Tetfund commends FIRS for education tax remittance

0

The Executive Secretary of Tertiary Education Trust Fund (TETfund), Professor Suleiman Bogoro has commended the management of the Federal Inland Revenue Service (FIRS) for the increased remittance of Education tax to the fund.

Bogoro gave the commendation when he led the management team of TETfund in an appreciation visit to FIRS said it is always good to honour those who deserve honour.

It is good to acknowledge the goose that lay the golden egg as we are very comfortable in this house. Each time we meet in FIRS this is what we tell ourselves. This is because we witnessed about the highest jump in the collection of the FIRS collection of two percent of Education tax fund”, he said.

The management of TETfund and the Board of trustees are very excited and we have agreed that I should lead the management team to come and formally expressed our appreciation”.

We are veritable partners in executing our mandate of applying the two percent education tax which came to be in 1993 but the funds were applied in 1999 to 2010 under ETF. In 2011 it was refocused to the original concept of TETfund replacing ETF and the focus was very direct and that is for public tertiary institution specifically, federal and state universities, polytechnics and colleges of Education”.

According to him, from 2011 when TETfund takes place, it was just by halfway along the lines and that within that period, it has demonstrated a collection of 81 percent and that means it is more effective when it became TETfund, so  it necessary to come and appreciate the FIRS for the great job they are doing for the country,

More importantly, we always have a number of interactive forums. For instance, we have a joint interactive forum annually and through it, we have privilege of having a report from FIRS and we also show them precisely what we have been doing with the money and we also have tax payers forum where we have an opportunity to appreciate those that pay the tax that the FIRS collect and remit to us and of course we also have annual tax reconciliation exercise which is about to commence”

We noticed that the Federal Ministry of Education had already proposed that the tax should be raised from two to three percent and the process, of course, was led by the federal ministry of education and not by TETfund “.

We sought the cooperation of the FIRS and they have always assured us, precisely since the arrival of the present chairman, he did promise that there will be a different and we have seen a difference and we said it is right to come and appreciate him and we are looking forward to exploring more avenues of increasing more collections of taxes”, he added.

We have ensured in TETfund that we are responsible in applying the two percent the money you collect with the sense of responsibility and that is why we can say without fear of contradiction that Nigerians acknowledged what we are doing with the money you collect with the sense of responsibility that the impact is manifested”

“We are determined to sustain and enhance performance in applying that money you collect and send to us. For the first time the University of Ibadan was ranked among the best 500 universities in the world and each time we met, the Vice-Chancellor did confess that it wouldn’t have been made possible without the intervention of TETfund”.

In his response, the Chairman, FIRS, Muhammed Mamman acknowledged the commendation and stated that the TETfund appreciation was a call to do more for the country and gave the assurance that, they will do so.

According to him, FIRS achieved the fit because of the commitment on the part of taxpayers and the collaboration they have had with the agencies of government like TETfund in ensuring timely remittance of taxes and aggressive tax audit embarked upon by his colleagues and also the tax investigation that was carried out.

Credit shouldn’t come to us, but to the taxpayers, particularly the agent of transportation and we called for their continued support if possible do more because we do know that there is more money in their hands that if remitted will help in the repositioning of the education sector for a better service to Nigerians and also to assure you that this we did, we operated in a very difficult terrain last year”.

“The challenges we have for this year is enormous. The fact is that companies last year passed through difficult times and we don’t expect them to turn in a good result. We are not anticipating getting positive returns from them this year because of the 2020 lockdown”.

WHO team in Wuhan visits hospital of early COVID cases

0

A World Health Organization-led team of experts investigating the origins of COVID-19 on Friday visited a hospital in the Chinese city of Wuhan that was one of the first to treat patients in the early days of the outbreak.

After meeting with Chinese scientists earlier in the day, the team went to the Hubei Provincial Hospital of Integrated Chinese and Western Medicine.

Zhang Jixian, director of the hospital’s department of respiratory and critical care, has been cited by state media as the first to report the novel coronavirus, after treating an elderly couple in late 2019 whose CT scans showed differences from typical pneumonia.

“Extremely important 1st site visit. We are in the hospital that treated some of the first known cases of COVID-19, meeting with the actual clinicians & staff who did this work, having open discussion about the details of their work,” Peter Daszak, a member of the WHO-led team, wrote on Twitter.

The team was released from two weeks of quarantine on Thursday. It plans to visit labs, markets and hospitals during its remaining two weeks in Wuhan, where the coronavirus was first identified in late 2019.

While an exact itinerary has not been announced, the WHO has said the team plans to visit the seafood market at the centre of the early outbreak as well as the Wuhan Institute of Virology. One hypothesis, rejected by China, is that the outbreak was caused by a leak at the government lab.

Vietnam will conduct mass testing for COVID-19 in the northern province of Hai Duong, the epicentre of a new outbreak of the coronavirus, and other affected areas, deputy health minister Nguyen Truong Son has said on Friday.

Vietnam has reported 93 locally transmitted infections since the outbreak emerged on Thursday, most linked to an electronics factory in the province. In a statement on the government’s website, Son said most of the remaining 2,340 workers at the factory had subsequently tested negative for the virus.

Gombe Healthcare Centres witness increase in patients turnout

0

Primary Healthcare facilities in Kwami Local Government Area of Gombe State have been witnessing increase of patients patronizing their facility, which facility workers attribute to the one million dollar intervention by the Chinese Government in enhancing maternal and child health care.

The grant, under the China-Africa collaboration, to accelerate maternal, newborn and child health in Nigeria for implementation between January and December 2020, is to improve the health status of women and children.

This is achieved through the revitalization of the primary health care delivery system in by Improving the functionality of primary health care service delivery in the health facilities, outreaches, and community-based services.

it is carried out through renovation and upgrade of the facilities in the 10 wards in Kwami LGA and the training of Community Health Influencers and Promoters of Services agents Bojude, Daban Fulani, Doho, Dukkul, Gadam, Jurara, Komfulata, Kwami, Mallam Sidi and Malleri.

After a visit to some of the facilities in Dukkul and Malleri, Voice of Nigeria reports that renovations and upgrade are near completion, with records of increase in patronage for antenatal and child care services.

At the Malleri PHC facility, Mallam Mohammed Adamu, a staff who spoke on behalf of the facility manager, commended the programme, which said had transformed facility to a modern one, thereby attracting more patients.

“The place was not attended to properly, but it is now fenced with new doors, windows, ceilings, fans, paintings, and the replacement of many old things with new ones. There is a complete turnaround from what was obtained in the past. Before now, patients that access the facility in a day were not more than 20, but we now have over 40 in a day,” Malam Adamu said.

He said the 15-bed capacity health care facility had a borehole sunk by the project, but it could not reach the required water level, but that the contractors were still searching for a place with adequate water within the vicinity of the facility.

He however called for the deployment of more workforce, especially with the increase in patients’ turnout.

“The staff strength is about six comprising, a midwife, community health extension workers, CHEWs, Junior Community Health Extension Worker, JCHEWs and environmental,” he said.

At the Dukkul PHC, the renovation and upgrade work is almost completed because services have been restored to the facility on Monday, January 15, 2020, which is now witnessing an increasing influx of patients.

The Assistant facility manager, Dukkul PHC, Ruth Musa, said the intervention had been impressive, with the completion and provision of water round the clock.

“Patients are happier now because of the improvement in the services now compared to the past. Things that are new now that were not available are notably water. We had a very serious challenge of water provision, but we now have water in abundance. It has made women be more interested in coming for ANC as well as delivery. There is an improvement in the number of women that come to the facility now. We have experienced a lot of improvement in terms of performance from those that attended the training. There are more activities of women and children. Before the intervention, we normally receive 100 to 200 women coming for ANC in a month but now it is 500 and above in a month,” said Mrs. Musa.

She said the facility had enough drugs, especially in the ANC section, such as routine drugs, availability of testing instruments.

The facility is rendering services  to people from Dukkul community, as well as from Funakaye and Yamaltu/Debate LGAs.

Aisha Mohammed, one of the mothers who patronises the services of the Dukkul Primary Health Care Facility and had brought her child from Busum village, told Voice of Nigeria, that she was impressed with the services she got from the facility.

“There is a great improvement in many ways compared to the past in the aspect of drugs and care given to patients.

Malaria: Expert warns against self-medication

0

Nigerians have been urged to take advantage of the free malaria test and treatment rather than resort to self-medication.

Dr. Janet Ekpenyong, the Director General of the Cross River Primary Healthcare Development Agency, advised Nigerians to support the efforts of government to eliminate malaria, which she described as “a killer”.

Ekpenyong gave the advice during a malaria technical working group meeting with the State Malaria Eradication Program, SMEP, malaria implementing partners and other key stakeholders in Calabar, Cross River State, southern Nigeria.

Increased funds
She explained that the state government has released funds to ensure citizens especially pregnant women and children get access to free malaria test or diagnosis and treatment.

“As part of measures to eradicate malaria in the state, Governor Ben Ayade has ordered the release of funds to tackle malaria, while also leveraging on other funding opportunity such as Save One Million Live.

Malaria is the highest mortality rate in the country. As such, the state government has ensured that malaria service was captured in the benefit package of the launched Health Insurance Scheme. The insurance scheme will avail more people the opportunity to receive the long lasting insecticide treated nets, accessibility to Rapid Diagnostic Test, RDT, blood test as well as supply of artemisinin combination therapies, ACT, drugs,”  the DG stated.

Dr Ekpenyong also warned people against patronizing quacks, noting that wrong prescription from quacks contributed to more deaths in the state.

“Alot of people either self-medicate or get prescriptions from quacks posing as qualified medical personnel, which has resulted in the death of many. We need people to rather visit health centres for confirmatory test and diagnosis.”

Quality Data
Ekpenyong disclosed that the state government alongside partners have made available malaria testing kits and drugs in all its health facilities.

She urged the participants to obtain quality data from the eighteen local government areas as well as avoid wastages.

She noted that data triangulation showed waste and poor accountability of commodities sent to health facilities across the state.

“That can no longer be tolerated, in as much as we expect you to obtain and keep quality data of people treated, we need these consumables to be judiciously utilized.”

The World Health Organization reports that over 229 million people were diagnosed of malaria globally with a resultant death of 409,000.

COVID19: Subsidize data to support online teaching – Veritas VC

0

The Vice-Chancellor, Veritas University, Abuja, Prof. Hyacinth Ichoku, has called for data subsidy for students of tertiary institutions in Nigeria to address specific challenges limiting online teaching amidst the Covid-19 pandemic.

The Vice-Chancellor made the call while briefing journalists on activities lined up for the University’s ninth convocation ceremony scheduled to take place on the 30th of January.

He further stated that the government must be determined to tackle the problem of the dearth of infrastructure in the sub-Tertiary education sector.

According to him, “We need a lot of development in ICT infrastructure. The committee of Vice-chancellors had in November last year sent some delegates to the Ministry of Communication to negotiate for low-cost data for students. I am sure that if the government is able to subsidise data for students and universities, it will go a long way in assisting online education in Nigeria

Speaking on the 9th convocation ceremony of the university, Prof. Ichoku stated that the university will award first-class certificates to 32 graduands among the 421 who have completed their course of studies and met all necessary requirements.

Ichoku noted that the Covid-19 pandemic has changed teaching and learning as universities around the world have had to migrate from face-to-face engagements to online learning.

He further explained that online learning has been challenging in Nigeria due to shortage of Information Communication Technology (ICT) infrastructure and high cost of data.

This is a new experience for most schools in Nigeria. We found ourselves doing things we were supposed to do in the next five years. This young generation have the potentials to adapt except that we lack the facilities for them to excel”

The difficulty we have is in terms of the cost of data for parents who have to pay extra and students who have limited resources to buy data or computers. It is particularly more visible in the public universities. There, you have a lot of students who are sponsoring themselves through school unlike in the private institutions where people who send their kids there are mostly middle class,” he said.

He said the convocation which would be attended both virtually and physically would hold in strict compliance with COVID-19 guidelines as established by the Nigeria Centre for Disease Control (NCDC)

While explaining some projects being undertaken by the university, the VC said construction of new hostels and shopping mall were on to cater for the needs of students.

Ichaku said staff of the institution were paid full salary during the lockdown in 2020, noting that the gesture was a big motivation for them to perform their duties at the period.

He observed that enrolment of students into the university had increased tremendously as over 1000 students have already been admitted into its 100 level programmes.

“It is a tough and turbulent academic session for us. But we have managed to put through because we quickly migrated online after the government shut down schools. We were online until we finished our second semester in August. Our saving grace was that we have a robust ICT unit”, he stated.

US comedy legend Cloris Leachman dies at 94

American actress Cloris Leachman, who won eight Emmys for her work on “The Mary Tyler Moore Show” and other television programs as well as an Academy Award for “The Last Picture Show,” died on Wednesday at the age of 94, her representatives said.

Leachman’s publicist said in a statement that the actress died of natural causes at her home in Encinitas, California.

“It’s been my privilege to work with Cloris Leachman, one of the most fearless actresses of our time,” her manager, Juliet Green, said in a statement.

“There was no one like Cloris. With a single look, she had the ability to break your heart or make you laugh till the tears ran down your face. You never knew what Cloris was going to say or do and that unpredictable quality was part of her unparalleled magic,” Green added.

Leachman, who appeared in three of Mel Brooks’ comic movies, kept acting regularly well into her 90s. She was a contestant on “Dancing With the Stars” at age 82 and appeared in the 2019 reboot of the comedy series “Mad About You.”

Two films that she made in 2019 and 2020 have yet to be released.

Brooks on Wednesday called her “insanely talented.”

“She could make you laugh or cry at the drop of a hat… Every time I hear a horse whinny I will forever think of Cloris’ unforgettable Frau Blücher,” Brooks wrote on Twitter, referring to her role in “Young Frankenstein.”

Leachman grew up in Des Moines, Iowa, and studied under Elia Kazan at the Actors Studio in New York, where Marlon Brando was a classmate. Starting in the late 1940s, her early jobs included working on stage with Katharine Hepburn in “As You Like It,” as well as small roles in movies and live television dramas.

One of her first regular jobs was playing the mother on the popular “Lassie” show in the late 1950s and television would provide many of Leachman’s greatest successes. She won best-supporting actress Emmys in 1974 and 1975 for playing the nosy landlady on the popular “Mary Tyler Moore Show,” which led to a two-year run for Leachman in her own spin-off series, “Phyllis.”

She also won Emmys for playing cranky Grandma Ida on “Malcolm in the Middle” in 2002 and 2006, as well as roles in the drama “Promised Land” in 1998, a Screen Actors Guild variety show in 1984, a 1975 appearance on Cher’s variety show and “A Brand New Life,” a 1973 television movie.

She was nominated 12 other times and also won a Daytime Emmy in 1972.

Leachman’s movie work also was distinguished, highlighted by “The Last Picture Show” in which she played Ruth Popper, the emotionally crippled wife of a small-town football coach who has an affair with one of his players. As director Peter Bogdanovich predicted, she won an Oscar for the role.

Leachman made an impression in three of Brooks’ movies, playing comically villainous characters in “Young Frankenstein” and “High Anxiety” and Madame Defarge from “A Tale of Two Cities” in “History of the World: Part 1.”

Age did little to slow Leachman. In 2008, she became the oldest contestant ever – and a fan favorite – on “Dancing With the Stars” and followed that up with an appearance on the reality show “Celebrity Wife Swap.”

Leachman took a light-hearted and unpredictable approach to life. A lifelong vegetarian, she was in her 70s when she appeared nude – but with her body painted with fruits and vegetables – on the cover of Alternative Health magazine in 1997.

Asked in 2010 how she managed to keep professionally busy at her age, Leachman told the New York Times, “I don’t like that word ‘busy’ because that’s not how I live at all … When I do work, it’s not work; it’s great fun and exciting and fresh.”

Leachman and director-producer George Englund married in 1953 and divorced in 1979. They had five children.
