Kaduna Assembly Passes Bill to Establish ICT Agency

The Kaduna State House of Assembly has passed a bill to establish the Information Technology and Digital Economy Agency.

This initiative, titled the Kaduna State Information Technology and Digital Economy Agency and Other Related Matters, 2025, received unanimous approval during its third reading in a recent plenary session.

During the session, Speaker Yusuf Liman emphasised the vital role the new agency will play in bolstering Kaduna’s economic potential.

He said that “the establishment of the agency positions the state to better capitalise on the global shift towards digital technology, driving innovation and expanding digital capacity across various sectors.”

Presenting the committee’s report, Henry Marah, Chairman of the Joint Committee on Information, NGOs, and Development Partners, underscored the thorough scrutiny the bill underwent.

He characterised it as a crucial step toward broadening job opportunities and enhancing citizens’ access to digital skills.

According to him, “As you all know, time has changed and the world is changing. We must rise to the occasion and train our people to acquire the necessary knowledge to thrive in today’s digital world.”

The establishment of the agency is expected to significantly benefit various professionals, including journalists, by improving digital literacy and access to modern tools.

Marah noted that the agency would also drive economic development and revenue generation for the state, with plans to set up ICT centres in rural areas to ensure equitable access to digital services.

“It will ease processes like JAMB registration, where people currently travel long distances to access internet facilities. With ICT centres in communities, such services and job application processes will be easier and more accessible,” he reiterated.

With the formal passage of this bill, the Kaduna State Assembly signals its commitment to adapting to the rapidly evolving digital landscape and supporting its citizens in navigating the complexities of the digital economy.
