The Lagos State Government, Southwest Nigeria, through the Ministry of Agriculture and Food Systems, has announced the commencement of Phase II of the Ounje Eko Farmers’ Subsidy Programme.
According to the government, the programme will run from Wednesday, 19th November 2025, across 10 locations statewide.
Speaking at a media briefing in Ikeja to announce the programme, the Commissioner for Agriculture and Food Systems, Ms Abisola Olusanya, said that the initiative is an intervention of Governor Sanwo-Olu’s administration to sustain food production, empower farmers, and stabilise food prices across Lagos State as the yuletide season approaches.
Olusanya explained that the Subsidy Programme was introduced to address the rising cost of production inputs, especially poultry and fish feeds, which, according to her, is one of the most pressing challenges in Lagos State’s agricultural sector.
“With feed costs accounting for over 70% of total production expenses, many farmers were struggling to remain in business, threatening food security and protein availability for millions of Lagosians. We launched the first phase of the Ounje Eko Farmers’ Subsidy Programme earlier this year and the results were resounding, where over 5,000 farmers benefitted directly from the intervention.”

Phase 1 Breakdown
In her breakdown of Phase 1 of the programme, the Commissioner said that “Over 993.3 metric tons of poultry feed and 265.65 metric tons of fish feed were supplied. The programme sustained the production of 258,000 layer birds, resulting in over 7 million eggs produced and 177,100 catfish. Egg prices dropped from ₦6,000 per crate to between ₦5,000 and ₦5,400.”
She said the Governor, having seen the impact of the first phase, approved the implementation of the new phase in order to further expand its reach and scope towards supporting farmers across different value chains.
Phase 2
She said, “This phase will include the following interventions: 25% Subsidy on Poultry Feed: Layer Mash, Broiler Starter and Finisher; 25% Subsidy on Fish Feed: Feed sizes 2mm, 3mm, 4mm, and 6mm; Feed for Hatchery Operations; Free Distribution of Grains to Pig Farmers across the State to support livestock nutrition and sustainability; Distribution of agricultural equipment and inputs to crop farming clusters across the State to enhance mechanisation and reduce manual labour. The equipment procured by government for the intervention are Power Tillers, Motorised Sprayers, Solar Spraying Machines, Corn Threshers, Planters, Mini Tractors, Freezers, Electricity Generators, Pumping Machines, Fish Smoking Kilns, Motorised Weeders, Plastic Tanks, Wheelbarrows, Rain Boots, Herbicides, Cassava Graters, Cassava Pressers, Cassava Fryers, Protective Gears, 300kg Digital Scales, 200kg Capacity Hanging Scales, and Shovels; Distribution of free bags of fertiliser to crop farmers to boost productivity; 25% Subsidy on Eko Agro Mechanisation Services, supporting tractorisation and large-scale cultivation; Continuous extension services by government extension agents and service providers to ensure improved productivity and resilient farming systems.”

•Ibeju-Lekki Local Government Secretariat, Igando, Oloja

Eligible Participants
Participation, according to Olusanya, will be restricted to recognised and registered farmer associations such as the Poultry Association of Nigeria, Lagos State Chapter (PAN-LAG); Lagos State Catfish Allied Farmers Association of Nigeria (LASCAFAN); and Farm Estate and Settlement Associations.
This is to ensure transparency and accountability, as farmers are advised to register with the necessary associations to benefit from the support.
The Commissioner stressed that the Ministry is working in collaboration with reputable commercial banks to ensure transparency and accountability in the financial management of the programme, as well as with leading feed companies such as Animal Care Services Konsult, among others.
The Ounje Eko Farmers’ Subsidy Programme Phase II and its accompanying interventions once again affirm the commitment of the Lagos State Governor, Babajide Olusola Sanwo-Olu’s administration to building a food-secure Lagos, empowering farmers, and supporting citizens through inclusive agricultural initiatives.
