President Tinubu Submits ₦43.56 Trillion 2025 Appropriation Bill

Nigerian President Bola Ahmed Tinubu has transmitted the 2025 Appropriation Bill to the House of Representatives, seeking legislative approval for a total expenditure of ₦43.56 trillion from the Consolidated Revenue Fund of the Federation.

The bill was conveyed in a letter read during plenary by the Deputy Speaker, Mr Benjamin Kalu.

According to the President, the proposed budget comprises ₦1.74 trillion for statutory transfers, ₦8.27 trillion for debt servicing, ₦11.27 trillion for recurrent (non-debt) expenditure, and ₦22.28 trillion for capital expenditure, including development fund contributions, for the fiscal year ending 31 December 2025.

President Tinubu said that the bill is designed to end the practice of running multiple budgets concurrently while consolidating critical and time-sensitive expenditures undertaken in response to emergencies and national priorities.

He noted that the proposal builds on what he described as “reasonable and unprecedentedly high capital performance rates” recorded in the implementation of the 2024 and 2025 capital projects.

The President further explained that the bill establishes a transparent and constitutionally grounded appropriation framework aimed at strengthening fiscal discipline, accountability, prudence, and effective public financial management, especially at a time of heightened national security and economic challenges.

Among its key provisions, the bill mandates that appropriated funds be released and applied strictly for purposes specified in the budget schedules, while any virements must receive prior approval of the National Assembly.

It also outlines conditions for addressing genuine implementation constraints, requires separate recording of special revenues, and limits their expenditure to legislative authorisation.

Additionally, the proposal enforces due process compliance, periodic reporting on fund releases, and disclosures on agency-generated revenues and assistance.

President Tinubu urged the House of Representatives to consider and pass the bill expeditiously, assuring lawmakers of his highest regard and commitment to accountable governance.

The 2025 Appropriation Bill passed through second reading and was referred to the Committee on Appropriation for further legislative action.
