Assembly Service Commission seeks uniform laws for National, State Assemblies

The National and State Assembly service has stressed the need for uniformity in laws setting up the state’s assembly service commissions throughout the country in order to solidify the ground for the attainment of optimal service delivery in the legislatures.

The Executive chairman National Assembly service commission, Ahmad Amshi said in a communique issued at the end of the 8th National and state assembly conference held in Kaduna on Thursday.

He said, “We discussed and deliberated on issues affecting the performance of the national and state assembly service commission with the aim of boosting efficient and effective service delivery”.

Adding that, “the conference resolved that there is an urgent need for the inclusion of the national and state assembly service commissions in the constitution of the federal republic of Nigeria in the ongoing amendment so as to bring them with similar executive and judicial bodies for optimal service delivery.”

The conference also resolved that there should be full operational autonomy for the state assembly service commission as obtained in the national assembly service commission to consolidate the basic constitutional and democratic principle of separation of powers to enhance optimal service delivery by the commission.

It further resolved that there is a need for the fast-tracking the actualization of full financial autonomy for the legislature as granted by the Nigerian constitution so as to ensure adequate funding for the legislative in Nigeria for optimal service delivery.

The conference resolved and called for a uniform internal financial operational process and audit control system, and the procedures should be designed and deployed in all legislative commissions in Nigeria in other to ensure transparency and prudence in financial management which will aid in optimal Service delivery.

The conference also resolved that National and state assembly service commissions should strive in ensuring training and retraining of their staff in all aspects of their duties including ICT so as to enhance free, fair, efficient and optimal service delivery.
