VP Osinbajo Advocates Integration of Customs Into Security Architecture

0

Nigeria’s Vice President, Professor Yemi Osinbajo says the number of fragile borders and convergence of fiscal and security issues at such borders call for the redefinition of the role of Customs services to be properly integrated into the security architecture.

Professor Osinbajo stated this on Tuesday in Abuja at the opening of a three-day World Customs Organisation, WCO, Global Conference themed: “Enabling Customs in Fragile and Conflict Affected Situation.”

He says, “the days of the customs service dedicated only to fiscal matters at the borders are long,” the vice president said “It is now imperative that national governments, where there are fragile borders or in post conflict situations must  invest intentionally in  infrastructure, and capacity building for their  Customs service personnel.”

He stated that fragile and conflict-affected states, FCS, especially in developing countries, must be assisted in acquiring relevant technology such as drones, sensors and other remote technologies to better track goods and enforce security.

Roburst Platforms

Vice President Osinbajo said it was necessary to enhance more robust platforms for intelligence and best practice sharing, and data exchange systems.

He commended the WCO for the “effort it has exerted over the years to achieve its vision of bringing diverse national Customs administrations together for the purpose of a safer and more prosperous world under the rubric of the mantra- Borders divide, Customs connects.

“Today, the WCO proudly boasts of 184 members and 6 regions including our own Nigeria Customs Service and the West and Central Africa Region.

“We must also acknowledge the creative ways that the WCO and its members have over the years coped with challenges of fostering  trade facilitation, revenue collection, protection of society and organizational development in today’s increasingly complex and dynamic environment.”

Osinbajo said border fragility was a major issue that affects the stability of many African states, adding that the UN states that there are more than 1,000 fragile borders in Africa, with roughly 600 between African countries.

“Customs management is of course a crucial component of managing fragile borders.

“Even before the global pandemic in 2020, fragile and conflict-affected states, FCS, faced extraordinary headwinds: institutional and social fragility, limited provision of rule of law and basic services to the population, climatic mishaps, an underdeveloped private sector and violent conflict that spilled across borderlines.

“For states classified as fragile and conflict-affected situations, the poignant mix of social, economic, political, governance, security and climatic factors had already created a perfect storm before the Covid-19 pandemic added an even more devastating dimension to tip things over.

“At the same time as some of the advanced economies provided trillions of dollars in spending programs and central bank asset purchases, many of the fragile and conflict-affected countries were confronted with high inflation, unemployment, food crisis, and the high cost of adapting to climate challenges that they did not create.

Comptroller-General of the Nigeria Customs Service, Hameed Ali said fragility along border lands, mostly as a result of armed non-state actors, perpetrating conflicts and violence have challenged the state and its authority to regulate the movement of people and goods in line with economic and fiscal policies.

“Economic actors who cannot afford alternative routes persist in an informal trade regime that is regulated by these bad actors and exploited for political credibility, funding in the form of taxes, the movement of weapons and resources.

“This kind of trade regime fuels and sustains the existing crises, while these borders even in fragile situations maintain their roles as political, economic and symbolic resources,” he said.

The Secretary-General of the WCO, Kunio Mikuriya said that though customs facilitate trade, there are different types of trade and traders which must be regulated.

Participants from the 184 member countries of the WCO participate at the conference.

Philippines Grants U.S. Greater Access To Its Military Bases

0

The Philippines has granted the United States expanded access to its military bases, their defence chiefs said on Thursday, amid mounting concern over China’s increasing assertiveness in the disputed South China Sea and tensions over self-ruled Taiwan.

Washington would be given access to four more locations under the 2014 Enhanced Defense Cooperation Agreement (EDCA), U.S. Defense Secretary Lloyd Austin and Philippines’ Defense Secretary Carlito Galvez said in a joint news conference.

Austin, who was in the Philippines for talks as Washington “seeks to extend its security options” in the country as part of efforts to deter any move by China against self-ruled Taiwan, described Manila’s decision as a “big deal” as he and his counterpart reaffirmed their commitment to bolstering their countries’ alliance.

Our alliance makes both of our democracies more secure and helps uphold a free and open Indo-Pacific,” said Austin, whose visit follows U.S. Vice President Kamala Harris’s trip to the Philippines in November, which included a stop at Palawan in the South China Sea.

We discussed concrete actions to address destabilising activities in the waters surrounding the Philippines, including the West Philippine Sea, and we remain committed to strengthening our mutual capacities to resist armed attack,” Austin said.

That’s just part of our efforts to modernize our alliance. And these efforts are especially important as People’s Republic of China continues to advance its illegitimate claims in the West Philippine Sea,” he added.

The additional locations under the EDCA bring to nine the number of military bases the United States would have access to,” and Washington had announced it was allocating more than $82 million toward infrastructure investments at the existing sites.

The EDCA allows U.S. access to Philippine military bases for joint training, pre-positioning of equipment and the building of facilities such as runways, fuel storage and military housing, but not a permanent presence.

Austin and Galvez did not say where the new locations would be. The former Philippine military chief had said the United States had requested access to bases on the northern land mass of Luzon, the closest part of the Philippines to Taiwan, and on the island of Palawan, facing the disputed Spratly Islands in the South China Sea.

There was no immediate comment from the Chinese Embassy in Manila.

Outside the military headquarters, “dozens of protesters opposed to the United States maintaining a military presence in the country chanted anti-U.S. slogans and called for the EDCA to be scrapped.”

Before meeting his counterpart, Austin met with Philippine President Ferdinand Marcos Jr at the presidential palace on Thursday, where he assured the Southeast Asian leader, “we stand ready to help you in any way we can.”

Oyo APC Gubernatorial Candidate Vows to Declare Emergency in Education

0

The Gubernatorial Candidate of the All Progressives Congress, APC in Oyo State, Teslim Folarin, has vowed to declare a state of emergency in the education sector of the state, if elected as governor.

Folarin, who is presently the Senator representing Oyo Central, stated this while being hosted on the “Guest Platform” of the Correspondents’ Chapel of the Nigeria Union of Journalists, NUJ, Oyo State Council, in Ibadan.

He noted that the education sector of the state needed serious overhaul.

The Senator deplored the poor education ranking which put Oyo State in the 33rd position out of 36 states and the delisting of about 50 schools in the state by the West Africa Examination Coucil, WAEC, for exam malpractices.

He says, “We have an idea what we want to do but the first thing we want to do is to declare an emergency. I think we’ve reached that stage because we must speak the honest truth. How many of us would be happy to send our kids to these schools?”

Folarin, a former Senate Leader and current Chairman, Senate Committee on Local Content, asserted that Governor Seyi Makinde had misplaced his priorities by abandoning the education sector and spending so much to build bus terminals instead of standard schools across the state.

The APC Governorship Candidate said: “The schools out there are not schools. It is only in Oyo State that motor parks are better than schools and that is unacceptable. To change that, we will sit down with stakeholders: government, parents, alumni associations, religious bodies, etc., put all the cards on the table and decide the way forward.

“Makinde is building bus terminus at N4.5 billion each. If you do a calculation of N50 million per block of classrooms, you will build nothing less than 370 across the 33 Local Government Areas in the state,” he affirmed.

Senator Folarin further revealed that if elected as the governor of the state he would ban the operations of the Oyo State Park Management System,PMS.

He said PMS was alien to the law and atrocities committed by PMS members were becoming unbearable for people in the state.

The three-term Senator described himself as the best and most experienced among the governorship candidates in Oyo State and promised to bring his experience to bear in his administration, if elected.

He said his administration would leverage the agriculture sector, where the state had comparative advantage to improve the state’s revenue base and economy.

Folarin, who is also the Coordinator for the APC Presidential Campaign Council in Oyo State, gave the assurance that the council would deliver at least 2 million of the 3.3 million votes available in the state to the presidential candidate of the party, Bola Ahmed Tinubu and his running mate, Senator Kashim Shettima in the February 25 election.

We know Asiwaju will win and we are looking for ways to maximize the win. That is what prompted us to be going round the state again to solicit for the vote of the people. Our target is to win between 1.5 and 2 million votes. Of course, the presidential election will be different from the governorship, our projection is that Asiwaju will get 80 percent of votes in Oyo State,” he said.

Folarin, then called on the electorate to support and vote for all APC candidates,  both at the state and the national levels, in the general election.

2023 Elections: religious leaders urged to propagate peace

0

As the 2023 general election fast approaches, religious leaders have been charged to preach peace and desist from partisan politics in order to achieve peaceful polls.

The Chief Imam of the Al-Habibiyyah Juma’at Mosque, Fuad Adeyemi, made the call at an Interfaith Peace Summit on 2023 Election, organised by Nigerian Television Authority NTA, in Collaboration with AL-Hababiyyah Islamic Society in Abuja, Nigeria’s Capital.

Imam Adeyemi explained that religious leaders have critical roles to play in ensuring peace and unity in society.

If we all claim to be descendants of Abraham in the bible and the Quran, then we have no business fighting one another. Ignorance is the driving force behind inter-religious disputes; whoever knows the history of Christianity and Islam would never see the other as an enemy” Imam Fuad stated.

Representative of the Christian Association of Nigeria and Archbishop of the African Church Province of Abuja, Dr Peter Ogunmuyinwa, tasked Nigerians to give their mandate to the candidates that focus on issues rather than religious sentiment.

“Every candidate must be seen as brothers and sisters when selecting leaders as good leadership has no tribe or religion. A candidate’s religion should not be the basis for voting for such a candidate as poverty has no friends and bad leadership affects the general public,” Ogunmuyiwa said.

He urged the electorate to be wise and make wise choices that would promote peace in Nigeria as the country cannot afford a religious war.

In the same vein, Juma’atu Nasrul Islam and Imam of the Central Mosque Abuja, Dr. Muhammad Kabir, emphasised the need of ensuring peaceful conduct of the forthcoming general election in Nigeria.

Speaking on peaceful coexistence, Imam Kabir said “Allah in his infinite wisdom created humans of different races and tribes so they will live harmoniously” adding that “if all humans are from one source regardless of their differences, they must live in diversity together peacefully”.

Earlier, the Executive Director Programme of the Nigeria Television Authority and one of the organizers of the event, Mr. Wole Coker, affirmed that the two major religions, Islam and Christianity need not be at loggerheads with each other but rather complement one another.

He attributed religious riots to a lack of trust between both religions and stated that under no circumstance should Nigerians be divided by their religious differences adding that “whatever choices we make during this 2023 general election will live with us for the rest of our lives”.

Improved System
Meanwhile, the Independent National Electoral Commission, INEC’s Deputy Director in charge of Electoral operation in the Federal Capital Territory, Mr. Ishaq Aliyu, said the Commission has improved the system and process of election in preparation for the 2023 general election in Nigeria.

According to him, Nigerians need to maintain peace and order, in order to experience free, fair and credible polls in the forthcoming general election.

“We are also going to train security personals to monitor the conducts of elocutions, we are for peaceful election.”

“INEC as a body cannot conduct a peaceful election in an atmosphere where there is violence”

“And within the content of this we are also improving our system and process of election and so far we going to use two things that will make the process transparent. We are going to use of the Bimodal Voter Accreditation System, BVAS as we have done in some off season election in Ekiti, Osun, Anambra and the FCT, also we have introduceD what we call the INEC result viewing centre” he added.

Also Speaking, the representative of the inspector-general of police, Mr. Usman Alkali-Baba, the Assistant Commissioner of Police, Onaghise Osayande stated the Nigeria police force is charged and geared towards the general in the country.

Osayande assured citizens of water-tight security, noting that steps have also been taken to curtail vote buying and electoral violence.

He also added that the Force is in synergy with other security agencies to ensure a peaceful election and called on political parties to clearly identify their party agents during the elections.

The Interfaith peace summit is aimed at bringing diverse people to the discussion table on issues threatening the peaceful conduct of the 2023 general election.

“Police are charged towards a peaceful election in the sense of training our men. The Inspector General of police has put in place so many things in order to train over ten thousand police men to have a robust straight and work force and to maintain a peaceful election. Apart from that we have also put in place some techniques so that crimes can be controlled before, during and after the election,” ACP Osayande noted.

Earlier in his goodwill message, the Representative of the United State Embassy in Nigeria, Mr Jason Currier stated that the election in Nigeria is a big deal and all the organisers of the Peace Summit are doing a good job in fostering peace.

He re-emphasised that the US does not support any political party but supports a just and peaceful process that reflects the will of the people. He stated that a peaceful transition needs to happen and appreciated the efforts of the organisers of the programme for fostering interfaith peace.

The event, Themed “prosecuting peaceful election: the role of faith communities” is to also encourage politicians to stop politicizing religions to instigate tension in the society.

Fuel Scarcity: Kwara Chamber of Commerce Calls for Government Intervention

The Kwara Chamber of Commerce, Industry, Mines and Agriculture (KWACCIMA) has appealed to the Federal Government of Nigeria, and President Muhammad Buhari, to make more efforts to ensure that the distribution and sales of premium motor spririt (fuel) is brought under control to minimize scarcity.

According to a statement signed by the association’s President, Mr. Fatai Ayodimeji, made available to Newsmen in Ilorin , the association also urged the Central Bank of Nigeria(CBN) to extend the deadline for the currency swap by one month, saying nano, micro and small enterprises, majority of whom are in the rural unbanked areas were having difficulties in changing their old notes to new ones.

He said businesses were groaning under the current situation adding that it had negative consequences on business and workers life.

KWACCIMA observed with great concern the  lingering price crisis rocking the distribution and sales of fuel in the country; the resolve of the Central Bank of Nigeria (CBN) not to extend the deadline for the return and exchange of old Naira notes to new; and the recent hike in the monetary interest rate from 16.5% to 17.5%.

“Considering the fact that the business operating environment in Nigeria is already charged as a result of some inflammatory factors such as skyrocketing foreign exchange rate, increased interest rates on bank lending, insecurity, irregular electricity supply, high price of petroleum products particularly diesel and other infrastructural deficit.

“KWACCIMA is appealing to President Muhammad Buhari, GCFR to upscale his efforts at ensuring that the situation in the distribution and sales of petrol is brought under control,” part of the statement reads.

The statement added that “the current efforts of the CBN on currency swap in the rural and market areas should have started long before now, extending the deadline by at least one month will calm frayed nerves and fears amongst our members in the informal, NMSME sectors.

In addition, it said the recent increase in CBN monetary rate apparently to check rising inflation, has a worrisome impact on businesses as this would lead to increase in banks interest rate to borrowers.

“KWACCIMA, as the voice of Kwara business community, thus strongly appeal to the Federal Government of Nigeria, the Central Bank of Nigeria and of course other stakeholders at all levels of government to please rise to the situation and urgently find a lasting solution to the identified problems so as to facilitate ease of doing business in Nigeria”, the statement added.
