The Director-General of Civil Aviation, Captain Chris Najomo, has assured that the Nigerian Civil Aviation Authority (NCAA) remains committed to implementing Nigeria’s State Safety Programme (SSP) once finalised.
Captain Najomo disclosed this commitment during the closing ceremony of the ICAO-West and Central Africa (WACAF) Regional Office of the African and Indian Ocean (AFI) Region-Plan, State Safety Programme (SSP) Assistance Mission to Nigeria.
The State Safety Programme (SSP) is an integrated set of regulations and activities aimed at improving safety in civil aviation. It is required to comply with the International Civil Aviation Organization (ICAO) standards and is unique to each member state.
The SSP ensures the effectiveness of safety performance elements and addresses identified aviation safety risks. The meeting was held between 24th and 28th March 2025 at the NCAA corporate headquarters in Abuja.

“The assistance mission has helped Nigeria to address the identified gaps in drafting the SSP document. We have initiated our SSP processes and recorded progress towards full implementation.
“Nigeria has published the safety management regulations in Part 20 of the Nigeria Civil Aviation Regulations, and the draft of the National Aviation Safety Plan (NASP) provides guidance for both the industry and CAA inspectors on the assessment and continuous surveillance of service providers.”
Captain Najomo acknowledged that the Regional Officer for Safety Implementation, West and Central African (WACAF) Office, Ms Sonia Freitas, had reviewed the Gap Analysis and SSP Implementation Plan presented by Nigeria regarding its compliance with state safety requirements as detailed in Annex 19.
“And had provided further guidance to both the NCAA and NSIB on the activities that must be established and implemented to ensure full SSP implementation.”
He also noted that the Executive Director of BAGASOO, Ms Jailza Sylvia, had assisted in outlining the procedures to be included in certain documentation required for SSP implementation.
Commenting during the event, the Director-General and Chief Executive Officer of the Nigerian Safety Investigation Bureau (NSIB), Captain Alex Adeh Jr., stated that the assistance mission underscores the region’s commitment to enhancing aviation safety across the African continent.
“This partnership is a testament to the power of collective efforts in addressing the complex challenges of our industry.
“The NSIB, in close collaboration with the NCAA, will diligently address the findings and recommendations arising from this mission,” he assured.
