In line with the Federal Civil Service Strategy and Implementation Plan 2021–2025, the Federal Ministry of Women Affairs and Social Development has officially launched the Enterprise Content Management System (ECMS).
This marks a major step in the paperless digitalisation of government operations and the modernisation of public service delivery.
Speaking at the Go-Live event in Abuja, the Head of the Civil Service of the Federation, Mrs Didi Esther Walson-Jack, said the initiative was timely and necessary, particularly for a Ministry at the centre of gender equality, social inclusion, and protection of vulnerable persons.

“Any initiative that strengthens efficiency, accountability, and secure information management within the Public Service is both timely and necessary,” she said, adding that “effective digital records management is fundamental” to the work of the Ministry.
Represented by the Permanent Secretary, Service, Policies and Strategies Office, Dr. Isiaku Mohammed, Walson-Jack described the launch as a clear statement of intent, noting that “reliance on fragmented, paper-based systems is no longer fit for purpose” in a people-centred and policy-driven environment.
She formally welcomed the Ministry into “the community of Ministries utilising the Enterprise Content Management System across the Federal Civil Service.”
According to her, the deployment of ECMS on the 1Gov Cloud platform will ensure “secure digital records, automated workflows, electronic approvals, interoperability, and controlled access to sensitive information, while enabling decision-making driven by timely access to accurate information rather than delayed by the physical movement of files.”
Defining Milestone
In her keynote address, the Honourable Minister of Women Affairs and Social Development, Hajiya Imaan Sulaiman-Ibrahim, described the occasion as “a defining milestone in the history of the Ministry of Women Affairs and in the continuing journey of our nation towards a modern, efficient, and digitally empowered public service.”
Represented by the Ministry’s Permanent Secretary Mrs Nkoyo Esuabana, She said the Go-Live of the 1GOV Digital Platform demonstrated government’s commitment to reform, stating that “1GOV is not merely an ICT solution, it is a governance reform instrument.”
The Minister urged staff to embrace the new system, noting that “technology alone does not deliver transformation. People do,” and called for a shift to “a performance-driven digital mind-set.”

Also speaking, the Managing Director and Chief Executive Officer of Galaxy Backbone Limited, Professor Ibrahim Adeyanju, represented by Mr Akintayo Ayodele-Bamisaye, commended the Ministry’s leadership for meeting the digitalisation timeline.
“This action has secured a score for the Ministry in its performance appraisal under content digitalization,” he said, while stressing that “the real work lies with every single officer who has responsibility to use the system on a daily basis.” he said.
The highpoint of the event was the formal declaration of the 1GOV Digital Platform as “officially live“, thereby positioning the Ministry firmly on course to meet the Federal Government’s digital transformation targets.

The 1GOV platform is a powerful tool designed to streamline operations, eliminate unnecessary bureaucracy, improve accountability, and provide faster and better services for citizens by driving a smarter, more efficient, transparent, and responsive government.
The paperless innovation will encourage the implementation of Presidential Executive Order No. 5 for the development of local content and positioning the nation on a clear path toward digital sovereignty, economic competitiveness, and sustainable development, as envisioned under the Renewed Hope Agenda.
