The Rivers State government has expressed optimism that the 2026 Appropriation Bill will be presented to the lawmakers in the newly reconstructed Rivers State House of Assembly Complex.

The State Governor, Siminalayi Fubara, gave this assurance after inspecting the ongoing reconstruction of the Hallowed Chamber Complex, being executed by Monier Construction Company Limited (MCC).

Governor Fubara expressed satisfaction with the quality and pace of work, saying base on current progress, the complex is expected to be ready by the end of December 2025.

He reaffirmed his administration’s commitment to ensuring the timely completion of the project so that lawmakers can resume plenary in the main chamber.

He also said that, once completed, the 2026 budget will be presented in the Hallowed Chamber “in the way and manner it is required.”

We have been working hard to ensure their permanent sitting chamber is put in place, you know the drama that surrounded our relationship before, but by the grace of God, now that everything has been sorted out, it is our desire to ensure that the Assembly returns to their normal place of sitting,” the Governor stated.

Governor Fubara explained that although construction work had started before the emergency rule—when many believed the project had stalled—his visit was to personally confirm the extent of work done.

He further stated that the contractor, MCC, had subcontracted the interior and some external components of the project to Julius Berger Nigeria Plc to accelerate delivery and meet the December deadline.

The Governor promised that once the main chamber is completed, the Legislature will take responsibility for finishing the remaining sections of the complex upon resumption.

He was accompanied by Mr, Boniface Emerengwa, member representing Ikwerre/Emohua Federal Constituency, and the management of MCC Nig. Ltd,
