Mozambican prison heads fired days after appointment

Two new prison directors in Mozambique have been fired just 12 days after they were appointed.

One of them is Herminia Nhamundze, the director of Ndhlavela Women’s Penitentiary, where it was found that inmates there had been forced into prostitution.

The other is Ramos Zambuco of the Maputo Maximum Security Prison.

Soon after they were sworn into office early this month, reports surfaced that the two had pending court cases.

The reports said the two had been detained for their alleged involvement in the release in 2014 of the “notorious” prisoner Momade Abdul Satar, better known as Nini Satar.

Satar had been serving a 24-year prison sentence for the murder of a prominent Mozambican investigative journalist, Carlos Cardoso, in November 2000.

His release on parole was later revoked and an international arrest warrant issued against him. He was arrested in Thailand and extradited to Mozambique in 2018.

Justice Minister Helena Kida also dismissed Alfredo Pires who was recently appointed the national director of administration and finance.

The ministry said Mr Pires was sacked after the minister learnt that he was being investigated in the southern province of Inhambane for alleged embezzlement of funds.

The justice minister said she was wrongly advised to appoint the fired leaders. She is yet to appoint their replacements.

Capital Market: Securities & Exchange Commission seeks collaboration on dispute resolution

Nigeria’s Securities and Exchange Commission (SEC) has expressed its readiness to collaborate with relevant Alternative Dispute Resolution professionals as a means to ensuring effective dispute resolution in the capital market.

Director General of the SEC, Mr. Lamido Yuguda, said this is key in sustaining investment in the capital market.

The SEC DG stated this when the Abuja Chapter of the Chartered Institute of Arbitrators (CIArb) led by its chairman, Mr Sola Ephraim-Oluwanuga, held a meeting with him in Abuja  on Wednesday.

Yuguda stated that the need for a veritable dispute resolution mechanism has long been recognized in the capital market. He said that traditional litigious and adversarial dispute resolution mechanism has fallen short of achieving its purpose, adding that investment in the sector would suffer, if disputes among investors are not well resolved.

“The whole nature of the market is that people come together to make investments. But along the line, something happens and the same people actually fall out.

“And the problem with investment is that if the true parties to an investment fall out, investment falls. We understand that both parties usually cling to their positions but there is a superior situation which could benefit both parties.

“This is where an arbitrator is needed to actually bring them to that position. And that arbitrator, who is seen as independent, performs his professional duty by talking to the parties,” said the SEC Director-General.

He said the visit by the members of the institute could not have come at a better time, assuring that the commission partnering with institute whose members are specialized in area of dispute resolution is actually highly beneficial to both the SEC and practitioners in the capital market.

Earlier, the CIArb Chairman, Mr. Ephraim-Oluwanuga, said the institute was desirous of partnering with the SEC to deepen the access to justice in the Securities Industry.

He said CIArb has trained competent International arbitrators with demonstrable experience in capital market issues, adding that the institute can also assist the SEC in training and capacity building of its personnel.

“CIArb can train subject matter experts on securities dispute resolution. Also, industry may also put CIArb in its agreement as an appointing authority to any dispute involving arbitration, whilst preferring its members to serve as party nominated arbitrators in the sector,”  he added.

“No planes leaving Kabul empty” – UK Defence Secretary

0

No plane carrying Britons and refuges from Afghanistan has left empty, the UK defence secretary has said.

Ben Wallace rejected reports that some flights from Kabul contained only a few people, saying the UK was “absolutely ploughing through the numbers”.

He said “every hour counts” and confirmed “the Taliban are letting our people through”.

Mr Wallace said seven to 10 RAF planes were taking off every day, with at least 138 on the next flight out.

A flight landed at RAF Brize Norton in Oxfordshire in the early hours of Thursday morning.

Mr Wallace also said the UK would continue to stay in Afghanistan as long as the US ran Kabul airport, but said the government was investing in “third country hubs” for processing people in the region.

The UK has committed to take in up to 20,000 Afghan refugees over the next few years under a new resettlement scheme – including 5,000 this year.

About 2,000 Afghan former staff and their families have also come to the UK via a separate scheme this year, according to the Home Office, with a target of 5,000 by the end of 2021.

Mr Wallace said a plane left Kabul this morning carrying “115 people and their families – those are the Afghans on there as opposed to other personnel”.

He added: “None of our planes are leaving empty… our planes never leave empty. If we have spaces on them, we offer them up to other nations.”

He said: “We have a full programme today of many more people coming out – trying to reach our… capability towards the end of the month. And that is so far on track.”

The defence secretary said additional UK troops would be deployed to Afghanistan to help manage public order on the ground at Kabul airport.

Algeria declares Morocco hostile country

0

Algeria has decided to review its relations with Morocco, accusing its neighbour of hostile acts.

It follows an investigation into the killing of a man falsely accused of starting wildfires.

“The repeated hostile acts committed by Morocco against Algeria require a review of our relations and the intensification of border controls,” the Algerian president’s office said in a statement.

The decision was made in a meeting of the High Security Council assessing the damage caused by huge wildfires that hit the country.

The authorities have concluded the majority were “criminal acts”.

They accuse Morocco of “backing” a separatist group suspected of being involved in criminal activity in the Kabylie region, including the killing of a man falsely accused of starting forest fires.

The Algerian police investigating the killing of Djamel Bensmail by a mob in the province of Tizi Ouzou have released a video of suspects confessing to the crime and to being members of the MAK separatist group.
