2nd Term Inauguration: Akeredolu appreciates Oyetola for his support

The Ondo State Governor, Oluwarotimi Akeredolu, SAN, on Wednesday expressed gratitude to his Osun counterpart, Adegboyega Oyetola, for his support and ‘silent contributions’ towards his re-election.

Akeredolu who described Oyetola as ‘a silent operator’, said his role in ensuring his re-election as Ondo Governor would forever be appreciated.

He said this while delivering his speech at his 2nd term inauguration ceremony, which held at the International Cultural Centre, Akure, Ondo State, which was well attended by governors, party elders, members and well-wishers.

Akeredolu who was re-elected on the 11th of October, 2020, also acknowleged the tremendous contributions he received from the other APC governors, while also thanking God for giving him the opportunity to serve Ondo people for another term.

He described the journey of his first term in office as productive, remarkable and resourceful, just as he pledged to consolidate on the achievements recorded so far, as he begins his second tenure.

“I thank God for the opportunity to see this day and I thank Ondo people for renewing our mandate. We see this as an another round of hard work. 

“We will set the state on the path of real growth and development. We shall continue to proclaim the mercy of God and continue to be steadfast and focused despite the daunting challenges at hand. 

 

“We thank God for using us to raise the bar of good governance and take our State to enviable heights within the last four years. Our Administration inherited a lot of challenges, but we proceeded with rigorous descipline with the little resources to actualise lofty objectives.

“We have ameliorated the deplorable condition that our people lived. We have been productive, we have increased the infrastructure development and we shall continue to improving the living conditions of our people. Our victory at the last election confirms the wide acceptance from our people. We shall justify the renewal of our mandate,” he added.

Governor Oyetola joined his brother governors including the  Ogun State Governor, Prince Dapo Abiodun; Lagos State Governor, Mr. Babajide Sanwo-Olu; Ekiti State Governor and Chairman Nigeria Governors’ Forum, Dr. Kayode Fayemi; Edo State Governor, Mr. Godwin Obaseki and other leaders of the All Progressives Congress to felicitate Akeredolu on his re-election and inauguration.

Nigeria to begin production of vaccines

Nigeria’s Minister of Health, Dr Osagie Ehanire says the country is making frantic efforts towards beginning the production of vaccines.

The Minister revealed this while addressing State House Correspondents on decisions reached at this week’s cabinet meeting presided over by President Muhammadu Buhari.

Ehanire said two memos were approved for the upscaling the capacity of the National Agency for Drugs Administration and Control NAFDAC, leading to World Health Organisation’s certification that would grant Nigeria the right to produce vaccines locally.

“For the Health Sector, we presented two memos today, both of them were in relation to NAFDAC the National Agency for Food and Drug Administration and Control. Both memos are procurement memos to upgrade and scale up the capacity of NAFDAC to be able to detect fake and substandard drugs and other materials. NAFDAC, as you know, is responsible for regulating medicines, drugs, cosmetics, and other products made in Nigeria or important.

“The first memo was about 40 through-scam-devices, which are like mobile scan devices to be able to recognise fake and substandard drugs brought in either across the border or found within the country.

“These are like rapid diagnostic test kits, which also relieve the laboratories because normally you have to take samples to the laboratories, it takes a long time, several days and lead to some delays. So, having a through scan allows us to have faster access.

“The second memo is about laboratory strengthening, improving and upgrading all of our six laboratories for NAFDAC for testing materials that are brought into the country.

“Both of these contribute strongly to what we call the bench benchmarks for NAFDAC to be able to allow the manufacture of vaccines in Nigeria. It needs what we call the maturity level 3 of the World Health Organisation, to be able to start manufacturing, we have ambitions to start manufacturing vaccines and the federal government owns 49% of shares in the company called BioVaccines that hopes to use technology imported from outside to make vaccines and getting this benchmark maturity level 3 is a condition for it.”

COVID-19 Vaccines

The Health Minister used the occasion to announce that the first batch of COVID-19 vaccines would arrive in Nigeria by the end of this month or early next month, adding that the delivery of the vaccines is not in the hands of the Nigerian government.

He however reiterated that Nigeria is expecting the COVID-19 vaccines from three donor sources, which should satisfy the need of the country without having to procure.

Ehanire affirmed that the country is expecting its supplies from COVAX facilitated by the World Health Organization (WHO); the Global Alliance for Vaccines and Immunization (GAVI) and African Vaccine Acquisition Task Team (AVATT) set up by the African Union.

This is apart from individuals, government and organizations who are on their own making vaccine donations to the country.

Ehanire added: “Now, you can see that all of these are coming from various sources but put together, they almost satisfy our needs so that we don’t really need to go procure. But the question is, when are they delivering that is not in our hands. It is the hand of the person who is bringing it to us.

“We have been told to open an account with Afreximbank under the African Union, we have done that already successfully because we are going to pay for that part of the vaccine. The COVAX vaccine is free, at no cost to us, it is made from donations.”

He said Nigeria intends to immunize about 60-70 percent of the country’s population when the vaccines arrive.

“We want to immunise about 60 to 70% of our population. If COVAX immunises 20, then we have about 40 to 50 to immunise within the next two years. So, we have to pay for that minus any donations. For example, all those ones reduce the quantities that we have to purchase or any other that in future are given to us free of charge.

“Now, the COVAX will start delivering to African countries before the end of February. That’s what they told us. But they didn’t tell us which country is first or which is second, which is third. So, COVAX begins to deliver before the end of February. And we hope that before the end of this month, it would be our turn or latest by beginning of next month.

“As for us here, we are ready to use vaccination once it arrives, we met all the conditions. They have asked us to sign an indemnification form, we have done that.  Indemnification means that you do not hold us responsible for anything that happens from using this vaccine. That’s a standard process. We’ve signed that indemnification and so we are waiting for the vaccines to arrive anytime.

“I don’t think that they will arrive in all African countries at the same time.  They arrive one by one stage by stage or the order in which they arrive is determined by COVAX, who is the entity deleting this vaccine.”

On why Nigeria is using AstraZeneca vaccine after a fellow African country turned it down, the Minister said:

“Now the largest number of vaccines we are getting is AstraZeneca in Africa, and this AstraZeneca is made under the licence. It’s a UK vaccine but is manufactured under licence by the Serum Institute of India. So, Serum Institute of India is donating all these vaccines.

“The South African variant of the virus is not in Nigeria; the AstraZeneca vaccine can provide immunity to citizens. South Africa discovered that this vaccine had some weaknesses against their own variant, the South African virus variant. It’s a peculiar variant by itself and the South Africans say that it didn’t seem to be very effective against their own variant.

 

“Now, we turn to the World Health Organisation and say what do we do? They say, well, if you don’t have that variant, don’t worry, use it. In Nigeria, we do not have the South African variant. So, we will use it, it will be effective.

“So therefore, we are using it because it we do not have the South African virus variant here in our country. And if you start the vaccination on time and get Nigerians immunised, then they are immune and even if the variant comes in later on, it probably will not have any effect,” he explained.

FEC honours  the late Communication’s Minister, General Aboki Abdallah

The Federal Executive Council (FEC), has observed a minute silence in honour of former Kwara State Military Administrator Retired Brigadier General Ahmed Aboki Abdallah who died recently.

At the commencement of the day’s proceedings, being presided over by President Muhammadu Buhari, Secretary to the Government of the Federation, Boss Mustapha, called on Cabinet members to stand in honour of the departed Aboki-Abdallah who was a former Minister of Communications.

The Late Brigadier General Abdallah served in the Federal Executive Council during the military regime, when President Buhari was the Head of State, as Minister of Communications and later Minister of Social Development, Youth and Sports.

He later became the Military Administrator of Kwara State from 1987-1988

Meanwhile, President Muhammadu Buhari presided over the 35th virtual meeting of the Federal Executive Council (FEC) at the Council Chambers of the Presidential Villa, Abuja.

 

Vice President, Yemi Osinbajo, Secretary to the Government of the Federation, Boss Mustapha and Chief of Staff to the President, Ibrahim Gambari were physically present at the meeting.

 

Ten Ministers physically attended the meeting. They were those of Information and Culture, Lai Mohammed, Finance, Zainab Ahmed, Justice, Abubakar Malami, Agriculture Sabo Nanono and Education, Adamu Adamu.

 

Others were the Ministers of Health, Dr Osagie Ehanire, Federal Capital Territory, Mohammed Bello, Humanitarian Affairs, Sadiya Umar, Trade, Industry and Investment, Niyi Adebayo, and labour and Employment, Dr Chris Ngige.

 

The Head of Service of the Federation, Dr. Folasade Yemi-Esan and other Ministers participated in the weekly cabinet meeting from their various offices in Abuja.

Federal Executive Council approves N5.9 billion for FCT Projects

The Federal Executive Council has approved N5.9 billion for three projects under the Federal Capital Territory Administration (FCTA) in Nigeria.

The FCT Minister, Mohammed Bello disclosed this while briefing State House Correspondents at the end of Wednesday’s cabinet meeting chaired by President Muhammadu Buhari.

He said: “During today’s Federal Executive Council meeting, I presented three memos, two of which were on infrastructure and the other was for the purchase of needed equipment to make the city safe. The first was for a contract to rehabilitate the road leading to the Federal Integrated Staff Housing Estate in Apo, Abuja and that contract was approved at the sum of N2.3 billion with a completion period of 24 months.

“As you know, the Federal Integrated Staff Housing Estates are being constructed in some locations in Abuja under the office of the Head of Civil Service of the Federation and these estates are intended to provide needed accommodation to federal civil servants.

“The second infrastructure project relates to the contract for the construction of an access road and car park for the Abuja light rail station at ring road II otherwise known as Kukwaba station, which you see on the airport expressway immediately after the city gate near the Kukwaba recreation park under the Ministry of Aviation. The contract was approved for N3.6 billion, with a completion period of 18 months.

“The intention is that by the opening of that road, that railway station can be made functional and then commuters can use the station either when they visit the national park there or they want to have access to the Kukwaba district.”  

The FCT Minister went further to explain that the third contact approved for his ministry was that of the purchase of two towing vehicles and a crane for use by the Directorate of Road Traffic Services at the sum of N3.072 million.

“The third is for the purchase of two heavy-duty tow vehicles with mounted crane for the Directorate of Road Traffic Services otherwise called Vehicle Inspection Officers (VIO), under the FCT and that particular contract was approved at a total sum of N3,072,466,000 with a duration period for the supply put at six weeks,”  he added.

Cross River State: Power Generation Company to increase Electricity supply

The Niger Delta Power Holding Company says it is working to improve power supply to Nigerians through the Eligible Customer Framework.

The Executive Director, Kassim Abdullahi made this known while inspecting the company’s Power Plant in Odukpani, Calabar, Cross River State.

The plant under the Niger Delta Power Holding Company, NIPP program has five units (Gas Turbines) with a total designed capacity of about 600 Mega Watts.

Shortly after the inspection, Mr Abdullahi described the plant as one of the best plants with uninterruptible gas availability and a good dispatch network.

He said the company already has a power purchase agreement to supply 70MW of power to West African nation- Togo from the power plant and are in discussion to supply another 100MW to Paradise City in Calabar.

“Calabar is one of our best power stations and is one of the power stations with the good gas supply, where we have a GSA with ACCU Gas. The Power Station also has a good dispatch network and some eligible customers as well

“We are here on our on-going inspection as part of the routine maintenance we do on all our Power stations. Calabar is currently running two units. In the morning it was three units that were available and on the grid but because of the instability and some frequency controls we had to go down with one unit

 “The other two units are undergoing routine maintenance on the transformer lube oil system and also a Boroscope inspection on the engines,  he explained.

The Executive Director mentioned that when all the units are firing, the Calabar power plant has a total capacity of 560MW available power for dispatch.

He disclosed that the Eligible Customer framework Is one of the key relieves for the power sector that Nigeria has.

“Calabar is one of the Plants where we have a bilateral agreement with Togo, with a PPA to supply about 70MW and also there are on-going discussions with other potential customers in Calabar like the Paradise City, where they are willing to off-take 100MW.”

The Chief Operating Officer of Calabar Power Plant, Oyewale Olugbenga John, noted that the plant has remained the best through the support of the Company’s management and maintenance team at the plant.

Kano state set to conduct livestock census

Kano state government said it is prepared to govern and conduct a livestock census across the state. The census will be conducted by the Kano state agricultural development projects (KSADP) with the aim of obtaining reliable, updated information on livestock numbers, products and production system in the state.

State Project Coordinator, Malam Ibrahim Garba Muhammad made this known when he received the National Project Coordinator, Livestock Productivity and Resilience Support Project (L-PRES), Mrs. Winnie Lai-Solarin recently in his office.

The livestock survey is very important because it will provide the much needed data for the formulation and implementation of the livestock productivity enhancement component of our project”.

Ibrahim stated that, the project would seek the support of the Dakar-based financial and management consulting firm, Africa consulting and trading (ACT Afrique Group), to conduct the exercise.

Livestock plays a very vital role in agriculture in this part of the country but, unfortunately, the data we have on livestock is absolutely unreliable.

He added that, “we need an accurate information and statistics to guide us on the design and implementation of our livestock productivity and enhancement initiatives

Among other things, the Project Coordinator explained that the KSADP would invest to a large extent in grazing reserve development, diary production, commercial and small scale fodder production, cattle insemination, annual vaccination and beef development.

The National Project Coordinator, Livestock Productivity and Resilience Support Project (L-PRES), Mrs. Winnie Lai-Solarin, explained that the meeting was convened to initiate a partnership with KSADP in the areas of pasture development, artificial insemination, milk collection and training of pastoralists.

She added that it would create an innovative platform that will facilitate synergy between projects concerned with livestock development.

Lai-Solarin also appealed to the KSADP Project Management Unit to work closely with the Federal Ministry of Agriculture to achieve desired results.

Nigeria’s economy, poised for stable growth – Finance Minister

 

Nigeria’s Finance Minister, Zainab Ahmed says the recent exit of the country’s economy from recession is a key indicator that it is poised for stable and consistent growth.

She further said this shows that the diversification effort of the President Buhari led administration has already started yielding the needed dividends.

Ahmed made these declarations on Wednesday, while briefing State House Correspondents at the end of the weekly cabinet meeting presided over by President Muhammadu Buhari.

She said the Nigerian government has been vigorously implementing its Economic Sustainability Plan (ESP) approved by Federal Executive Council last June, with Vice President, Yemi Osinbajo at the helm of affairs, leading the implementation of the plan.

Ahmed said: “At the Federal Executive Council, we had the opportunity to brief Council on the National Bureau of Statistics’ recently published fourth quarter GDP report estimates, which measured the economic growth of our country.

“Nigeria’s GDP in the fourth quarter of 2020 grew by 0.11% and in real terms in the fourth quarter of 2020. This follows, if you recall, two consecutive negative growth in the third quarter and the second quarter of 2020, which saw us as a country going into recession. So as a result of this fourth quarter positive growth, the total growth for the year 2020 is -1.92%.

“Recall that we had ourselves reported, that we will be going into a negative growth at the end of 2020 at -4% and some of the international development institutions reported much higher negative growth for Nigeria. So, at -1.92%, it is a very good performance.”

Positives

The Finance Minister said exiting recession in the 4th quarter of 2020 was the shortest-lived so far experienced by the country.

She noted that despite the recession, the country still recorded some positives in many sectors of the economy.

But also, the good story for us is that, with this positive growth in the fourth quarter it means Nigeria has exited recession. This is one of the shortest-lived recessions we have witnessed in the country, despite the impact of the COVID-19, but I must say that the result of this exit is as a result of the fiscal policies, the monetary policies and the Economic Sustainability Plan that the administration of President Muhammadu Buhari has been implementing.

“So out of the 46 sectors of the economy, 17 recorded positive growth and this is higher than the number of sectors that had recorded positive growth in the third quarter. In real terms, the growth between the third quarter and the fourth quarter is a positive growth of 3.73%, a movement within one quarter we have never witnessed in this country, so we’re growing from one quarter to another by 3.73%.

“That also the movement from the second quarter to the third quarter also witnessed a growth of 2.48% is an indication that the policies that are being implemented are the right ones and the trajectory is is a positive one and that Nigeria is well on its way of restoring a consistent and stable growth, a growth that we hope to grow to be a strong growth from the fragile growth that we now have at 0.11%.

“So, this is a good performance, but on a broad sectoral basis, the Agricultural Sector posted a strong growth of 3.42% during the last quarter and when you compare to the previous quarter, it’s a much better performance.

“Similarly, Services Sector grew. Other sectors that witnessed slowdown in growth include Industry, crude, petroleum and natural gas sectors. The decline in oil production and prices in 2020, of course reflective of global drop in demand and it is one of the major reasons why our country went into recession.

“Another positive story for us is that the non-oil sector grew by 1.69%. This is an indication that the diversification efforts that the economy has been pushing is actually also posting results; while the oil sector is declining, the non-oil sector is growing.

“We’ve seen overall economic activities reported strongly in the quarry and minerals sector, in the ICT and Telecommunications sector, in the cement industry, in broadcasting, in crop production as well as in agriculture.

“On the other hand, there are some sectors that are still witnessing negative and that’s why I said the growth is still fragile. These sectors include oil refining, air transport, coal mining, crude petroleum production, as well as accommodation and food services.”

Nigeria’s economy surprisingly came out of a recession in the fourth quarter of 2020as growth in agriculture and telecommunications offset a sharp drop in oil production.

Gross domestic product grew 0.11% in the three months through December from a year earlier, compared with a decline of 3.6% in the third quarter, the Abuja-based National Bureau of Statistics said on its website last week Thursday.

“Space Technology, key to Digital Transformation” – NITDA Director-General

The National Information Technology Development Agency (NITDA) says that in order to achieve digital transformation in Nigeria, there is a need to harness the opportunities embedded in the Space Technology ecosystem.

The NITDA Director-General, Mr Kashifu stated this at the Corporate Headquarters of the Agency in Abuja when he met with delegates from the Nigerian Institute of Space Engineers (NISEng) led by its National Chairman, Dr Okpanachi George, who came to seek possible collaboration with the agency.

The NITDA boss who emphasised the importance of government agencies partnership with private organisations noted that NITDA as the regulator of Information Technology in the country has put in place, policies and created an enabling environment for producers and professionals to invest and create innovations that will sustain a digital Nigeria.

He further stated that contrary to beliefs that satellites are obsolete, emerging technologies is now transforming the Space technology ecosystem which will evolve a new chapter and give rise to enormous transformation in the industry.

The DG noted that the agency is willing to partner with the NISEng because he believes the collaboration will drive innovations, as the Space Technology Ecosystem is everywhere and encompasses different sectors like Communications, Agriculture and Security.

Inuwa maintained that Artificial Intelligence and Robotics play a key role in the digital space and “NITDA through its National Centre for Artificial Intelligence and Robotics (NCAIR) will collaborate with the NISEng in coming up with ideas which will transform the country through initiatives such as the Research and Development, Blockchain, Artificial Intelligence and Innovations.”

“The that capacity building is an important factor in research and development and the agency will give its support in capturing all demography especially the young start-ups in order to create a robust local content which will prepare and position the country for the Fourth Industrial Revolution, the NITDA Boss affirmed.

He added that collaborations between the two organisations will exploit all possible innovations, ideas and commercialize them, this, in turn, will transform NISEng into a competitive, global standard institute and sustain a digital Nigeria as a whole.

The Nigerian Institute of Space Engineers, Chairman, Dr Okpanachi who thanked the NITDA Boss and other management staff for receiving them commended the Agency for its dynamism and passion in sustaining a digital Nigeria.

He particularly thanked the DG for sending a representative to the institute’s 10th National Conference and Annual General Meeting in the previous year and further reiterated commitment for deeper collaboration with NITDA on programmes that are insightfully valuable for national and professional development.
