaborate with all stakeholders in the Power sector to make an impact in the lives of all Nigerians.

The Minister was speaking after he met behind closed doors with President Muhammadu Buhari.

The Minister, who was redeployed last week from the Ministry of Works and Housing by President Buhari, said he is currently being briefed by the Permanent Secretary and other heads of departments of the ministry.

He said he intends to also meet with officials of the Transmission Company of Nigeria (TCN), electricity generating companies (GENCOS) and distribution companies (DISCOS).

He said: “I resumed work at the Ministry of Power yesterday as the new Minister of Power. And I have started receiving briefings yesterday from the staff of the ministry. And subsequently, I will extend it to other areas of the ministry, that is to say, the Gencos, Transmission Company, the TCN, and then the DISCOS.

“I believe you all look up to. Every Nigerian is looking up to the ministry of power to impact his life and his means of livelihood.”

On his appointment, he said he was grateful to President Buhari and he will not betray the confidence reposed in him.

The Minister said he will do his best to make Nigerians happy with regards to power supply.

“By upgrading me from Minister of State to a full-blown minister of the Federal Republic, and posting me to where everyone has a concern. So by that confidence that the President reposed in me, I will try my best with all those that are involved to ensure that we deliver and make the President happy and make every Nigerian happy inshallah.”

Abubakar Aliyu was the Minister of State, Works and Housing, until his elevation and re-deployment last week.

“Security is paramount”-Defence Minister

The Nigerian government said securing the lives and property of all its citizens is paramount and it will continue to do that.

Minister of Defence, retired Major General Bashir Magashi made the declaration while speaking to State House Correspondents after Tuesday’s meeting of security chiefs with President Muhammadu Buhari.

He said the current security challenges troubling some parts of the country are a source of concern and everything would be done to address the problem.

“This meeting was called in order to get the Commander in Chief abreast with what is happening in the North-West and North-Central in respect of the improvement in problems and any other thing associated with insurgency, kidnapping, banditry and the rest.

“The meeting agreed that the spate in which these things are happening in Zamfara State is a source of concern to the government and all agencies that are responsible for the execution of the operations in the North-Central.

“We discussed the need for urgency in our dealing with the bandits. We believe they are becoming a nuisance and doing what they like; killing people, making careless statements, all in order to solicit the kind of audience they need from the society.

“We believe that we have gone a long way in keeping this country together because there’s a lot of improvement form the way the country was before this administration came into office but some people are not appreciating the effort of government,” he said.

The Minister said the military and all security agencies are capable of containing the situation and they will ensure all forms of criminality are brought to an end.

“We have appraised our position, we’ve found out that we are capable, we can do this thing but we need the cooperation of every Nigerian in order to ensure a free society.

“Security, as far as this country is concerned, is the paramount important thing in this country, without security, nothing will happen and the Commander in Chief has emphasized this today that without security, nothing can go.

“So, he has directed us to find ways, tactics and style with which we can get out of this and we assured him that we’ll do our best to ensure the mission is successful and we’ll do all we can to ensure the completion of this mission, especially when equipment and other things are available to support the course of our tactical maneuvers and that we’ll do very well from now,” the Minister explained.

Inspector General of Police, Alkali Baba said the President directed all security agencies to ensure that they bolster their effort towards finding lasting solution to all security challenges.

He said, “Yes, we had a brief security meeting, Service Chiefs and the intelligence chiefs have been able to brief the President on the security situation of the country. The President has also observed and made a remark that the constitutional responsibility of government is the provision of security, is one and is foremost and he is ready to provide such, we should reinvigorate our efforts, which are yielding results in the North-East, South-East, but there is more to be done in the North-Central, North-West, where people are worried and he has intelligence and information that schoolchildren and students are abducted, selective abductions and killings are done. This narrative must change.”

The Police Boss said his men, in collaboration with other security agencies will not relent in their effort to address the problem.

“We have assured him and promised him that we’ll make efforts to do more. He’s also thanked and praised us for what has been done so far, that we should improve much so that people can go about their lawful businesses within the quickest possible means.

He said that the new marching order is that all the service chiefs and intelligence chiefs have been warned to go and reinvigorate efforts and to do more so that the North central and Nigeria at large should enjoy better security.

PPP will enhance efficient healthcare delivery in Nasarawa State – CMD

Chief Medical Director of Dalhatu Araf Specialist Hospital (DASH) Lafia, Dr. Hassan Ikrama, says Public-Private Partnership (PPP) in the health sector would enhance efficiency in service delivery in the state.

The CMD who stated this in an interview with Journalists in Lafia said the specialist hospital has adopted the PPP initiative due to its enormous benefits.

Dr. Ikrama explained that DASH had entered into a partnership and allowed private investment in Radiology and Laboratory departments.

He added that the partnership in the two departments is a pilot one and would be extended to other departments for the overall development of the hospital.

 

 

“Due to few machines in the laboratory, some investigations in the hospital take two to three days for the results to be ready because of the number of people on the waiting list. 

“But with the PPP the partners would supply more equipment and machines thereby making it possible for results that takes two to three days before to be ready within few hours,” the CMD noted.

He said the state government has provided state-of-the-art facilities and structures in the hospital but wants more investment from the private sector for more efficiency in service delivery.

He explained that the state government in the last two years spent billions of naira in buying more equipment and building more structures.

Dr. Ikrama listed some of the machines procured by the government that is already put to use to include; ventilators, Computed Tomography (CT) scanner, data and mobile x-ray machines, echo machine among others.

He expressed hope that the PPP would work because it has worked in other states and the government has tried it in other sectors which worked as well.

He added that a lot of private partners have indicated interest, but the government through the management of the hospital has selected those which services were good and affordable.

Dr. Ikrama further explained that the partnership was necessitated because of the determination of the government to make the specialist hospital one of the best in the country.

“We want to ensure that the hospital has the machines to carry out all tests and investigations we hitherto refer to specialist hospitals in other states,” he added.

The CMD also commended the state government for introducing the state Health Insurance Scheme and urged the public especially civil servants to embrace it due to its enormous benefits.

Ikram said a health insurance scheme is the only thing that would ensure easy assess to healthcare services to members of the public.

South Korea bounce back with 1-0 Lebanon win

South Korea got its World Cup qualifying campaign back on track on Tuesday, beating Lebanon 1-0 in Suwon.

Aiming for a 10th successive World Cup appearance, South Korea needed to rebound from an opening goalless draw against Iraq last week.

But just hours before the match, the Korea Football Association announced that ”the side’s star and captain Son Heung-min was out with a calf injury.”

The first half ended in goalless, mostly thanks to Lebanese goalkeeper Mostafa Matar, who turned in a shift to repeatedly deny Korean attackers.

But on the hour mark, Kwon Chang-hoon,  substituted on just two minutes earlier, exploited space in the box to put the hosts ahead.

Lebanon almost equalised in the dying moments, but their attack was cleared by Korean midfielder Son Jun-ho.

“I’m happy to have scored a goal for the national team, and honoured to have done it at the Big Bird,” Kwon told reporters, referring to the Suwon World Cup Stadium, where his club is based.

There are two groups of six nations in the final round of Asian qualifiers for the 2022 Qatar World Cup.

South Korea and Lebanon are joined in Group A by Iran, Syria, United Arab Emirates and Iraq.

The top two teams from each group will advance to the World Cup, and the third-placed sides will face off for a chance to enter the intercontinental play-off.

South Korea will play Syria at home on October 7, when Lebanon visit Iraq.

On October 12, South Korea are scheduled to take on Iran in Tehran, while Lebanon face Syria.

Curfew in Kenya conservation area over deadly raids

Kenya has imposed a dusk-to-dawn curfew in the Laikipia Nature Conservancy in the Rift Valley region following a surge in banditry and cattle rustling.

Armed pastoralists are said to have invaded private conservancies in the area with large herds of cattle, killing at least 12 people and burning down homes in what the government says ”is competition for water and pasture.”

Local media have broadcast images of distressed men, women and children riding in carts and bicycles filled with their belongings as they run away from their homes following a series of overnight invasions.

The National Security Council, which oversees the country’s security forces, has now declared the conservancy and its environs “a disturbed area” and ordered a security operation to drive out pastoralists from private land.

Politicians, businessmen and public servants are among those said to have illegally moved their livestock into the conflict zone.

The government says ”competition for scarce resources is fuelling the violence which has displaced hundreds of people.”

But these areas experience similar unrests nearly every election cycle, raising questions on the political rhetoric in Laikipia ahead of next year’s general elections.

Ugandan MPs accused of masterminding murders

Ugandan Police has accused two opposition MPs of masterminding a wave of recent killings in the central region of greater Masaka.

Allan Ssewanyana and Muhammad Ssegirinya of the National Unity Platform (NUP) have been charged with murder and attempted murder.

But their party’s Vice-President, Mathias Mpuuga, said the charges were merely an attempt to alienate the party from its grassroots support.

About 26 people have been murdered by machete-wielding assailants in recent weeks in the region, some hacked to death in own their homes.

Police Spokesperson, Fred Enanga told the media on Monday that ”the two politicians were the masterminds and had held meetings near Kampala to plan the attacks.”

However they have not yet been tried, and would be remanded to prison until 15 September.

Twelve other suspects have already been arrested and charged.

This is the third time in recent years that the Masaka region has experienced a spate of murders.

Libya arrests senior Islamic State figure

The Libyan government says its forces have arrested a senior Islamic State group figure.

Embarak al-Khazimi was captured at Bani Walid, south-east of the capital, Tripoli.

Prime Minister Abdul Hamid Dbeibah said; ”the arrest was a great success that would make it possible to gather information on IS.”

Three years ago, the group was driven out of the last bit of territory it held in Libya.

Its members are now in hiding, or holed up in the desert, but they remain a threat to the country and the region.

Gastroenteritis: Sokoto State receives report of return of dead bodies

The Sokoto State Ministry of Health, has received the report of return of 6 persons who died as a result of gastroenteritis disease at Ojota area of Lagos State on 5th September, 2021.

The six persons are indigene of Sanyinna town in Tambuwal local Government area of Sokoto State.

The Commissioner of Health, Dr Ali Inname, made this known in a statement issued to Journalists in Sokoto.

According to him, ”the deceased do earn their living in Lagos by scavenging the refuse dump sites and all of them started having diarrhea and vomiting before eventually died.”

” The incidence is suspected to be Cholera as Ojota is the epicenter of Cholera cases in Lagos State,” he said.

The Commissioner added that the remains of the deceased were brought into the state and had since be buried according to Islamic provision.

He however, said the 5 more people who accompanied the dead persons from Lagos had symptoms of diarrhea and vomiting and a test was carried out also turned positive for Cholera.

“The five persons were all admitted at Primary Health Care Sanyinna and fortunately, 4 of them got better and were discharged home.

“The remaining person is responding to treatment and is having a very good chance of survival too,” he explained.

Free drugs
Dr Inname stressed that free drugs for treatment were supplied to the victims and prophylaxis to their contacts.

He said ”the State Ministry of Health is monitoring the situation closely and it’s under control.”

Dr Inname advised the general public to always ensure personal and Environmental hygiene including regular hand washing with soap and water especially among scavengers.

He said; ”Avoid open defecation and Wells should have platforms to prevent contamination from feces of surface water after rainfall.

“Water should be boiled before use especially in rural areas and report to hospital or isolation camp in your area early when you observe any unusual symptoms or unusual condition.”

The Commissioner commended the State Governor, Aminu Tambuwal for his prompt support to the situation.

Adamawa Governor orders 35% party posts for Women

The Adamawa State Governor, Ahmadu Fintiri has  decreed ‘the consensus arrangement’ as the mode of choosing the party executives.

Governor Fintiri stated this ahead of congresses of the Peoples Democratic Party scheduled to hold from 25th September to 16th October in the state.

He was elected on the platform of the main opposition PDP.

This is just as the Governor also ordered that women be given 35% of all executive posts in all organs of the party structure in the state.

Governor Fintiri handed down the directive during a stakeholder meeting of the party, which had the state’s important personalities in the party in attendance. The event held at the banquet hall of Government House Yola.

He said; ”stakeholders of the party, beginning at the ward congresses which come up later this September, would be saddled with hand-picking the next set of party executives at that level, adding that similar methods would be used in electing executives at the local government levels, with stakeholders agreeing on such executives by consensus.”

Urging stakeholders to adhere to the mode for choosing the party executives prescribed at the meeting, the Governor dared any member who wishes to disobey his directive at the meeting.

He said; “We are going to select people whose pedigrees are known to us; and the stakeholders in each ward will have to agree on that list.

“We have the forms for the congresses, which we would give to those so selected and who we are confident can steer our party to victory in future elections… Then, we will set party members to queue up behind them. The date has come, as you all know, the congresses have been set for September 25th to 16th October, 2021.

“You can go to Abuja and go and buy the forms, we are waiting for you.”

No objection
Nobody objected to the Governor’s decree on how to proceed with the forthcoming congresses even though he threw open the floor and sought the input of any member with contrary opinion to speak or counter him.

But no stakeholder objected, and so, Governor Fintiri continued, saying “Excerpt for anybody who thinks it ( congress) should be open. The floor is open. However, like I said, you must make room for women.

“Women must get 35 percent in all elective offices under this consensus arrangement because this will open the door for women to come into leadership positions in the exco at the state.”

Joel Madaki, an elder statesman and a former PDP state party Chairman, who responded on behalf of elders of the party said ”the Governor’s presentation had gladdened the hearts of party members.”

He, therefore, urged everyone to comply with the decisions taken by the leader of the party.

”Conflicting Court orders obstacles to credible polls”-INEC

The Independent National Electoral Commission says eligible voters’ participation in the Anambra State governorship election scheduled for November 6, must undergo an electronic identity authentication using its new Bimodal Voter Accreditation System.

The Commission also expressed concern over the rate of conflicting orders emanating from courts of coordinate jurisdiction, describing it as ‘a threat to its work and democratic development in Nigeria.’

The Chairman of INEC, Professor Mahmood Yakubu, said this in Abuja, during the third quarterly meeting of the commission with political parties.

He said, “What is most disconcerting for us is that the more INEC strives to improve the credibility and transparency of our electoral process, the more extraneous obstacles are put in our way through litigation.

”However, the Commission appreciates the recent statement by His Lordship the Chief Justice of Nigeria as well as the strongly worded concern by the Nigerian Bar Association.”

The INEC boss also explained that ”stakeholders, including leaders of political parties, had urged the commission to strengthen the voter accreditation process, especially with reference to the use of incident forms where the Smart Card Reader fails to authenticate the fingerprints of a voter.”

Professor Yakubu said such concerns were legitimate given the fact that the SCR successfully verifies any card that belongs to the polling unit for which it is configured, irrespective of who presents it.

He said, “Their apprehension, therefore, is that using the incident form to cover those whose fingerprints are not authenticated by the SCR, a voter may be able to use another person’s PVC to vote during an election.

“To address this concern, the commission attempted to introduce facial biometric authentication during accreditation of the voters using the Z-Pad tablet to complement the fingerprint process through the Card Reader before the Edo Governorship election in September 2020…However, the commission was not entirely satisfied with the pilot held in the Nasarawa Central State Constituency bye-election in August 2020. We, therefore, suspended the idea to enable us to do some more work. Over the last one year, we reviewed the situation and we think we have found the appropriate technology to address it. The Z-pad was therefore only used to upload Polling Unit results to the IReV portal during elections.

“The functionality of the Z-pad has now been integrated into the IVED currently used for voter registration. On Election Day, the same device will be used for the Bimodal Voter Accreditation System for fingerprint authentication during accreditation and where it fails for facial authentication. We believe that this multi-layer process will eliminate the possibility of voting by identity theft using another person’s PVC.”
