Cote D’Ivoire next to receive Covid-19 vaccines from COVAX

0

The World Health Organisation (WHO) has said the next supplies of the AstraZeneca/Oxford jab will reach Côte d’Ivoire later this week.

Six hundred thousand doses of the Covid-19 vaccine from the UN-partnered COVAX initiative arrived in Ghana on Wednesday.

These are the first coronavirus shots from the COVAX scheme to be distributed outside India, where the vaccine is being produced under licence.

They were shipped from Mumbai to the Ghanaian capital, Accra, by the UN Children’s Fund (UNICEF) as part of the first wave of vaccines headed to several low and middle income countries.

UNICEF Executive Director Henrietta Fore described their arrival as “the historic moment for which we have been planning and working so hard”, as the world ramps up the largest immunisation campaign in history.

“With the first shipment of doses, we can make good on the promise of the COVAX Facility to ensure people from less wealthy countries are not left behind in the race for life-saving vaccines,” she said.

Further supplies will be shipped to other nations as the global rollout gathers pace, when readiness criteria have been met and the doses produced.

WHO Director General Tedros Adhanom Ghebreyesus, has welcomed the development, along with COVAX partners Gavi, the Vaccine Alliance and the Coalition for Epidemic Preparedness Innovations (CEPI).

However, he insisted that there was still “a lot of work to do” to secure support for WHO’s goal of giving the vaccine to all health workers and older people in the first 100 days of the year.

“We will not end the pandemic anywhere unless we end it everywhere,” the WHO chief said in a joint statement.

South Africa to boost spending on vaccines and job creation

0

South Africa announced plans on Wednesday to allocate $688 million for vaccines and over $750 million to boost youth employment in a bid to tackle the economic devastation caused by the coronavirus pandemic.

“This campaign allows us to emerge from the restrictions that we have experienced to economic activity,” said Finance Minister Tito Mboweni in an annual national budget speech to parliament.

Money is particularly short for the South African government as last year, GDP growth contracted by 7.2% and the country was already in the grips of a recession before the pandemic hit, but the finance minister said the economy would rebound by 3.4% this year.

“This year we face an exceptionally difficult balancing act,” the Treasury said.

“On one side is a raging pandemic … on the other side is a weak economy, with massive unemployment, that is burdened by ailing state-owned companies, the highest budget deficit in our history and rapidly growing public debt.”

Tax hikes
Significant tax hikes were announced to bridge “the largest tax shortfall on record” and fund a 1.35 trillion rand ($93 billion) budget for 2021-22.

“We are allocating more than 10 billion rand ($688 million) for the purchase and delivery of vaccines over the next two years,” Mboweni announced.

South African unemployment soared to 32.5% in the fourth quarter of last year, the highest level since the data was first recorded in 2008, while youth unemployment is at more than 60% after two months of national lockdown and border closures.

South Africa has been the country worst hit by the pandemic on the continent with more than 1.5 million cases and almost 50,000 deaths since the outbreak started.

Last week, South Africa launched the first phase of its vaccination campaign in which it is inoculating an estimated 500,000 front-line health care workers with the Johnson & Johnson vaccine.

Immense joy as Senegal begins public vaccine distribution

0

Senegal kicked off its wider Covid-19 vaccination campaign on Wednesday, after an official launch ceremony the day before, when dozens of officials were vaccinated to demonstrate its safety.

Around 100,000 people are expected to be vaccinated with 200,000 doses purchased from China’s Sinopharm, which arrived in Senegal last week.

At a health centre in Patte d’Oie, a densely populated neighbourhood of Senegal’s capital Dakar, the halls were packed with people, mostly the elderly, wearing colourful clothes, including imams in flowing robes and a pair of Catholic priests in their cassocks.

An imam, Ousmane Dieng, said he travelled throughout the city ahead of the campaign’s launch, hoping to convince people to put aside fear and take the vaccine “for the greater good.”

“It was with a feeling of immense joy that we welcomed the vaccine. We are fully confident about it, knowing it won’t kill us,” Dieng said after getting his shot.

The West African country is one of the first in the region to start vaccinating its population against Covid-19.

It has so far recorded 33,242 cases and 832 deaths from the disease.

“We have seen how Covid manifests itself, and so it was with a smile that we can get vaccinated and at last achieve immunity,” said Baye Moussa Samba, a doctor at a health centre in the Sicap neighbourhood, which was previously a Covid testing centre.

Senegal aims to inoculate about 90% of a targeted 3.5 million people, including health workers and high-risk individuals by the end of 2021.

As a lower-middle income country, Senegal is eligible for about 1.3 million vaccine doses for free through the first wave of the World Health Organisation’s COVAX programme in early March.

The country is negotiating with Russian for more vaccines and is also eligible to get 3.4 million doses for just less than $23 million under an African Union plan.

Rwandan police force kicks out 386 officers

0

Rwanda National Police (RNP) has dismissed about 386 police officers over gross misconduct in its latest bid to clean up law enforcement.

The officers, including 18 senior sergeants, 104 sergeants, corporals, and constables were sacked through a ministerial order published on February 16.

The number is more than six times the total number of police officers the force dismissed between January and October last year, signalling the ongoing quiet cleaning-up of the force.

While details of the dismissal are yet to be made public, the ministerial order refers to Articles 69 and 70 of the specific statute for police officers pertaining to dismissal without notice and definitive dismissal from the service respectively.

As per the clauses, 146 officers under the definitive dismissal are likely to have been sacked over serious disciplinary faults, while more than 240 who were discharged without notice could have abandoned duty, made false declarations during recruitment, restricted by the penal laws to resume service or had not been promoted for two consecutive times.

RNP has had a “zero tolerance to corruption” stance over the years in attempts to tackle graft.

However, the force is still considered one of the most corrupt institutions.

The dismissals come in the wake of growing reports of police officers’ exploitation of lockdown and travel restriction measures put in place to prevent the spread of the Covid-19 pandemic since March last year.

“Some people were forced to pay bribes in order to escape arrest and penalties imposed by police and local leaders,” the corruption watchdog Transparency International indicated in its 2020 Rwanda Bribery Index report.

The initiative was unveiled in Lagos at Ebony Life Place, Victoria Island, by the State Commissioner for Tourism, Arts and Culture, Mrs. Uzamat Akinbile-Yussuf.

LACI, according to the Commissioner, was coined by the Ministry as an umbrella for two major players in the creative industry, Del-York Creative Academy and Ebony Life Academy, who are in partnership with the State Government to hone the skills of members of the creative industry to international standards.

“The programme is designed to train and empower creative individuals in the State to meet the demands of the present day realities.

“The initiative was borne out of a passion to reposition the creative industry in Lagos State; to maximize its potentials and to also project the State to the world through the creative industry.

“LACI is here to stay and we believe the fourth industry revolution is underway, the one driven by the transformation power of the creative industries and it is a measure to ensure that Lagos State and her creative industry will always remain ahead of the game”,  Akinbile-Yussuf said.

She disclosed that the launch of the initiative followed the completion of the selection process of 1,480 residents sponsored by the State Government to undergo training in any of the courses offered by the duo of Del-York Creative Academy and EbonyLife Academy.

Explaining that Ebonylife media will be taking the participants through physical classrooms (offline) and Del-York engaging the trainees online, the Commissioner expressed confidence in the ability of the two creative firms and described them as reputable institutions that can be reckoned with.

On the selection process for the beneficiaries of the Lagos State Creative Industry Initiative (LACI) programmes slated to commence training in March 2021, Akinbile-Yussuf disclosed that the participants were selected in a transparent manner through the provided online platforms that had earlier been publicized.

According to the President of Del-York Creative Academy, Dr. Linus Idahosa, LACI will not only synergize talent, technology and career but will also ensure that all participants are globally positioned at the cutting edge of innovation in the short-term and years ahead, while evolving local creative industries across multiple layers to transform the landscape.
