Kaduna State Assembly passes amended Vigilante Service Bill into Law

The Kaduna State House of Assembly has passed into law a bill for a law to substitute the Kaduna State vigilante service, (KADVIS) law no. 10, 2016,

The report of the bill was presented by Muhammad Mabo (Doka/gabasawa) constituency who is also the chairman House Committee on security and intelligence.

The law seeks to strengthen the operation of the vigilante service especially in the areas of criminal detention.

The Speaker of the Assembly, Yusuf Zailani said he was the founder of the committee in 2007 as the assembly never had any committee on security then.

Zailani added that, most people have the interest to join KADVIS but their fear has always been the life and security of their families after they die in the line of duty, hence the committee should add in the bill the life insurance of members of the KADVIS.

Commending the committee, Samuel Ubankato of Kajuru Constituency said ”the bill was apt.”

He said; “The amendment is timely considering the security challenges across the state, however, I urge everyone to give the committee the support they need, by ensuring the local security network within our communities becomes stronger.

”KADVIS should be strengthened to give a very good contribution and also should be given all the necessary apparatus needed to work within the localities especially the schools where the criminals attack often.”

From Chikun Constituency, Ayuba Chawaza said; ”with the bill at hand, I’m sure insecurity in Kaduna State will come to an end within the shortest period of time, and therefore, I urge the speedy passage of the bill into law.”

Meanwhile the Kaduna State House of Assembly has passed into law three bills whose reports were presented on same day of the 10/08/2021

The Chairman adhoc committee on the bills, Ahmed Muhammed(Zaria Kewaye Constituency) while presenting the report on the bills, said the three bill have the same similarities which is seeking to provide physical facilities, quick service delivery and coordination in the areas of management.

However the disparity is only in the affected areas, as the areas of the first bill include Zaria, Sabon Gari, Giwa and Soba. While the affected areas of the second bill are Kaduna North, Kaduna South, Igabi and Chikun constituencies.

The affected area of the third bill are; Zangon Kataf, Kaura and Jama’a Constituencies

However the bills include; a bill for a law to establish the Zaria Metropolitan Authority and other matters connected there with 2021, the bill for a law to establish the Kaduna Capital Territory Authority and for matters connected therewith 2021 and the bill for a law to establish the Kafanchan Municipal Authority and other matters connected therewith, 2021, respectively.
