In his New Year’s address on December 31, 2024, Guinea’s transitional president, General Mamadi Doumbouya, reaffirmed his administration’s commitment to restoring constitutional governance. He announced plans to initiate this process in early 2025, starting with the signing of a decree to organize a constitutional referendum.
Roadmap for Guinea’s Political Transition
Reflecting on the past year’s achievements, Doumbouya presented a comprehensive vision for Guinea’s political future, emphasizing the creation of strong institutions to ensure a sustainable democracy. Key priorities for 2025 include:
A New Constitution: A referendum will be held to adopt a constitution designed to reflect the aspirations of the Guinean people and provide a foundation for stable governance.
Elections in 2025: Presidential, legislative, and local elections will be conducted with a focus on transparency, inclusivity, and adherence to republican principles.
Restoration of Constitutional Order: The adoption of the new constitution will officially mark the end of the transition period and restore constitutional governance.
The draft constitution will be reviewed by a panel of Guinean experts and submitted to the National Transitional Council before the referendum. Doumbouya stated that this process would ensure the constitution aligns with Guinea’s social, political, and economic realities.
Ensuring Transparent Elections
To support the electoral process, Doumbouya revealed plans to finalize a new electoral code in 2025.
This code will provide a robust legal framework for fair and efficient elections, strengthening Guinea’s democratic foundations.
A Call for Unity and Peace
Doumbouya concluded his address with a call for national unity, emphasizing the importance of peace in achieving Guinea’s long-term goals:
“Without lasting peace, we cannot achieve our objectives. Together, in unity, we will build a modern and prosperous Guinea where the rights of all citizens are protected.”
