Europa League Roundup

Rangers earned top spot in their Europa Leaguea s a comfortable 2-0 win away at Lech Poznan ensured they finished above Benfica. Leicester City also topped their group after beating AEK Athens by the same scoreline at the King Power Stadium.

Goals from Cedric Itten and Ianis Hagi earned Rangers victory, and a £900,000 bonus for topping Group D after Benfica drew 2-2 with Standard Liège. It also means Steven Gerrard’s side will be seeded in the last-32 draw, avoiding heavyweights like Manchester United, Arsenal, Ajax, Bayer Leverkusen and Roma.

Swiss forward Itten pounced on a defensive mistake to put the visitors ahead, drilling an unstoppable drive past keeper Filip Bednarek at his near post on the half-hour. That helped settle Rangers after a nervous start, with Lubomir Satka missing the best chance for Poznan as he put his free header over the bar. Ianis Hagi settled matters with 18 minutes left, heading home after Connor Goldson had hit the bar.

“I think it is a huge achievement to win the group and it is thoroughly deserved,”Gerrard said afterwards. “Going on our performances over the six games, we deserve to be in the number one position. I think our progress and how quickly we are moving forward is clear to see, certainly from a European point of view.

”To be at this level now, competing and beating teams at this level shows the big steps that we have taken. The challenge now is can we keep building on it?” the Rangers manager added. “We are looking forward to the draw on Monday. We will need a bit of luck … but we will hopefully have a fit squad [in February] and if we do we will be a challenge for whoever we face.”

Leicester will also be seeded in Monday’s draw after quickfire first-half goals from Cengiz Under and Harvey Barnes earned a 2-0 win over AEK Athens and top spot in Group G. Braga beat Zorya Luhansk 2-0 in the group’s other game, but had to settle for second place.

The hosts were without the injured James Maddison but were able to leave Jamie Vardy on the bench in a comfortable victory. The result rarely looked in doubt after the Foxes went ahead 12 minutes in, when Youri Tielemans’ cross was sliced into the air by defender Stratos Svarnas.

Turkish winger Under lashed the rebound home on the volley from 15 yards, and Barnes got Leicester’s second two minutes later, cutting in from the left and firing a shot that deflected in off Ionut Nedelcearu. Wilfred Ndidi and Dennis Praet missed chances as Brendan Rodgers’ side pushed for more goals, but the job was done.

Napoli and Real Sociedad both claimed their places in the last 32 with a 1-1 draw at the newly renamed Stadio Diego Armando Maradona. Piotr Zielinski put the hosts ahead in the 35th minute but Willian José grabbed a stoppage-time equaliser for the visitors. The La Liga side squeezed through after AZ Alkmaar lost 2-1 at Rijeka.

In Group A, Switzerland’s Young Boys produced an extraordinary late comeback to deny Cluj a place in the last 32. The Romanian side went ahead in the 84th minute, but Jean-Pierre Nsame and Gianluca Gaudino both struck in stoppage time to send the 10-man hosts through instead of their nine-man opponents.

FCTA develops hazard mappings to mitigate effects of disaster

0

The Federal Capital Territory (FCT) Emergency Management Agency (FEMA), says it has developed what it called hazard mappings and carried out vulnerability and capacity assessment of the entire FCT to mitigate the effect of disasters in the territory.

Director-General, FCT Emergency Management Agency (FEMA), Dr. Abbas Idriss, disclosed this when he received in his office, executive members of the Nigeria Union of Journalists (NUJ), FCT Council, led by its chairman, Emmanuel Ogbeche.

Idriss explained that hazard mapping enables the agency to know which hazard is associated with which area in the FCT and also enables the agency to handle any disaster case as it comes without any problem.

He added that the agency has also carried out vulnerability and capacity assessment of the entire FCT, to know if there will be a flood and how vulnerable such a flood is going to be at any point in time.

It might interest you to know that over these years, we have developed what we called hazard mapping of the entire FCT. By this, we are able to know which hazard is associated with which area n the FCT and by so doing, we can handle any disaster case as it comes without any problem.

We have also carried out vulnerability and capacity assessment of the entire FCT. We have to do that to determine if there will be flood and how vulnerable the flood is going to be at any point in time. We can also estimate the number of people that can be affected by the flood and know how many people we can rescue or evacuate at any point in time”, he explained.

The Director-General added that the agency came up with these measures because it wants to be seen as an agency that can prevent and mitigate disasters and not an agency that distributes relief materials to victims of disasters.

He, therefore, called on the NUJ to assist the agency in educating residents so that they can adhere and respect the early warning signals, especially avoiding driving into floods.

Speaking earlier, Chairman of NUJ, FCT council, Comrade Emmanuel Ogbeche, had appealed to the FCT minister, Malam Muhammad Musa Bello, to consider appropriate funding for FEMA, because of the enormous tasks and responsibilities of the agency, especially advocacy, rehabilitation and assistance to those affected by one form of disaster or the other.

Ogbeche commended the Director-General of FEMA for setting the pace in disaster and post-disaster management in the FCT and for his service to the administration and residents of the territory.

He continued: “Let me also commend you for your impressive undertakings in the committee that looked into the violent clashes, occasioned by the EndSARS protests in the FCT.

For the fact that you worked within the time frame and came up with a painstaking report, speaks  of your commitment, dedication and unalloyed commitment to, not just peace and stability in the FCT, but it also demonstrates your passion for this country.”

Lawmaker engages development partners on debt cancellation

0

In light of the grinding economic impacts of Covid-19, the Speaker of the Nigerian House of Representatives Mr. Femi Gbajabiamila, has engaged some international development partners on the Debt Cancellation Campaign Initiative (DCCI) under the umbrella of Conference of Speakers and Heads of African Parliaments (CoSAP).

During a roundtable at the National Assembly, the Development Partners expressed readiness to support the CoSAP debt cancellation drive for African countries.

Present at the roundtable were the World Bank’s Country Director in Nigeria, Shubham Chaudhuri, as well as delegations of other international development agencies operating in Nigeria, including the European Union; ECOWAS; the United Nations Development Programmes (UNDP); the FCDO Partnership to Engage, Reform and Learn (PERL), and the FCDO Engage Citizens Pillar (ECP).

Also in attendance were the Japan International Cooperation Agency (JICA); Canadian International Development Agency (CIDA); the United Nations Office for Drugs and Crime (UNODC); Mercy Corps; GIZ Nigeria, and the National Democratic Institute (NDI).

While introducing CoSAP to his guests, Mr. Gbajabiamila noted that foreign debt cancellation for African countries was topmost on the group’s agenda and solicited their support to make it a reality.

Mr. Gbajabiamila specifically sought the views of the World Bank Country Director, Chaudhuri, on debt cancellation, considering the impact of the corona virus pandemic on African economies.

The Speaker, who stressed that foreign debt was strangling African countries individually and collectively, noted that “we can all sit here and talk about revamping the economy, develop the infrastructure in terms of health, education and all of those things, which are great and wonderful.

“But, we may be doing it, and it would be, hopefully not be an exercise in futility because these things require money and if all your money is going toward servicing debt, then how are we serious about this (Legislative) agenda?

So, one of the main issues we are dealing with in that association is debt forgiveness in the form of debt cancellation. In other words, pressing the reset button; we made commitments, we’ve done a lot, so, and we are here to take responsibility in terms of transparency and accountability. We even signed an Accountability Pledge in ensuring all freed up resources will be spent wholly on addressing the social and economic pains our people bear.

We consider this debt forgiveness if we do get it, as money in hand and we have to channel these towards the development of the continent.

So, my question is when I said I want to tap your brains, how feasible is this, what role can you play in terms of helping us advocate for debt forgiveness? Not debt relief because debt relief, as far as I’m concerned, is just basically kicking the can further down the road; you are still going to go and pick it up later.” The Speaker added.

Responding, Chaudhuri expressed that the issue was being pushed by the World Bank President, David Malpass, before the Group of Twenty (G20).

He said transparency and accountability had been an issue dating back to the previous debt cancellation initiative between 1995 and 2005 for highly indebted countries globally.

Mr. Chaudhuri explained that CoSAP had a major task of convincing the creditors, especially the bilateral official debt to the Organisation for Economic Cooperation and Development (OECD) economies or the Paris Club, on the commitment to transparency and accountability to the terms of the agreement.

According to him, Africa has been piling up commercial debt, adding that, “What has happened over the last 20 years is that the debt levels have built up.

For Nigeria, as you may have known over the issue of financing, does not have debt problem but for other sub-Saharan African countries, the debt level has actually gone up again to a very high level. But this time, a lot of them are commercial debts and official bilateral debts or a kind of semi-official bilateral debt.

So, the G-20 and the World Bank President have put up on the agenda that that also needs to be approached, especially given the global crisis.

The problem is, there is a very different set of creditors that we are talking about and it will take a lot more work. That’s one thing that has changed.”

While commending the frank response of the World Bank’s Country Director on the issue, the Speaker said all hands have to be on deck to make debt cancellation a reality.

Speaker Gbajabiamila disclosed that some members of CoSAP have signed an Accountability Pledge on the issue that would be shared with them for a better understanding of the position of the continental legislative body.

Idriss added that about 400 women IDPs have been trained on skill acquisition, while another 200 women were also trained on rice padding, to ensure that the IDPs have means of livelihood.

Chairman of NUJ, FCT Council, Emmanuel Ogbeche, appealed to the FCT minister, Malam Muhammad Musa Bello, to consider appropriate funding for FEMA, because the of the enormous tasks and responsibilities of the agency, especially advocacy, rehabilitation and assistance to those affected by one form of disaster or the other.

Ogbeche commended the director-general of FEMA for setting the pace in disaster and post disaster management in the FCT and for his service to the administration and residents of the territory.

According to him, “Let me also commend you for your impressive undertakings in the committee that looked into the violence clashes, occasioned by the EndSARS protests in the FCT.

Lawmakers call for non-interest banking policy in Nigeria

The House of Representatives has called on the government to through the Ministry of Finance and Central Bank of Nigeria, CBN, provide a policy that will allow commercial banks render non-interest banking services to stimulate the economy.

This was contained in a motion moved by Kabir Ibrahim Tukura, a member from Kebbi State, adopted at the plenary on Thursday.

Presenting the motion Mr. Tukura said, non–interest banking, also known as Profit and Loss Sharing (PLS) banking system prohibits the payment of interest in all ramifications and then adopts the principle of profit and loss sharing between the parties.

He noted that under non–interest banking, both the investor and the entrepreneur are partners, while profit or losses made are shared according to the stake and sharing formula based on level of financial commitment and participation by each party.

“Non-interest banking encourages asset banking as financial transactions are tied to tangible assets like real estate investment or investment on goal, which usually appreciates over time and does not depreciate,” he said.

Mr. Tukura however noted that ”conventional banking is an interest-based system whose relationship with their customer is that of creditor and borrower, and interest is fixed in advance and risk or loss is only incurred by the borrower.”

The lawmaker said, ”a large number of Nigerians, especially from the Northern part of the country, do not take loans with interest due to religious concerns.”

According to him, such people are being short changed from benefiting from government policies and stimulus packages which contribute to the slow economic growth of the region.

“Nigeria’s lending rate, in conventional banking, is one of the highest in the world, and creates serious hardship, particularly on low–income earners, most especially in this period of the COVID–19 Pandemic.

With higher interest rates, interest payments on credit cards and loans are more expensive, consequently discouraging people from borrowing and spending with the attendant decrease in consumption,” he added.

The House therefore resolved to look into the issue and the motion was referred to the House Committee on Banking and Finance for further legislative action.
