Nigeria’s Labour Ministry launches 1GOV ECM System

The Federal Ministry of Labour and Employment has launched the 1GOV Enterprise Content Management System (ECM), a digital solution designed to transform internal processes by improving how documents and records are created, managed, stored and retrieved.

Launching the programme, the Minister of Labour and Employment, Dr Muhammad Dingyadi, said the process would enable the organisation to digitise key documents, streamline workflows, reduce delays, and foster a more responsive and coordinated administrative environment.

According to him, the event marks an important step in the Ministry’s journey toward modernisation, digital transformation, and improved service delivery.

“As a ministry whose mandate touches the lives of workers, employers, and social partners across the nation, we must continuously evolve and adopt systems that enhance efficiency, strengthen accountability, and ensure transparency in the way we operate.

“The objective of introducing the ECM is clear and timely. This digital solution is designed to transform our internal processes by improving how documents and records are created, managed, stored and retrieved,” the minister said.

Beyond efficiency, Dingyadi stated that the ECM supports regulatory compliance by ensuring that official records are properly captured, secured, and accessible when needed.

“It strengthens institutional memory and helps eliminate the long-standing challenges associated with manual
documentation.

“However, technology alone cannot deliver the full benefits we seek; one of the critical lessons from the ECM presentation is the need for continuous training and retraining of our staff for this system to succeed.”

In a goodwill message, Head of the Civil Service of the Federation, Mrs Esther Walson-Jack, said that the Ministry, with its vital mission of promoting decent work, ensuring fairness in the workplace, and supporting a productive national economy
labour force, is now embracing a truly modern paperless way of working, saying it’s a milestone worth celebrating.

She believes that the shift to the 1Gov ECMS platform is transformative, not just
digitalisation, but a fundamental change in how the Ministry operates.

“Workflows will now be automated, reliance on paper reduced, and real-time collaboration across teams is now possible.

“What you have done demonstrates that with clear vision and unity of purpose, digital transformation is not only
possible but achievable.

“As part of today’s launch, the Ministry now has access to a fully integrated digital ecosystem in the 1Gov Cloud, which includes 1Gov ECMS, Gov Drive, Gov Mail / Gov InMail, e-signature integration, Gov Conference and other tools that support seamless collaboration across Ministries and Extra-Ministerial Departments,” she said.

By going live, she said, the ministry is also meeting a critical target, demonstrating that it can deliver on the federal government’s ambition for full digitalisation.

A few days ago, the Office of the Head of the Civil Service of the Federation successfully migrated to the 1Gov Cloud.

In his address, Permanent Secretary, Federal Ministry of Labour and Employment, Dr Salihu Usman stressed that “this milestone is not only a testament to our collective commitment to service transformation but also a clear alignment with the Renewed Hope Agenda of His Excellency, Mr President, which places efficiency, transparency, productivity and citizen-centred governance at the core of national administration.”
