The document, which is divided into 13 major components, prioritizes health, education, infrastructure, agriculture, commerce, revenue generation, security, water supply, and climate change, amongst others.
“Implementation of this working document when I become the governor come 2023, Insha Allah, will be hinged on transperancy and accountability for the benefit of Kano people as was the case during His Excellency Governor Rabiu Musa Kwankwaso’s regime,” said Abba.
Reeling out sectoral analysis of the document, Abba highlighted education as being topmost in the plan, as it is the engine behind all human developments.
“Foriegn and domestic scholarships to our students will be improved,” he added.
Speaking about state’s the health sector, Abba said Kano, being the most populous state in Nigeria, needs further improvement in healthcare services: recruitment of more skilled human resources; deployment of mobile clinics, especially in the rural areas and ambulance services for emergency evacuations; free maternal and child health programme, health equipment and maintenance.
“Agricultural financing, adoption of the national agricultural policy, agricultural value chain development, re-establishment of modern abattoir and others,” he said.
Other sectors of focus, according to him, includes, infrastructural development, road rehabilitation, strengthening security, water projects, improving power supply, climate change and environmental control, Tax control, empowerment, sports, and entertainment.
On revenue, he said the Kano Internal Revenue Service (KIRS) will be overhauled to restore financial discipline and mitigate hiding and diversion of revenue through engagement of tax and revenue collection consultants.
“I will also introduce Treasury Single Account (TSA) for all payment of revenue and tax collection in the state.

The blueprint is in synergy with the national blueprint presented by Dr. Rabiu Musa Kwankwaso, the presidential candidate of the NNPP in the 2023 election.
Other NNPP stalwarts in attendance at the event included the NNPP’s senatorial candidates for Kano Central, Senator Sani Hanga; Kawu Sumaila for Kano North; and Dr. Baffa Bichi for Kano South, among others.
