James Swan takes helm of UN Congo Mission

US Diplomat, James Swan has officially assumed office as head of the United Nations Organisation Stabilisation Mission in the Democratic Republic of the Congo, taking charge at a critical moment for the country’s fragile security landscape.

The American diplomat, appointed in early March, succeeds Bintou Keita, who stepped down on November 30, 2025, after four years leading the mission in Kinshasa.

Swan is familiar with the terrain. He previously served as U.S. ambassador to the Democratic Republic of the Congo under Barack Obama and later led the UN mission in Somalia.

However, his return comes amid heightened tensions, with relations between Kinshasa and Rwanda strained by ongoing conflict in eastern Congo.

One of his immediate priorities will be reviving the peace process and implementing the ceasefire monitoring and verification mechanism outlined in the Doha agreement.

MONUSCO has already warned it lacks sufficient resources and has appealed to the United Nations Security Council for additional support to execute its expanded mandate.

The security situation in eastern DRC remains volatile. The AFC/M23 rebels are active in North Kivu and South Kivu, while the Islamic State Central Africa Province continues to expand its presence in Ituri, alongside multiple other armed groups.

Another key task for Swan will be facilitating the reopening of major airports in North and South Kivu and ensuring freedom of movement for UN peacekeepers—conditions MONUSCO says are essential to effectively carry out its mission.
