Data Protection Act: Daser David becomes member of Implementation Committee

The former Director General of Plateau State Information and Communication Technology Development Agency (PICTDA), Mr Daser David, has been appointed a member of the Nigeria Data Protection (NDP) Act General Application and Implementation Directive (GAID) Drafting Committee.

According to an official letter signed by the National Commissioner, Nigeria Data Protection Commission, Dr Vincent O. Olatunji to Daser, “The appointment is in recognition of your invaluable contribution to the advancement of data privacy and protection in Nigeria.”

Data Protection Act

President Bola Ahmed Tinubu signed the Nigeria Data Protection Act 2023 (“the Act”) into law on 12 June 2023.

The Act provides a legal framework for the protection of personal information and establishes the Nigeria Data Protection Commission for the regulation of the processing of personal information.

The committee is expected to be inaugurated September 4, 2023 and will then be given a term of reference, the letter stated.

The Act is designed to improve the country’s global data privacy ranking, deepen the national Data Privacy Adequacy and endear Nigeria to investors to significantly boost the country’s economy.

Daser David’s Background

As pioneer Director General of the PICTDA, Daser helped to set the agenda to drive governance in Plateau state by leveraging technology to save cost and improve efficiency in the civil service.

Under his stewardship, Plateau initiated the Silicon Plateau Project and its flagship programmes including the Code Plateau which has helped to foster a community of soft skills experts; and the launch of the Qua’an Pan Innovation Hub as the first fully funded hub by any local government in Nigeria.

Daser David, a graduate of Biochemistry from the University of Jos, is a software engineer and founder of the first innovation hub in northern Nigeria; Nhub, a tech solution company and a skill acquisition space for thousands of young people veering into tech entrepreneurship.

He has consulted on IT for the Nigeria Police and the Nigeria Air Force including a number of public and private sector players.

David was also a member of the Presidential Advisory Council on Technology & Creativity chaired by the former Vice President, Prof Yemi Osinbajo.

The council was set up to provide specific solutions to several technology and creativity challenges in the country and helped to foster the advancement of the country’s entertainment and technology ecosystems.
