Project Implementation: Borno, UNICEF conduct assessment to enhance transparency

The Borno State Government, in collaboration with UNICEF, has conducted a comprehensive assessment to improve its monitoring and evaluation (M&E) framework, aiming to enhance transparency and accountability in project implementation.

During a dissemination workshop in Maiduguri on Wednesday, the Commissioner for Reconstruction, Rehabilitation, and Resettlement (RRR), Haladu Garba, emphasized that the initiative is designed to refine how development projects are tracked and their impacts measured.

The workshop brought together key government officials and representatives from non-governmental organizations (NGOs) to discuss the assessment findings and explore strategies for improving project oversight in the state.

Garba highlighted that strengthening M&E is critical, especially as Borno continues rebuilding after years of insurgency.

“This evaluation provides a strategic framework for monitoring our projects effectively. It will help ensure that development initiatives yield concrete results for our communities,” he said.

The assessment, conducted by My I.T. Consult Limited with UNICEF’s support, determined that Borno has a moderate level of preparedness for a results-based M&E system. However, it identified gaps in training, governance structures, and data management that need urgent attention.

Mubaraq Muhammad, Executive Director of My I.T. Consult Limited, noted that a strong M&E framework is essential in a conflict-affected region like Borno to ensure resources are effectively utilized. 

“Without a well-structured monitoring system, projects risk being ineffective, leading to wasted resources. This assessment serves as a roadmap for improving development accountability,” Muhammad stated.

Joseph Senissie, UNICEF’s Acting Chief of Borno Field Office, reaffirmed the agency’s commitment to supporting the state in developing a child-focused M&E system aligned with its long-term development goals.

He urged the government to act on the assessment’s recommendations, particularly by investing in data-driven solutions to improve project transparency and efficiency.

With the findings now available, stakeholders hope that Borno’s development strategies will become more effective, ensuring that resources are directed toward impactful and sustainable projects for the people of the state.
