NDDC Inaugurates Project, Payment Committee

The Management of the Niger Delta Development Commission (NDDC) in Nigeria, under the leadership of its Managing Director and Chief Executive Officer, Dr Samuel Ogbuku, has constituted a Project Verification and Payment Committee to strengthen accountability and enhance financial transparency in the Commission’s operations.

The decision followed one of the resolutions reached at the 9th meeting of the 7th Governing Board of the Commission, which was held on December 8, 2025. At the meeting, the Board approved Management’s proposal for the establishment of a Project Verification Committee to verify all categories of projects executed by the Commission.

According to the approval, the Committee is mandated to verify infrastructure, electrification, environmental, desilting and water supply projects for the purpose of capturing accurate project data on the Directorate of Finance and Accounts’ digitised platform to facilitate payment processes.

The constitution of the Committee is in line with the Nigerian Government’s directive requiring all Ministries, Departments and Agencies (MDAs) to digitalise their operations and transition to paperless systems by December 31, 2025.

In compliance with this policy, the NDDC Management considered it necessary to undertake a comprehensive verification of completed projects to ensure that all relevant information is properly captured in the Commission’s electronic financial database.

The Project Verification and Payment Committee will undertake an extensive verification exercise covering all completed projects in the Niger Delta region from inception to January 2023.

The verified projects will be uploaded into the digitised database of the Directorate of Finance and Accounts to enable seamless electronic payments and improve financial management.

Projects to be verified during the exercise include infrastructural development projects, electrification schemes, environmental remediation initiatives, desilting works and water supply projects executed by the Commission across the region.

Members of the Project Verification and Payment Committee include the Executive Director, Finance and Administration, Alabo Boma Iyaye, who will serve as Chairman; the Executive Director, Projects, Sir Victor Antai, as member; the Director of Legal Services, Mr Victor Arenyeka, as Secretary; the Director of Project Monitoring and Supervision, Engr. Gbenga Omowanle, as member; the Director of Finance and Accounts, Mrs Kunemofa Asu, as member; and the Director of Internal Audit, Mr Lucky Ogbuji, as member.

The NDDC Management reaffirmed its commitment to due process, transparency and effective service delivery, noting that the verification exercise will enhance the integrity of project records, support the adoption of e-payment systems and align the Commission’s operations with the Nigerian Government’s ongoing public sector reforms.
