RMAFC Commends President Tinubu on Tax Reform Bills

The Revenue Mobilisation, Allocation and Fiscal Commission (RMAFC) has commended President Bola Ahmed Tinubu for the bold and transformative steps taken in reforming Nigeria’s fiscal landscape through the recent passage of the Tax Reform Bills and the RMAFC Bill.

The Chairman, Revenue Mobilisation Allocation and Fiscal Commission, Dr Muhammed Bello Shehu, in a press release said, “these landmark legislative achievements not only underscore the administration’s dedication to enhancing transparency, accountability, and efficiency in revenue generation and allocation but also lay a solid foundation for sustainable economic growth and national development.”

The Commission assured President Tinubu of its continued support and steadfast collaboration in the implementation of these far-reaching reforms.

“The Tax Reform Bills represent a milestone in the nation’s ongoing efforts to improve revenue generation, reduce dependence on oil revenue, and enhance economic diversification. By streamlining and modernising the tax framework, these reforms are expected to strengthen compliance, broaden the tax base, and stimulate inclusive economic growth across all sectors,” said the RMAFC’s Chairman.

He also acknowledged the tireless efforts of the members of the National Assembly, particularly the Senate President Godswill Akpabio; the Speaker of the House of Representatives, Rt Hon. Tajudeen Abbas; the Attorney General of the Federation, Chief Lateef Olasunkanmi Fagbemi; along with policymakers and other stakeholders, who worked collaboratively to make this reform a reality.

“By signing these bills into law, President Tinubu has not only demonstrated a strong commitment to the welfare of our citizens and the prosperity of our nation, but he has also proved beyond doubt that he understands the socio-economic situation of the nation.

“There is no doubt that the tax reforms will bring great relief to low-income earners who, until now, were compelled to pay taxes while struggling to survive on their meagre means of sustenance,” he enthused.

He reiterated the Commission’s unwavering commitment to strengthening Nigeria’s fiscal framework as demonstrated by the historic passage of the Tax Reform Bills and the Bill of the Revenue Mobilisation, Allocation and Fiscal Commission (RMAFC).

A Breakdown of the 4 Bills

On 26 June 2025, President Bola Ahmed Tinubu signed the four (4) Tax Reform Bills into law.

1️⃣ The Nigerian Tax Bill (Ease of Doing Business) aims to consolidate Nigeria’s fragmented tax laws into a harmonised statute.

“By reducing the multiplicity of taxes and eliminating duplication, the bill will enhance the ease of doing business, reduce taxpayer compliance burdens, and create a more predictable fiscal environment,” said the Presidency in a statement.

2️⃣ The Nigerian Tax Administration Bill will establish a uniform legal and operational framework for tax administration across federal, state, and local governments.

3️⃣ The Nigerian Revenue Service (Establishment) Bill repeals the current Federal Inland Revenue Service Act and creates a more autonomous and performance-driven national revenue agency— the Nigerian Revenue Service (NRS).

It defines the NRS’s expanded mandate, including non-tax revenue collection, and lays out transparency, accountability, and efficiency mechanisms.

4️⃣ The Joint Revenue Board (Establishment) Bill establishes a formal governance structure to facilitate cooperation among revenue authorities at all levels of government. It introduces essential oversight mechanisms, including establishing a Tax Appeal Tribunal and an Office of the Tax Ombudsman.
