Council Pledges To Drive Climate-Resilient Nigeria

The National Council on Climate Change Secretariat, NCCCS, is dedicated to achieving a climate-resilient Nigeria in alignment with President Bola Tinubu’s Renewed Hope Agenda and the country’s development goals.

The Director General of the NCCCS and Special Presidential Envoy on Climate Change, Nkiruka Maduekwe made this statement during a “Media Interactive Session on the Council’s 2025 Activities” held in Abuja, the nation’s capital.

She emphasized that the NCCCS is prepared to implement a range of initiatives, collaborating closely with various Ministries, Departments, and Agencies (MDAs) to fulfill its mandate.

Dr Maduekwe explained that “the interactive session is to share with the media the NCCC’S plans for the year and discuss pathways to bridging the gap between the NCCCS and the Media.”

She noted that the importance of partnership and collaboration of the Media in achieving the mandate cannot be overemphasised.

As the trusted conduits of information in educating the public, promoting awareness of climate challenges and driving behavioural change, it is important to start the year with this interactive session where we can rub minds on the avenues to achieving the mandate of the NCCCS, most especially, community engagement,” Dr Maduekwe said.

According to her, “NCCCS has adopted a theme for the year 2025, which is anchored on Section 27 of the Climate Change Act 2021, and that is “Amplifying Nature- Based Climate Solutions.” To kick-start this, the NCCCS is embarking on a technical site visit to the Mangrove Forest located majorly in the Niger Delta region of the country.

Nigeria’s mangrove forest is indicated as the largest in Africa and third (3rd) largest in the world, covering approximately 5% of the global mangrove forest.”

She stated that the NCCCS would work closely with the Media to ensure early notification of the UNFCCC CoP30 registrations.

The NCCCS has scheduled 1st July 2025 as the start-date to receive request for accreditation and 29th September 2025 as the request deadline. To ensure that all Ministries are kept abreast of these important dates, the NCCCS has disseminated its 2025 Activities Schedule to all Ministries. The CoP Registration portal will be used as the platform to receive accreditation request from MDAs and private sector,” she explained.

NDC’S Implementation Framework

While reiterating Nigeria’s commitment on the NDC’S 3.0, the Director General said that the NCCCS has requested that Nigerian Consultants be given priority without prejudice of technical backstopping from the international consultants.

She said; “The NCCCS is happy to share that last year the NCCCS through the Nationally Determined Contribution Partnership (NDC Partnership) sent requests to Partners to fund the third generation Nationally Determined
Contributions (NDC 3:0) review process.

“The request is seeking support to review the NDC 2.0 and to move the NDC Implementation Framework to a Financial Plan indicating a clear pipeline of bankable projects. This request has received a favourable response from Partners. The Partners would usually engage the Consultants of their choice to undertake the review, and this is ongoing. To ensure national ownership, institutional capacity building, and knowledge transfer, in the NDC review process, the NCCCS has requested that Nigerian Consultants be given priority without prejudice of technical backstopping from the international consultants.”

In addition, to guarantee a whole-of-government and whole-of-society co-created NDC 3.0, the NCCCS has requested Ministries to nominate an officer not below the Directorate cadre to be members of the review steering committee. The steering committee consisting of representatives of the Governing Council members, the private sector, academia, and the media is key to guiding the review process. The first meeting is scheduled for the third week of January 2025,” She added.
