Delta Speaker to prioritise capacity building for workers

Speaker of the Delta House of Assembly, Dennis Guwor says the 8th Assembly under his leadership will continue to place high premium on capacity building of its workforce.

Guwor said this on Tuesday when he received the leadership of the National Institute of Legislative and Democratic Studies (NILDS), on a courtesy visit in Asaba.

He said the capacity building of the legislative workers would be done through regular training and retraining of staff.

Guwor said that the state legislature would strengthen its collaboration with NILDS.

Your visit today is a pointer to new leadership and a poise for sustained leadership role.

“As a State, we do not take this visit for granted and we will continue to partner with you for the training and retraining of our staff.”

Earlier in her remarks, the leader of the delegation, Mrs Rekiya Ibrahim-Atta said the visit was to congratulate the speaker on his emergence as Speaker of the 8th Assembly.

Ibrahim-Atta, also the head of training and International Cooperation, NILDS commended the state government for its regular training and retraining of its workforce, especially the legislative workers.

She said that legislature had remained at the centre of Nigeria’s Democratic governance since 1999.

Legislature is a distinct arm of government which requires a high level of significance in democracy.

”It is unique among the other arms of government in the sense that it has oversight functions over the executive in addition to law making and representation amongst other ancillary functions,” he said.

Ibrahim-Atta said that NILDS was a capacity building agency of the National Assembly which provided services to the legislature and other democratic institution in the country as well as the Economic Community of West African States (ECOWAS) sub-region.

For several years, NILDS has developed and delivered programmes for strengthening the capacity of legislators and legislative staff.

”The institute recognises the crucial role of training in capacity development and uses the strategy to build the capacities of different categories of staff working in the legislature, members, management staff, chairman and commissioners of Assembly Service Commission amongst others in order to contribute effectively to the legislature,” she added.

She said that the legislature must hold its end of the bargain by being true representatives of the people in ensuring democratic sustainability.

Ibrahim-Atta while commending the the State Assembly and its Commission for training and retraining of its workforce, advised the leadership of the 8th assembly to sustain the partnership with NILDS by participating in institution’s programmes.
