EU unveils back-up plans to avoid no-deal Brexit crisis

The European Union’s executive on Thursday laid out contingency plans for a ‘no-deal’ Brexit at the end of the year to limit disruption to air traffic, and road and rail travel after talks between British and EU leaders failed to break an impasse.

The European Commission also proposed that Britain and the EU continue to offer reciprocal access to their fishing waters for up to a year, potentially easing tension around one of the most emotive sticking points in the trade negotiations.

Britain told the EU earlier it should make significant concessions to break the deadlock by the end of the weekend for clarity about the finale to the five-year-old Brexit crisis.

Prime Minister Boris Johnson and the EU’s chief executive, Ursula von der Leyen, gave themselves until Sunday to decide on their next steps after failing to overcome persistent rifts over a “lively” dinner of turbot on Wednesday.

“There’s still clearly some scope to keep talking but there are significant points of difference that remain,” Dominic Raab, Foreign Secretary said, adding that both sides needed to take stock at the weekend.

 “Sunday I think is an important moment,” Raab said. “You never say never in these talks, but I think we do need to get some finality.”

Raab said the main points of contention, fisheries and commitments on a level playing field, were narrow in scope but they were matters of principle for Britain.

Softening the blow

Britain formally left the EU in January, but has since been in a transition period during which it remains in the EU single market and customs union, meaning that rules on trade, travel and business have stayed the same.

That ends on Dec. 31. If by then there is no agreement to protect around $1 trillion in annual trade from tariffs and quotas, businesses on both sides will suffer.

Failure to agree new rules to govern everything from car parts to Camembert would snarl borders, shock financial markets and sow chaos through supply chains in a world already grappling with the economic cost of COVID-19.

Food prices

John Allan, Tesco Chairman has warned that food prices will go up if Britain leaves the EU’s orbit with no deal. Raab, asked about the remark, said there may be some changes in food prices.

The European Commission said it was still seeking a trade agreement by the year-end deadline but it could only soften some of the disruption predicted as Britain leaves the EU’s orbit.

 “While a ‘no-deal’ scenario will cause disruptions in many areas, some sectors would be disproportionately affected due to a lack of appropriate fall-back solutions,” reports said.

It proposed keeping “certain air services” between Britain and the EU for up to six months, provided London ensures the same. Air safety measures would continue to be recognised, to avoid grounding aircraft.

Basic connections by road freight and for road passengers would also continue for six months as long as it was reciprocal.

Grant Shapps, British transport minister said in mid-October that the UK would look to reciprocate any basic connectivity measures announced by the EU.

Britain’s Department for Transport did not immediately respond when asked to comment on Thursday.

Johnson portrays Brexit as a chance to give Britain a fully independent, more agile economy. EU powers fear London wants the best of both worlds – preferential access to EU markets but with the advantage to set its own rules.

That, they say, would undermine the post-World War Two project which sought to bind the ruined nations of Europe and particularly Germany and France into a global trading power.

The EU wants Britain to remain tied to the bloc’s labour, social and environmental standards in the future, as well as to state aid rules for corporate state subsidies.

NYSC partners with Agricultural institutes on training

The National Youth Service Corps NYSC days it will continue to explore avenues for training of corps members on modernised farming and deployment of equipment.

The Director General NYSC, Brigadier General Shuaibu Ibrahim made this known during separate signing of memorandum of understanding with the Agricultural and Rural Management Training Institute ARMTI and National Centre for Agricultural Mechanisation NCAM at the office in Ilorin, Kwara state.

The Director General said the partnership kicked off with the two agencies was aimed at boosting the schemes agricultural programme and support corps members that are interested in agro-ventures.

According to a statement by the Director, Press and Public Relations Mrs Adenine Adeyemi, the Director-General advised corps members to identify their talents and develop them with passion.

Ibrahim said white collar jobs where not easy to come by which informed the decision of the scheme to introduce its skills acquisition and entrepreneurship development programme in 2012.

“We felt the need for us to partner so that you can bring your expertise to bear on our corps members by enhancing their skills in agro-business” Ibrahim said.

He said the synergy with ARMTI would offer professional training in modern agricultural practices for both corps members and NYSC staff.

He also said the input from ARMTI  would boost the morale of other NYSC partners and attract more assistance for the corp members.

At NCAM the NYSC helmsman said corps members were gifted with potentials which if properly harnessed would propel the country towards greater economic development.

Youth Empowerment

The Executive Director ARMTI, Dr Olufemi Oladunni in his remarks assured of the institutes readiness to train corps members.

He said theinstitute recently trained and empowered some youths on poultry farming and vegetable production.

“I want to assure you of our full support and we won’t take anything for granted” he said.

Also speaking the Executive Director NCAM Engineer Muideen Kasalli assured of assistance to the NYSC adding that the institute would improve the capacity of corps members in agriculture through mechanization.

He said NCAM had over the years trained different stakeholders including students, youths and women in agriculture.

Security: AIG calls for synergy between media and police

The Assistant Inspector-general of police AIG in charge of Zone 13, Ukpo, Anambra state, AIG Danmallam Mohammed has solicited the cooperation of media practitioners in Anambra state towards the success of Police operations in providing security of lives and property.

He made the request when the leadership of the Correspondents’ Chapel, Nigeria Union of Journalists NUJ, Anambra state council paid him a courtesy visit in his office.

He said the society would benefit more from Police operations if the media and police work in synergy.

AIG Mohammed called on the Correspondents chapel members to be objective in their reportage, adding that Journalists should not only criticize, but also proffer solutions that could help the police in discharging their duties effectively.

Earlier, chairman of the chapel, Mr. Emma Ndukuba said the visit was to formally welcome the AIG to the state, and to invite him to their forthcoming symposium, tagged, “Anambra 2021: Setting Agenda for a credible leadership.”

He explained that the symposium was in preparation for the forth coming governorship poll in Anambra state

Mr. Ndukuba stated that members of the chapel were committed to contributing their quota to ensuring proper reportage of the governorship polls.

Women Journalists swear in new executives in Anambra

The Anambra State Chapter of Nigerian Association of Women Journalists, NAWOJ, has sworn in new executives. This held at the triennial delegates Conference which took place at Anambra Broadcasting Service ABS Conference Hall, Awka.

Delegates from various chapels who actively participated in the election include: Local Government Information, Radio Nigeria Purity FM, NTA Awka, Unizik FM, NTA Onitsha, State Information, National Light, Orient Daily, Correspondents’, Fides Newspaper and Anambra Broadcasting Service.

The position of Chairperson was contested by two candidates while other candidates were returned unopposed. Frankline Onyekachi emerged as the new Chair person with 53 out of 57 votes cast, while her opponent, Beatrice Onuchukwu had four votes.

Addressing the members of the Association, the Hon. Commissioner for information, represented by the MD/CEO of ABS, Chief Uche Nworah, gave kudos to the women for the peaceful manner they conducted themselves during the election. He charged them to aim at improving themselves by broadening their horizon and not limiting themselves to journalism alone, stressing that technology is a key agent of change that everyone should master, in order to be relevant in society.

Training and sponsorship

Nworah further enjoined the zone leaders of NAWOJ to ensure their members undergo periodic seminars/workshops to know the basics in current news writing, promising to release the ABS conference hall to them at any time of need, in addition to attracting sponsors for such events.

He also applauded the guest lecturer at the occasion, Prof. Stella Okunna of Unizik, the key note speaker, for her lecture titled:  “Gender-based Violence GBV and the role of Women Journalists”, and called on members of NAWOJ to do the needful to eradicate all forms of GBV  in the society.

The Zonal VP, Comrade Stella Igboka, Zonal Secretary, Tina Oluchukwu Ikwegbu, and the newly sworn-in  Chairperson of Anambra NAWOJ, Frankline Onyekachi respectively prayed for peace and unity in the zone.

Anambra state NAWOJ pledged their loyalty and support to the parent body, NUJ at national, zone and state levels.

Tunisia to host Tokyo International Conference on African Development

The eighth meeting of the Tokyo International Conference on African Development (TICAD) will be hosted by Tunisia in 2022, Japan’s foreign minister said ON Wednesday.

Toshimitsu Motegi held official talks in Tunisia, the first stop of his tour, which covers four countries in Africa and is planned to last until December 14.

Speaking at a press conference in Tunisia, Motegi emphasised the importance of strengthening relations between Tokyo and Tunis.

The two countries agreed to further improve their business climate in terms of investment and taxation, Motegi said.

Tunisia will organise the eighth TICAD in 2022 as the second African country to do so, according to the Tokyo-based Kyodo News Agency.

Initiated by Japan in 1932, the TICAD platform brings together international organisations and businesses.

Endsars: “Tough measures for violent protesters” – Police IG

Inspector General of Police Mohammed Adamu has warned that the Police would resist any further attempt by miscreants to embark on fresh Endsars protests, adding that officers and men have been ordered to apply maximum force in quelling subsequent protests in future.

Adamu stated this at the Anambra Police headquarters Awka during his tour of Police commands affected by the Endsars violent protests.

The police would resist any attempt to attack government property as well as police formations in the country.

“The Nigerian Police would never allow a repeat of the recent violent protest that claimed lives of officers and men of the force”, he said.

Misinformation and fake news

Adamu explained that the Endsars protest sparked off as a result of an incident at Ughelli in Delta State where a joint task force on security was pursuing suspects and one jumped out of a moving vehicle and was crushed.

He further narrated that someone videoed the incident and posted Endsars which led to the nationwide protest adding that the officers and men have been ordered to ensure that law and order are maintained in their various formations.

He emphasized the Force’s commitment to protecting the rights of citizens to peaceful protest, assuring that the Police would not fold its arms and allow miscreants maim and kill their operatives.

Commendations and appreciation

Adamu expressed his gratitude to President Muhammadu Buhari for commending the Force amidst condemnation from the public with a view to demoralising the Police.

“Nigerians came out attacking and vilifying the Police to demoralize us and prevent us from courageously occupying the public space. 

“But Mr. President said no. Vast majority of Nigerian Police are patriotic and committed to protecting lives and property of Nigerians. 

“Nigerian Governors Forum also during their discussion on the protest, came up with a common position that not all Nigerian Police officers are bad. 

“Many have even pledged to compensate families of those who lost their lives during the protest”, he said.

Incentives and encouragement

The IGP made known the Federal Government approval of the upward review of salary of men of the Force, just as he commended over eight Divisional Police Officers for their courage in defending their stations during the protest.

Meanwhile, Anambra State Commissioner of Police, John Abang in his address said that 19 personnel were victims of the protest out of which four lost their lives and 15 were injured.

“12 police formations were burnt and seven were vandalized. Two Armoured Personnel Carriers were damaged and 27 operational vehicles vandalized”, he said.

Abang however assured the IGP that the Command was gradually recovering from the incident through the support of the State Government and public spirited individuals.

African countries to get Covid-19 vaccines in 2021

African countries will have access to the COVID-19 vaccines from the end of January through the first quarter of 2021, said a special envoy of the African Union (AU) on Wednesday.

The AU special envoy on mobilising international economic support for the continent’s fight against Covid-19, Ngozi Okonjo-Iweala, gave the assurance after a closed-door meeting with Nigeria’s Foreign Minister Geoffrey Onyeama in the capital city of Abuja.

“As long as one person has it (COVID-19) in the world, no one is safe. And that is why poorer countries, lower-middle-income countries like Nigeria, need to get it as quickly as possible,” said Okonjo-Iweala, who is also Nigeria’s candidate for the office of the director-general of the World Trade Organisation.

The international initiative to get the Covid-19 vaccines distributed to developing and poorer countries in a quick and affordable manner involved the World Health Organisation, the Coalition for Epidemic Preparedness Innovations, and the international community, she said.

COVAX facility
A platform called the COVAX facility has been developed with 186 countries on board, Iweala said, adding that the parties interested in serving the poor countries include 92 countries, for which “resources have been raised in an attempt to distribute the vaccines quickly.”

She said the vaccines will initially be made available for frontline health workers, followed by some other target groups — older people, and those with underlying conditions.

“I think the COVAX facility can cover about 20%to 23%of the population by the end of next year,” Okonjo-Iweala said.

According to the AU envoy, Africans are blessed for not having the same incidence rate of COVID-19 as those of other continents.

However, she warned African nations against complacency.

The number of confirmed COVID-19 cases in the African continent has reached 2,284,907 as of Wednesday, according to the Africa Centres for Disease Control and Prevention.

The continental disease control agency said in a statement that the death toll related to the pandemic stood at 54,503. A total of 1,961,471 people have recovered across the continent so far.

UN to support Nigeria’s quest to protect women and children rights

The UNDP and EU have reiterated their commitment to the ongoing implementation of Spotlight Initiative to ensure a better protection of the rights of women and children, which have needlessly been violated over the years in Nigeria

The Spotlight Initiative is a global, multi-year partnership between the European Union and the United Nations to eliminate all forms of violence against women and girls by 2030.

The UNDP Country Representative, Mr. Mohammed Yahaya who stated this at a High Level workshop for human rights defenders in support for victims of SGBV in Abuja, Nigeria’s Capital and spotlight focal states, commended the efforts of the National Human Rights Commission in the country in tackling SGBV and associated rights violations.

According to the UN envoy, the High Level workshop is part of the activities lined up to commemorate the 16 Days of Activism against SGBV which started on November 25, 2020, was to brainstorm and point the way forward by all access to justice and human rights partners who support interventions for women and girls in Nigeria.

“The UNDP and EU are ready to support any initiative that will ensure the protection of SGBV victims have become more vulnerable with the advent of Covid-19 pandemic, thus necessitating urgent support from all stakeholders including the human rights defenders’’ he said.

Mr. Yahaya also advocated the need to strengthen the capacity of human rights defenders in order for them to adequately address the plights of victims and survivors of SGBV,

“The Spotlight Initiative is a response to all forms of violence against women and girls, with a particular focus on domestic and family violence, harmful practices, femicide, trafficking in human beings, sexual and economic exploitation and others’’ he added.

The Executive Secretary of the National Human Rights Commission in Nigeria, Mr. Tony Ojukwu said that a number of innovative measures had been put in place to tackle the challenges of human rights violations, particularly SGBV.

“Faced by the challenge of restricted movement, the commission in partnership with other stakeholders adopted the use of technology to scale up response and protection for victims and survivors hence, we up-scaled the usage of our social media channels, developed cutting edge applications such as reportNHRC.org and UNSUB, amongst others’’ he said.

The Human Rights Commission is also marking the 2020 International Human Rights on December 10 with a theme: Recover Better-Stand up for Human Rights.

 

 

Lagos hosts 1st Real Estate market place

Lagos State government is hosting critical stakeholders in the built sector at a two-day conference and exhibition with the promise to address housing deficit in the State.

At an event organised by the Lagos State Real Estate Regulatory Authority LASRERA, with the theme ‘Unearthing real opportunities in real estate, making Lagos a 21st century economy’, Lagos State Governor, Mr Babajide Sanwo-Olu, said that the real estate sector has the capacity to redefine the Gross Domestic Product of the country, if well harnessed.

Sanwo-Olu also mentioned that beginning from the first quarter of next year, all land related transactions in Lagos will be undertaken online.

This according to him is to Fastrack the process of getting approvals on land matters and create an enduring business-driven property development market in the State.

The Governor who acknowledged the complaints by the residents and real estate practitioners about turnaround time for permit approval, however challenged the ministry of physical planning and agencies under it to scale up and do better job about physical planning approvals.

He also warned land and property permit approving agencies in the state to live above board, saying his administration would no longer tolerate officers engaging in sharp practices in giving approvals.

“We as a government we have looked at ourselves and said we need to do things differently. That is why we have to sit down with you, one of the areas I know you have problems with us is not only in lands but also physical planning. We need to do a better job of physical planning, we need to do a better job of LASBCA and we need to do a quicker turn around in our lands department, people want to have a positive experience.

“We have started it, we have on this GIS solution for a while, it’s a project we are desirous to go live on, once it kick starts, what it means is that it’s one stop shop . With it you will be able to get your Governor’s Consent, approval and Certificate of Occupancy, on time, all of the documentation for subsequent transaction.” Governor said

Sanwo-Olu noted that having a roof over one’s head is one the critical needs of mankind, saying it is proper for the government and private sector to give priority attention to it.

The governor pointed out that real estate opportunities in the state are boundless waiting to be explored, saying LASRERA, a housing regulatory body becomes imperative to ensure that there is data capturing operators in the industry and the right thing was being done in the sector.

He maintained that the state government is working on all the indices to make Lagos competitive in terms of ease of doing business, especially as Lagos is compared with cities around the world.

Seeking Collaboration

The Special Adviser to Sanwo-Olu on Housing, Mrs Toke Benson-Awoyinka, appealed to investors in the real estate sector to team up with the state government to create a home ownership model that will help her address the deficits observed in housing market in the state through the state Public and Private Partnership initiative in providing mass housing for the people.

Benson-Awoyinka also said, ‘As a government determined to bridge the housing deficit in the state, we are aware the role of government in not just the provision of houses alone but also to create an enabling environment for the private sector working hand in hand to a desired end. 

“We will make business thrive and we will relentlessly pursue the sole aim of government which is the protection of lives and property beginning with the provision of decent and affordable housing for the people of our dear state, Lagos.”

Discussion Panel

During the panel discussion, the Attorney General and Commissioner for Justice, Mr Moyosore Onigbanjo said as part of efforts aimed at promoting ease of doing business led to the enactment of the state Property protection law in 2016.

Represented by a director in the ministry, Mrs Kehinde Taiwo, Onigbanjo said the taskforce on land grabbing set up as a result of the law has received over 4300 petitions with over 2000 of such petitions concluded.

 

 

Enugu State presents N169.85b 2021 budget estimates

The Engu State Governor, Ifeanyi Ugwuanyi has presented to the State House of Assembly, the 2021 Budget estimates of N169,845,758,500.00, for consideration and passage.

Presenting the budget proposal tagged: “Budget of Recovery and Continued Growth”, the Governor said that ; ”It is 13.8 percent higher than our revised 2020 budget”.

He explained that ”the budget proposal was carefully designed to strategically enhance the recovery of the state from the drawbacks of 2020, occasioned by the unexpected and unpleasant outbreak of the Coronavirus Disease (COVID-19) and the negative effects of the #EndSARS protests on the country, “pushing back all the efforts at economic recovery from COVID-19 challenge”.

Gov. Ugwuanyi stated that these setbacks to the full implementation of the 2020 budget ensued shortly after his administration commenced payment of the new Minimum Wage of N30,000 in February this year with its consequential adjustment.

“We had adjusted to this new cost centre and set in motion procurement processes for the delivery of services to Ndi Enugu as appropriated by this Honourable House. Suddenly, we slept in one world and woke up in another, confronted with the unpleasant news of a strange illness – Corona Virus Disease (Covid-19)”, he said.

Governor Ugwuanyi said that the Covid-19 pandemic lockdown and pertinent restriction of economic activities across the country caused a significant drop in the global energy demand that led to oil prices crash with huge drop in Statutory Allocation accruing to states in Nigeria, as well as the Internally Generated Revenue (IGR), which compelled state governments to revise their 2020 approved budgets as directed by the National Economic Council and inspired by World Bank.

On the 2020 budget performance, the Governor said that ”apart from the payment of the N30,000 Minimum Wage to workers, provision of critical road infrastructure in urban and rural areas, interventions in security, judiciary, education, tourism, legislature, religious, agriculture, redevelopment of the Akanu Ibiam International Airport, Enugu, Urban water supply, among others, his administration has made huge investment in the health sector/Covid-19 related interventions.”

On the 2021 budget estimates, Governor Ugwuanyi revealed that the projections were predicated on the macro and micro-economic indicators of national inflation rate of 11.95%, national real GDP growth of 3%, oil production benchmark of 1.86 million barrels per day, oil price benchmark of $40 per barrel, and exchange rate of N380 per US dollar.

He further stated that the “Enugu State Medium Expenditure Framework (MTEF) 2021-2023 and Fiscal Strategy Paper (FSP) are aimed at prudent fiscal management coupled with prioritisation of public expenditure”, stressing that “this is focused on achieving a better balance between capital and recurrent expenditures”.

The Governor noted that out of the total budget size of N169.85 billion, the sum of N68.711 billion, representing 40% of the total budget is for Recurrent Expenditure while the sum of N101.1 billion is for Capital Expenditure, representing 60% of the budget size.

Consequently, Governor Ugwuanyi highlighted that the key deliverables of the 2021 capital budget include; rehabilitation of the 9th Mile crash water borehole programme; commencement of AFD-funded 3rd National Urban Water Sector Reform Project; completion and landscaping of International Conference Centre and construction of a flyover Bridge at T-Junction of Nike Lake Resort Road/Nike Road, Enugu.

He stated that the all-important flyover project would necessitate closure of the Nike Lake Resort/Nike Road T-junction and all approach routes to it, saying “preparatory to the project commencement therefore, alternative routes for traffic diversion are being prepared and would be adequately communicated to the public in due course”.

Other key deliverables were the completion of construction of ESUT Teaching Hospital Igbo Eno; installation of Astro-turf & Tartan Tracks, floodlighting with associated Works at Nsukka Stadium, Nsukka LGA; rehabilitation/construction of more Urban and Rural roads; construction of Station Road-Subway Flyover/Underpass to Ogui road with a spur to market road by Red-Cross; construction of additional type III Model Primary Health Centers in Oji River, Aninri, and Awgu LGAs; establishment of Fertilizer blending plant and cottage Rice Mill; completion of the rehabilitation of Enugu Ezike General Hospital and construction of its Amenity Building; integration of Adada Water Scheme and rehabilitation of other Water Schemes in Enugu North Senatorial District, and drilling of new Water boreholes with storage facilities and reticulation across the State.

Expressing profound appreciation to members of the State House of Assembly for their diligence and commitment to the task of taking Enugu State to an enviable height, consistent with our founding fathers’ dream of a peaceful, united, secure and prosperous Enugu State”, Governor Ugwuanyi also appreciated deeply the people of the state “for their unflinching support, cooperation and resilience especially in the face of all the storms of year 2020.

Responding, the Speaker of the State House of Assembly,  Edward Ubosi thanked Gov. Ugwuanyi for weathering the storms during the year to ensure that his administration provided the dividends of democracy to the people of the state especially in the rural areas.

The Speaker therefore assured the governor that the House would pay diligent attention to the budget for residents of the state to continue to enjoy peace and good governance.
