Nigeria Launches CLHEEAN App to Enhance Citizen Engagement

The Federal Government has launched a new mobile application, CLHEEAN, which stands for Crimes, Lawlessness, Health, Education, Environment, Abuse, and Nationalism, aimed at strengthening communication and engagement between citizens and government institutions.

The app, developed by the National Orientation Agency (NOA), is designed to enhance civic participation by providing Nigerians with access to information, real-time interaction, and feedback channels.

Speaking at the official unveiling in Abuja, the Director-General, National Orientation Agency, Lanre Issa-Onilu, described the initiative as a major step toward digital governance.

“We are proud to introduce a new digital approach to citizen engagement. The CLHEEAN Mobile App is one platform with one mission: to ensure that every Nigerian can access information, engage directly, and, most importantly, be heard,” he said.

Mr Issa-Onilu noted that the initiative is centred on amplifying citizens’ voices and strengthening trust between the government and the public.

“Beyond the technology, this initiative is about the Nigerian people. It is about giving citizens a voice and ensuring that decisions are shaped by real experiences, real needs, and real feedback. With this initiative, we are laying the foundation for a more informed citizenry, a more responsive government, and a more united nation,” he noted.

According to Issa-Onilu, the application brings civic education and engagement tools directly into the hands of citizens, making governance more accessible.

“The CLHEEAN Mobile App brings government closer to the people than ever before. It puts civic education, real-time information, and engagement tools directly into citizens’ hands,” he said.

He further revealed that the app is powered by artificial intelligence and supports multiple Nigerian languages, including Yoruba, Hausa, and Igbo, with plans to expand language options over time.

“For now, these are the available languages, but we will continue to add more Nigerian languages over time. In simple terms, the government is now accessible to us,” he said.

Issa-Onilu, while describing the platform as more than just a technological innovation, noted that it represents a new governance model centered on inclusion, responsiveness, and transparency.

“This initiative is more than technology; it is a new way of governance, a way that ensures citizens are not just informed but truly informed and not just heard but empowered,” he said.

He stressed that the initiative aligns with the Renewed Hope Agenda of the  President , which emphasises transparency, accountability, and inclusive governance.

“It reflects our broader commitment to building a government that is closer, more responsive, and more transparent. With CLHEEAN, governance is no longer distant; it is interactive, accessible, and right in the hands of the people. Nigerians are now encouraged to download the app, engage actively, and play their part in shaping a more united and responsive nation.”

Issa-Onilu emphasised that the app is ultimately about amplifying citizens’ voices and fostering trust between the government and the public.

“Beyond the technology, this initiative is about the Nigerian people. It is about giving citizens a voice and ensuring that decisions are shaped by real experiences, real needs, and real feedback,” he said.

The NOA boss described the launch as more than a product rollout, calling it a movement aimed at fostering unity and civic participation across the country. He urged Nigerians to download the application, now available on Android and iOS platforms, and actively participate in nation-building.

“This is more than a launch. It is a commitment, a bridge, a movement – a movement towards a Nigeria where every voice counts. Engage, participate, and speak up, the app provides the tools to do all of this. Because nation-building is not just a spectator activity; it is a shared responsibility,” he said.

The CLHEEAN application features multiple modules designed to address key national issues; more functionalities would be unveiled as citizens explore the platform.
