SA to extradite former Mozambique minister

South Africa has announced that it will extradite former Mozambican Finance Minister Manuel Chang to Mozambique, according to report.

It comes two years after Mr Chang was arrested in Johannesburg over his alleged role in Mozambique’s $2bn debt scandal.

He’s been in custody since 2018, while the government debated whether to send him back to Mozambique or to the US, where he is also facing charges for his part in the scandal.

In Mozambique, Mr Chang is charged with embezzlement and money laundering, among other crimes. He denies any wrongdoing.

He is one of 18 people involved in the so-called “tuna bonds” affair, which allegedly led to the disappearance of hundreds of millions of dollars in public funding.

It caused a huge economic collapse in Mozambique, and led donors, including the IMF, to cut funding for the country.
