FCTA Reaffirms Commitment to Quality Healthcare Delivery

The Federal Capital Territory Administration (FCTA) has reaffirmed its commitment to delivering accessible, quality, and sustainable healthcare services to all residents of the Federal Capital Territory (FCT).

This commitment was reiterated by the Mandate Secretary, Health Services and Environment Secretariat, Dr Adedolapo Fasawe, during the official validation of the revised documents for the FCT Health Insurance Scheme (FHIS), titled the Benefit Package and Operational Guidelines, held in Abuja, Nigeria’s capital.

Dr Fasawe stated that the collaborative efforts of key stakeholders had led to the development of a robust framework designed to strengthen the scheme’s effectiveness and sustainability.

“The outcome of this exercise is expected to significantly improve healthcare access and outcomes, streamline service delivery, and enhance the effectiveness of the scheme,” she said.

She further noted that the revised documents will boost efficiency and accountability, ensuring the long-term sustainability of the scheme and alignment with global best practices and the evolving needs of FCT residents.

While commending the dedication and expertise of all involved stakeholders, Dr Fasawe assured them of the administration’s continued commitment to collaborative efforts that will bring positive change to healthcare delivery.

Key Achievements of the Review

According to Dr Fasawe, the revised documents resulted in the following:

  1. Enhanced Benefit Package:
    • Expanded coverage
    • Improved healthcare benefits
    • Increased access to quality services
  2. Updated Operational Guidelines:
    • Streamlined processes
    • Improved administrative efficiency
    • Strengthened accountability mechanisms
  3. Feasible and Sustainable Premium Rates:
    • Actuarially determined to align with national benchmarks
    • Ensures financial sustainability of the scheme

Need for Review Due to Economic Realities

In her remarks, Dr Salamatu Belgore, Acting Director of FHIS, noted that the documents under review were originally scheduled for update in 2025.

However, prevailing economic challenges necessitated an earlier revision.

“The current premium structure cannot sustain the scheme’s mandate when compared to national benchmarks like the NHIA. This review is timely and essential,” she explained.

Stakeholder Collaboration and WHO Support

The review process included active input from representatives of Health Maintenance Organisations (HMOs), the Hospitals Management Board, private healthcare practitioners, and other relevant stakeholders.

Representing the World Health Organization (WHO), Dr Balami Kunshida, WHO FCT Coordinator, and Dr Francis Ukwuife, WHO Health Finance Lead, advised the review team to ensure that the final documents are enrollee-centred, addressing the real needs of beneficiaries.

The revised FHIS documents are expected to usher in a new era of improved healthcare access for residents of the FCT, marking a significant milestone in the journey towards universal health coverage.
