FCTA begins removal of illegal car marts, confiscates 10 vehicles

As part of measures to ensure seamless vehicular traffic, the authority of the Nigerian federal capital territory, FCT, has commenced the intensive removal of illegal car marts along corridors of major roads in the nation’s capital city.

Officials drawn from the FCT Directorate of Road Traffic Services (DRTS), Abuja Environmental Protection Board (AEPB), Development Control Department, Parks and Recreation department and Security Services Department accompanied by security operatives stormed and cleared illegal car marts in Gudu, Apo and Area 1-10 , all within Abuja Municipal Area Council (AMAC).

Consequently, no fewer than ten cars and a truck were impounded from illegal car marts hotspots located off Oladipo Diya Road, Abdulsalam Abubakar Road in Gudu District, Apo NEPA junction, Area 1 to 10.

Speaking during the exercise, leader of the joint Taskforce, Wadata Aliyu Bodinga, said the removal exercise followed the expiration of a vacation directive to the illegal car marts dealers in the city.

Bodinga, who is also the Director of DRTS, said the Directorate is working with all the FCTA relevant departments and security agencies to rid the city of impediments to traffic in the territory.

He noted that there were substantial compliance especially in Gudu, where hitherto more than three hundred vehicles littered on the corridors of the highway, but not a single one was seen, as all of them have been removed by the owners on their own volition.

He, however appealed to others who the Taskforce is yet to visit their areas to equally remove them, warning that the refusal to comply with the FCTA order especially on the issue of illegal car marts will attract the wrath of the law enforcement officers.

“This exercise is a continuous one, as we are going to continue to monitor these areas, any vehicle that is impounded will go through the mobile court. We must make sure that this time around, people don’t get away with this kind of acts.

“So far I think we have impounded about ten or thereabout, and we are still counting as the assignment is still in progress. We’re taking the compounded cars to our facility in Wuye District, and we going to arraign them in mobile court.

“It’s no more business as usual because most of these carmarts had been removed in the past, but they just decided to come back. And this time around, we will be available to monitor them,” he stressed.

On whether there is a designated place for cart dealers in the city, Bodinga said: “At the moment they have Kubwa road, and we agreed that even though that one too is a temporary arrangement, the FCTA has given the concession that they can go there to do their business.”

Traffic congestion

On his part, Chairman, FCT traffic management Taskteam, Comrade Attah Ikharo, decried the situation where cars littered along the roads in the city centre paints Abuja in a very bad light.

According to him: “During the exercise, we saw vehicles parked on the pedestrian walkways in Area 10, and people who are supposed to use the facility will now be forced to walk on the main carriage way thereby impeding vehicular traffic. 

“The walkways have been turned into car parks, which is in contravention with planning principles. And when all these are cleared people can easily move very freely. Dakwa ought to be the permanent site, but there are some issues of contention” he said.

Military promises to rescue abducted students alive

The high command of the Armed Forces of Nigeria, has vowed to rescue all the abducted students of Government Science School, Kankara, Katsina state alive and unhurt.

The Coordinator,  Defence Media Information, Major General John Enenche stated this at the Defence Headquarters, Abuja while confirming that all abducted student are alive in captivity.

He said that the military was already on ground, conducting operations in an efforts to rescue the abducted students.

Major General John Enenche said following the kidnaping of the 333 students of Government Science Secondary School, Kankara, in Katsina State, the  Minister of Defence along side the National Security Adviser, the Chief of Defence, Naval, and Air Staffs, Chief of Defence  Intelligence, Inspector General of Police among other principal security personnels were in Katsina to assess the situation  with the aim of getting back the Kidnapped students.

“They entered the school compound, wounded the police there badly. They came in motorcycles and started shooting sporadically into the air in the school compound. The students began to run helter-skelter, and of course, they moved some of them.”

“When troops came, it was not in the best interests to do direct shooting. They were shooting into the air, because the children were used as bodyshields.”

“While the fire lasted, they moved the children. We used indirect fire because these children must be rescued alive. It is the characteristics of terrorists, immediately they are loosing strength where they are, they begin to look for soft targets. That was what they did,” Enenche said.

General Enenche also said the Nigerian troops in the front lines have continue to sustain momentum in the various operations against criminalities  across all the theatres of operations laying ambushes with air bombardments that resulted into killing of so many of the criminals.

General Enenche said the military high command continues to encourage the troops and personnel of other security agencies to sustain the tempo, remain determine in all operations while expressing the determination of the dedication of the armed forces towards securing the nation at all times.

He also enjoined members of the public to continue to provide timely information on activities of criminals in their locality for prompt action.

Ebonyi passes maternal and prenatal surveillance bill into law

The Ebonyi State House of Assembly has passed maternal and prenatal surveillance scheme into law.

The Speaker of the house,  Mr Francis Nwifuru expressed happiness over the passage of the bill, stating that the law would allow for the proper prosecution of any maternal and prenatal  offenders.

The sponsor of the bill, Mr Oliver Osi thanked members of the house for accelerated passage of the bill into law.

Mr Osi said the law would now stop maternal and prenatal deaths rate in the State.

“We are going to ensure surveillance, more especially in the rural areas to reduce drastically the maternal and infant deaths in the State,” he stated.

Other bills passed into law
A law to establish Ebonyi State Judiciary fund management and other matters connected thereto was also passed.

A law to provide for the control, regulation, enforcement and Governance of Ebonyi State response to climate change and to introduce measures, reporting and verification of greenhouse gas emissions and other matters connected thereto was passed too.

Another law that was passed was a law to amend  Ebonyi State rural water supply and sanitation Agency.

A law to repeal and re-enact the establish land Instruments preparation in Ebonyi State.

Other laws passed were; a law to provide Ebonyi State market development board and for other matters connected thereto,  and a law to repeal and re-enact a law to establish land Instruments regulating filling of judgement affecting Lands in Ebonyi State and other matters connected thereto.

The house also screened and confirmed a nominated Member into Ebonyi State Revenue Appeal Board, Mr Joseph Nwonumara.

LAUTECH: Oyo State prepares legal framework for take-off

The Oyo State Government says it has prepared a bill for the legal framework for the full take off of the Ladoke Akintola University of Technology (LAUTECH), Ogbomoso, following the ceding of LAUTECH’s sole ownership to Oyo State by the National Universities Commission (NUC).
 
While the University was ceded to Oyo State, LAUTECH Teaching Hospital was ceded to Osun State, in a resolution that has been described by both governors of Oyo and Osun states as amicable.
 
Speaking on behalf of the State government, the Commissioner for Justice and Attorney General of Oyo State, Prof. Oyelowo Oyewo, SAN, disclosed this, on Wednesday, while briefing Governor’s office correspondents after the State Executive Council meeting, held at the EXCO Chamber of the Governor’s Office, Agodi, Secretariat, Ibadan. 
 
He explained that the new legal framework for the school has been captured in a proposed bill titled: “Oyo State LAUTECH Bill, 2020″, which would be sent to the State House of Assembly for consideration and approval on or before Friday 18th Dec, 2020.
 
Oyewo said, “We chose the other route of having the coexisting laws repealed and bringing in a new law to establish the LAUTECH University with sole ownership vested in Oyo State and to also discontinue the practices and rules that apply to LAUTECH in the joint ownership with Osun State.
 
“We also made some consequential amendments to the composition of the council and more importantly empower the University to be a multi-campus institution with campuses established in Oyo State as the need arises. The law will now be known as the LAUTECH Law of 2020,”Oyewo affirmed. 
 
The agelong tussle for the sole ownership of LAUTECH was laid to rest on 20th November, 2020, by the  NUC, after both governments of Oyo and Osun states agreed to end the institution’s joint ownership, which began in 1990 when LAUTECH was established by the then military government.
Quality education
Similarly, the Oyo State government says  it has awarded a contract for the production of exercise books, at a sum of N446 million, expected to be delivered within four weeks; procurement of science equipment for public secondary schools, at N169 million; as well as the construction of 25, 750 units of chairs and desks, awarded at the total cost of N658 million.
 
The Commissioner for Education, Science and Technology,  Barrister Olasunkanmi Olaleye, who disclosed this during the briefing, maintained that the move is furtherance of its drive to provide quality learning facilities for public school students in the State.
 
According to Olaleye, other projects contracted out by the State government is the completion of an abandoned Millennium Secondary School in Ogbomoso, at the total sum of N64 million, which is expected to be completed within eight weeks, in order to promote and improve the standard of education in the State.

Centre for Women Development to empower 600 Women

The National Centre for Women Development, NCWD, says 600 female artisans across the six geo-political zones would be trained on various skills to reduce poverty and improve women empowerment.

The Director General of the Centre, Mary Ekpere-Eta disclosed this on the sideline of the graduation ceremony of 200 female artisanship programme in Abuja.

According to her, the Centre had trained over 1,000 female under the centre’s artisanship skills development programme who are presently practicing their trade and performing well in the construction industry.

She said It is our projection that in the course of active practice for a ten year period, a million female professionals employing at least 10 persons, will take out 10 million unemployed youths from the streets. “This will help to drive social transformation in order to achieve poverty reduction through inclusive growth and sustainable development’’

Industrial Attachment
She noted that having certified the high level of knowledge during the training, the graduands would undergo Industrial attachment programme at various construction companies in the country to get firsthand experience.

Also, the UN Resident and Humanitarian Coordinator in Nigeria,Mr Edward Kallon,  said women economic empowerment was very critical to achieving Sustainable Development Goals and ensuring gender equality in Nigeria.

He said training female artisans to work in the construction industry would change the narrative that certain jobs or skills were reserved only for the male gender.

“The 200 beneficiaries graduating today are a testament to the fact that women can do anything and there is no such thing as skills or work reserved for a certain gender,’’ he stated.

Kallon, also stressed the need for gender-responsive budgeting and robust gender sensitive policies that mandate women’s equal and fair participation in society.

Minister of Women Affairs, Mrs Pauline Tallen, represented by the Permanent Secretary, Dr Ifeoma Anyanwutaku commended NCWD for implementing programmes targeted at women empowerment.

One of the graduates, Mrs Funmilayo Udoghon, who was trained in Plaster of Paris, said she would love to contribute her quota to orphanage homes.

I’m actually thinking of going to an orphanage home, getting those people to come over  and by next week do something with this skill we have acquired” she added.

The female artisans were trained on plumbing, pipe fitting, plant, generator mechanics, tiling and masonry, air condition and refrigeration repairs, Plaster of Paris (POP), as well as electrical fittings and wiring.

Nigeria approves 203 agents for identity enrolment

The Nigerian government has approved the licensing of 173 private sector Agents and 30 State Governments/Public Sector Institutions to conduct enrolment of Nigerians and legal residents into the National Identity Database, NIDB .

The Head, Corporate Communications of the National Identity Management Commission, Kayode Adegoke, said the approval was by the  Minister of Communications and Digital Economy, Dr. Isa Pantami on behalf of the National Identity Management Commission, NIMC.

The Director-General/Chief Executive of NIMC, Aliyu Aziz, explained that the licensed agents were approved after successfully fulfilling all the conditions in the advertised Expression of Interest EOI which was done in 2019 as a first step towards the take off the National Digital Identity Ecosystem project.

Recalled that the Nigerian government issues new guidelines for SIM registration directing all Mobile Network Operator to disconnect All Subscriber Identification Module, SIM, registered without National Identification Number ,NIN, on networks by  30 December, 2020.

According to the statement, a breakdown of the successful licensees shows that 16 state governments were licensed, including Abia, Akwa Ibom, Gombe, Lagos, Kaduna, Katsina, Kano, Oyo, Ogun, Sokoto and Zamfara states.

The Agents
Prominent among the public sector institutions licensed are the Nigerian Communications Commission NCC, National Pension Commission, Central Bank of Nigeria (through the Nigeria Inter-Bank Settlement Systems Plc), National Population Commission, Economic and Financial Crimes Commission, EFCC, Independent National Electoral Commission, INEC Joint Tax Board and Nigeria Postal Services.

Other public sector organisations issued licences include Military Pensions Board, Abuja Enterprise Agency, Corporate Affairs Commission, National Health Insurance Scheme, National Agricultural Extension & Research Liaison Services and National Commission for Refugees, Migrants & Internally Displaced Persons.

The main mobile network operators in Nigeria, MTN, Airtel, Globacom and 9mobile are among the 173 private sector organisations licensed, while Etranzact, VDT Communications, Unified Payment Services were also successful.

Seven NGOs, namely Africa Youth Growth Foundation, An Nadaa Educational Foundation Arrida Relief Foundation, Hadejia Ina Mafita Initiative Community Based Organisation Mimido Initiative & Development and Murna Foundation were also licensed.

The licensing of enrolment agents is in line with the Federal Government’s strategy to scale up enrolment and issuance of the National Identification Number, NIN to Nigerians and legal residents, thereby liberalising the enrolment process and opening up the sector for multiple players.

Purpose
The Digital Identity Ecosystem project’s goal is to increase the number of enrolment centres in the country from the current meagre1000 to 10,000 and enrolment figures from the current figure of 43 million to 200 million within the next five years.

The initiative is one of the cardinal pillars of the National Digital Economy Policy and Strategy,NDEPS.

It is driven by the NIMC working with the public and private service-providers as partners, including State/Local Governments, Public Institutions, Civil Society Organisations, and qualified private vendors for the enrolment of Nigerians and legal residents in Nigeria into a centralised and secure National Identity Database.

The initiative is also to support the Nigerian Government’s effort at tackling insecurity in the country.

The project aims to eliminate the bottlenecks involved in the enrolment process. It will also improve the identity authentication of citizens and make all identity-related transactions safe within and outside the country.

The approved agents are to commence enrolment of all Nigerians and legal residents immediately.

Senate queries health ministry for allerged N559 million fraud

The Nigerian Senate has queried the Federal Ministry of Health over the alleged mismanagement of N559 million generated from sales of 681,487 units of international certificate of vaccination (Yellow cards) to the public by some of its officials.

Senate also frowned at the revelation that nine assorted vehicles belonging to the health ministry were taken away by some former officials when they retired from service.

These were contained in the 2015 Auditor General of the Federation Report which was submitted to the Senate Committee on Public Accounts chaired by Senator Mathew Urhoghide.

The report reads in part: “It was observed from the data gathered from the state centres of the Port Health Services Unit of the ministry that a total sum of =N=559million  was generated from the sales of 681,427 units of International Certificate of Vaccination (Yellow cards) to the public between August 2013 and March 2015.  However, the ministry failed to remit the statutory 25% of the amount totalling N139,768,750.00 to the Consolidated Revenue Account

 “A vehicle survey conducted by my officers revealed that nine assorted motor vehicles belonging to the Federal Ministry of Health were taken away by some former officials of the ministry when they left the service of the ministry.  

 “Two vehicles were taken away by two permanent secretaries who are now serving in the Office of the Secretary to the Government of the Federation and Ministry of Women Affairs, respectively. The other seven vehicles were taken away by some directors of the ministry who had since retired from service.”

Also in another query raised against the ministry, a Level 12 officer was paid N74 million against the laid down procedure in the civil service.

The query reads: “A whopping sum of =N=74.6million was paid to a Grade Level 12 officer in the ministry on 21st July, 2014, as personal advance for the public awareness campaign for international travellers on diseases of international public health importance.  

“It is worrisome that such a huge amount of public funds could be entrusted to a Grade Level 12 officer, whose entire terminal service benefits cannot even match the size of the liability.  

“An attempt by the officer to retire the advance in January 2015 was queried by the Internal Auditor for lacking sufficient details of the disbursement of the money. And up to the time of writing this report in September 2016, this huge advance had not been properly retired.”

Chairman of the committee said series of letter written to the ministry for their response to the allegations were ignored, warning that the Senate will have no option than to withhold the position of Auditor General of the Federation.

Covid-19: Nigeria signs agreement with WHO, GAVI for vaccine

Nigeria has signed agreements with the World Health Organisation, WHO, and Gavi, the Vaccine Alliance, for the procurement of the COVID-19 vaccines immediately they are available.

Minister of Health, Osagie Ehanire, stated this on Wednesday while briefing State House correspondents after the meeting of the Federal Executive Council presided over by Vice President Yemi Osinbajo.

Ehanire, however, noted that the vaccines are new and that while the producers are not giving any indemnity for their products, they are giving priority to their countries.

He said, “These countries where these vaccines are manufactured, have of course, given themselves the priority to serve themselves, serve their own citizens first and we hope that the pressure from the World Health Organisation and Gavi will be able to get reserves for other countries that are not manufacturing and they will be able to attend to what we signed up to. 

 “We signed up for advanced market participation in COVAX. So, if we will be able to get our own, I think it will be in January.”

Storage
Ehanire said that issue of storage was also being giving attention because the different types of vaccines require various ways of storage.

“But there are two types of vaccines; there are those that have to be in ultra deep freezers – the MRA type of vaccines. That is the freezer that must give you minus 80 degrees. 

“The one that will be in regulator refrigerators is easy. We have them here. The one that will be in minus 20 degrees refrigerators is also going to be possible because we also have the freezers here.

“But the one that will be in ultra cold freezers, we hardly have ultra cold freezers  in this country and to receive and store in those ultra cold freezers will require that you purchase the ultra cold freezers.

 “So, we are working on the cost; which one shall we get first? Obviously the one we can afford

“Remember that we have 200 million citizens; we need to have a way to be able to get enough to take care of our citizens.

“So, that means we must be able to get the vaccines that work well, with good cost of storage and cost of delivery. That is the one we will like to get as soon as they are available,”  the minister explained.

Bilateral discussions
Ehanire said that the Ministry of Health has also had bilateral discussions with manufacturers of vaccines in its efforts to make them available in Nigeria.

“Some of them have written to us that they want to have discussions with us. One of them, as I speak to you, is already having a discussion with the Ministry of Health and the one that British and Russia team are putting together.

“We are working with them because if we cannot get enough from one source, we should be able to get from other sources.

“So, we are looking at multiple sources. We had a conversation with United Arab Emirates.

“The ambassador came to see us and told us that they are buying vaccines from China and had tested them.

“So, they said they are introducing them to us; and we said we would listen to them because the one that is effective and healthy in those countries and is available is the one we shall bring and that has also proven to be safe,” he said.

Cancer treatment centre.
The minister also said that the cabinet approved the setting up a comprehensive cancer treatment centre in Maiduguri, Borno State.

Other memos approved for the Ministry of Health at the meeting were those for the  buying of vehicles for the National Agency for Food and Drug Administration and Control, NAFDAC and for the bringing of some specialised pain killers and making them more available for use in Nigeria.

Nigeria re-opens four land borders

The Nigerian government has approved the immediate re-opening of four land borders, following the recommendation of a committee set up to review and to advise President Muhammadu Buhari on the issue of the borders.

The borders were closed in August 2019 to stop the smuggling of petroleum products from Nigeria to its West African neighbours and the importation food products as well as small arms and weapons into the country.

Minister of Finance, Budget and National Planning, Zainab Ahmed, stated this while briefing State House correspondents after Wednesday’s meeting of the Federal Executive Council presided over by Vice President Yemi Osinbajo.

She said the borders that would be re-opened immediately are Seme Border, South-West; Ilela and Maigatari borders, North-West; and Mfum Border, South-South.

“These four land borders will be opened immediately, while the remaining land borders are directed to be reopened on or before 31st of December, 2020.

“The president has also directed that while the borders are being reopened, the ban on the importation of rice, poultry and other products still subsist and will be implemented by the border patrol team.”  The Minister stated.

Mrs Ahmed said the committee that recommended the re-opening of the borders, which she chaired, also had the Minister of Industry, Trade and Investment, Minister of Interior, Foreign Affairs Minister, the National Security Adviser, Comptroller-General of the Nigerian Customs Service and the Controller-General of Immigration as members.

Speaking on the gains of the border closure to Nigeria, the Minister of Industry, Trade and Investment, Niyi Adebayo, said that, among other things, it gave security agencies an opportunity to assess the problems at the borders, particularly as regards to smuggling.

Adebayo said: “Before the closure, a lot of petroleum products were being smuggled across the borders into West African countries.

“The border closure created a situation where that has practically stopped.  They have been able to calculate the amount of petroleum products being smuggled out by calculating the amount that is being lifted now compared to what was being lifted before.

“The issue of rice smuggling into the country has drastically reduced and we are hoping that our agencies will be able to sustain that.  So also is the issue of poultry smuggling. 

“The closure of the borders put a stop to that.  Also very important is the issue of the importation of small arms and weapons into the country.  That also has been stopped.”

EFCC, DSS partner to fight corruption, graft in Nigeria

The Economic and Financial Crimes Commission, EFCC, and Department of State Services, DSS, have pledged to deepen collaboration in a bid to fight all manners of graft in Nigeria.

The two agencies also agreed to strengthen support towards achieving the common objective of national safety and security.

The Ilorin Zonal Head of the EFCC, Oseni Oluwasina Kazeem, disclosed this in Ilorin, Kwara State capital North Central Nigeria while playing host to the State Director, DSS, Patrick Ikenweine, at the Commission’s Office.

Kazeem, who decried the rate at which corruption has permeated every sector of the Nigerian system noted that the cankerworm could only be tamed through collaborative efforts of all stakeholders, including the DSS.

He commended the DSS for being a good partner in the fight and called for a more robust working relationship between the two agencies.

Earlier, the Director DSS, Ikenweine stated the essence of his visit which he said was to familiarise with critical stakeholders in the State.

“I’m here to familiarise with you in a bid towards building on the existing cordial relationship with your agency. The DSS and EFCC have a record of a good working relationship, which I hope should be sustained.” Ikenweine said.

Ikenweine assured that his agency was ready to give support in any area of need, especially in the area of sharing intelligence and training of personnel.

The DSS boss commended the EFCC for its remarkable efforts in ridding the country of corruption. He urged its officers to remain dogged and not to be deterred by the antics of the corrupt elements.
