World Bank Approves $120 Million For Tunisia

The World Bank has approved a $120 million loan for Tunisia.

In a statement, the bank said the loan is aimed at supporting Tunisian small and medium enterprises.

Report says the project aims to address the primary long-term liquidity constraints faced by Tunisian firms by financing long-term lines of credit that will be on-lent by the Ministry of Finance to participating financial institutions.

“The COVID-19 pandemic and the war in Ukraine have caused macroeconomic imbalances in Tunisia, which have exacerbated challenges faced by SMEs and weakened their performance and financial health,” World Bank Country Manager for Tunisia, Alexandre Arrobbio said.

Kenya Ex-Interior Minister Seeks To Block Detention

Kenya’s former interior minister Fred Matiang’i has sought anticipatory bail, saying he fears he could be arrested and arraigned in court for political reasons.

Report says his lawyer filed an application at a high court in the capital, Nairobi, seeking to bar the police from arresting or harassing the former minister.

However, the court has not ruled on the request.

This comes as police denied a reported security operation at the ex-ministers home on Wednesday night.

Inspector General of Police Japheth Koome said the police force had not deployed any officer to the home of the former minister.

While Mr. Matiang’i’s family said that a group of men who declined to identify themselves arrived at their home on Wednesday night and did not explain their mission.

The family says they pressed the men to identify themselves and produce a summon or search warrant which they failed to do.

They say the men took off shortly after the family lawyers and media arrived at the home.

INEC Appeals Osun Election Tribunal Judgement

The Independent National Electoral Commission, INEC has appealed against the judgement of Justice T. A. Kume led election petition tribunal in Osun State on 44 grounds.

INEC filed the petition at the Court of Appeal in Akure, through its lawyer, Paul Ananaba (SAN) on Wednesday.

The electoral body sought an order of the Appeal Court to set aside the decision of the tribunal and dismiss the petition for want of competence and jurisdiction.

INEC said the election petition tribunal erred in law by failing to consider and rule on the various preliminary objections filed by the 1st respondent challenging the competency of the petition and jurisdiction of the Election Petition Tribunal to hear the petition but proceeded to determine the merit of the petition.

The petitioners, former Governor of Osun State, Gboyega Oyetola, and his party, All Progressive Congress faulted the declaration of the candidate of the Peoples Democratic Party, Ademola Adeleke on 17th of July, 2022, by the electoral body as the winner of the July 16th governorship election in the state.

Oyetola said APC premised its petition with reference no: EPT/OS/GOV/01/2022, on Adeleke’s eligibility to contest and over-voting and the Tribunal on 27th January 2023 declared Oyetola as the validly elected Governor of the state.

 

Miscarriage of law

The appellant however said the Tribunal totally misconstrued Section 47(2) of the Electoral Act 2022, which must be read purposefully, communally and holistically to arrive at the true intention of the legislature and justice.

On the particulars of error, INEC stated that “It is trite law that preliminary objections that touch on the competency of the petition and the jurisdiction of the Tribunal is a threshold issue which must be determined before the Tribunal can assume jurisdiction to determine the merit of the petition.

INEC contended that the judgment is not a complete judgment of the said Election Petition, saying Tribunal Member 2 was one of the members of the said Tribunal who heard the Petition but did not reduce her judgment or opinion in writing capable of being delivered on the day fixed for the delivery of the judgment.

The electoral body argued that each of the members of the Tribunal must express his/her opinion in writing, stressing that the judgment is a breach of Section 294 of the Constitution of the Federal Republic of Nigeria, 1999 (as amended), because the Judgment delivered by HON. TERTSEA AORGA KUME J., was jointly signed on the last page of the judgment by the Tribunal Member 2 RABI BASHIR (Chief Magistrate).

Section 294 (1) and (2) of the Constitution of the Federal Republic of Nigeria does not admit of joint judgments. The judgment of the Tribunal herein is incurably a nullity for being in breach of the said Section 294 (1) and (2) of the Constitution of the Federal Republic of Nigeria”, INEC submitted.

PDP lauds INEC on appeal

Meanwhile, the Peoples Democratic Party (PDP) in Osun State, has commended INEC for initiating the process to appeal the judgement of the election tribunal.

The PDP in a statement signed by its interim Chairman, Dr Adekunle Akindele said the electoral umpire has lived up to the expectations of Nigerians in standing up to the defence of the country’s electoral system. He expressed faith in the higher courts to establish the supremacy of BVAS machines above any other source of the accreditation of voters.

The PDP insisted that the Tribunal judgement was a coup not only against Osun people but the Nigerian electorates.

The party expressed their hope that the injustice will not be allowed to stand by higher courts.

WHO Calls For Vigilance On Bird Flu Outbreaks

The World Health Organisation, WHO, has called for vigilance after the recent detection of bird flu in mammals but tried to calm fears that large-scale human outbreaks could be looming.

The UN Health agency’s Chief Tedros Ghebreyesus told reporters that, “the recent spillover to mammals needs to be monitored closely.. For the moment, WHO assesses the risk to humans as low”.

Since late 2021, Europe has been gripped by its worst-ever outbreak of bird flu, with North and South America also experiencing severe outbreaks.

This has led to the culling of tens of millions of domestic poultry worldwide, many with the H5N1 strain of the virus. The global outbreak is also responsible for the deaths of tens of thousands of wild birds.

The recent detection of the disease in a number of mammals, including foxes, otters, minks, sea lions, and even grizzly bears, has sparked growing concern that humans could be more at risk.

Tedros noted that since the virus first emerged in 1996, “We have only seen rare and non-sustained transmission of H5N1 to and between humans.”

But, he cautioned, “We cannot assume that will remain the case, and we must prepare for any change in the status quo.”

Tedros called on countries to “strengthen surveillance in settings where humans, farmed or wild animals interact.”

“WHO is also continuing to engage with manufacturers to make sure that if needed, supplies of vaccines and antivirals would be available for global use,” he said.

Over the last two decades, there have been 868 confirmed H5N1 cases in humans with 457 deaths, according to the WHO. There were four confirmed human cases and one death last year.

Last month, Ecuador reported South America’s first case of the A(H5) bird flu virus in a human, a nine-year-old girl who was in contact with backyard poultry.

The girl’s condition was “improving,” WHO emergencies director Michael Ryan told reporters, saying so far, there was no indication that other people had been infected.

That reflects the usual pattern when people are infected, explained Sylvie Briand, WHO epidemic and pandemic preparedness and prevention director.

“The transmission from animals to humans is rare, and when it infects humans, further transmission between humans is not easy, because the virus is not well-adapted to the human population,” she said.

But, she warned, “We need to be vigilant to make sure that spread in animals is contained.”

“The more the virus circulates in animals, the higher is the risk for humans as well,” she said, adding that this was “because the virus circulating in animals can evolve to forms that are more transmissible.”

Zelensky Takes Fighter Jet Bid to EU Leaders

Ukraine’s leader has called on EU leaders to provide fighter jets and arms for the war against Russia, on his second trip abroad since the war began.

We have to enhance the dynamics of our co-operation, we have to do it faster than the aggressor,” said Volodymyr Zelensky.

He was earlier given a standing ovation at the European Parliament in Brussels.

Several EU leaders have already stressed that a decision on warplanes would be a collective move.

Some are keen to avoid having the debate being played out in public, while there is also concern about ‘escalation’ and playing into Russian narratives.

The Kremlin warned on Thursday that “the line between direct and indirect Western involvement in the conflict was disappearing.”

The chief of Mr Zelensky’s presidential staff, Andriy Yermak, said cryptically that the question of long-range weaponry and fighter jets had been resolved. Mr Zelensky said only that certain agreements had been made that were positive but not yet public.

The UK said no decision on providing jets in the long term had yet been made but it would provide training for Ukrainian pilots on the aircraft it already had.

Poland’s prime minister, Mateusz Morawiecki, said his country could only act “within the entire formation of Nato“, while Dutch Prime Minister Mark Rutte said the issue had to be discussed behind closed doors. European Parliament President Roberta Metsola called on EU states to consider Kyiv’s request for jets quickly.

In his speech to the Parliament in Brussels, Mr Zelensky repeatedly linked Ukraine to a European way of life. Ukraine has applied to join the EU and is urging the bloc’s leaders to throw its weight behind a swift course to accession, which usually takes many years.

Ukraine is going to be a member of the European Union,” he told MEPs. Together with Europe, he said Ukrainians were defending themselves against the “biggest anti-European force of the modern world.” That theme was repeated at the later summit with EU leaders, where he stressed that “Europe could not be free without a free Ukraine.

Court Rejects Suspension Bid Of Malawi’s Anti-Corruption Chief

A high court in Malawi has rejected a bid by the government to uphold the suspension of the head of  Anti-Corruption Bureau, ACB Martha Chizuma.

Ms. Chizuma was interdicted on grounds that she was facing criminal charges whereby she is accused of defaming some high-ranking government officials.

The alleged defamatory remarks are contained in a secretly recorded private conversation that she had with a person not employed by her office.

The president however said he would not sack her because he considered the recording and its circulation to be “corruption fighting back.”

Meanwhile, the secretary to the president and cabinet, Colleen Zamba, interdicted Ms. Chizuma late last week, but the directive was set aside by the court on Monday following an application by the Malawi Law Society.

Report says the government filed an urgent application to suspend the order that stopped Ms. Chizuma’s interdiction which the court has now rejected.

However, UK and US two of Malawi’s main donors have expressed “deep concern” with the government’s actions which they said undermined the credibility of the country’s fight against corruption.

Ms. Chizuma is seen as a committed anti-corruption crusader.

She has so far indicted the country’s Vice-President Saulos Chilima and several other high-profile individuals over corruption and has hinted there will be even more arrests. The vice president has denied any wrongdoing.

Military Recovers 6 AK47 Rifles in Southeast Nigeria

The Nigerian military and other security agents have recovered six AK47 rifles and three other local guns from the outlawed Indigenous People of Biafra/Eastern Security Network criminals in the Southeast, Nigeria.

The Director Defence Media Operations, Major General Musa Danmadami said this during the bi-weekly News briefing in Abuja, Nigeria’s capital saying that the briefing covered the period of 26th January to 9th February 2023.

General Danmadami said that “following the fire fight, troops also neutralised one terrorist and destroyed 10 motorcycles amongst others”.

According to him, in furtherance to this, troops carried operational activities in villages, forest, towns and cities of Anambra, Abia, Enugu and Imo States geared towards restoring peace and normalcy to the region.

Notably, troops raided an Indigenous People of Biafra/Eastern Security Network criminal in Ovuru community forest in Uzo-Uwanni Local Government Area of Enugu State and recovered one AK47 rifle, 5 rounds of 7.62mm special, one pump action gun, 31 rounds of cartridges, one locally made Improvised Explosive Device, one vehicle, battery, 2 solar panels, one wifi device and 3 hand held radios. Other items recovered are 2 radio chargers, 42 pairs of berets, 9 pairs of blue uniform trousers, 11 belts, 12 mobile phones, gunpowder and charms.

Subsequently, in a follow up operation to another camp at Iyoun and Agubeji communities of the same Local Government Area, the troops raided and arrested 3 Indigenous People of Biafra/Eastern Security Network criminals.

The Director also noted that ”troops responded to credible information on Indigenous People of Biafra/Eastern Security Network terrorist activities at County Primary School Amaruru in Ordu Local Government Area of Imo State and made contact with the terrorists.”

He said that the troops also recovered one AK47 rifle and destroyed the terrorist shrines including posters with inscription of ‘No ELECTION’.

Equally according to him, while on patrol along Road Eha – Amufu – nkalagu in Ishielu Local Government Area of Ebonyi State, troops arrested a suspected Indigenous People of Biafra/Eastern Security Network collaborator.

He said that “preliminary investigation revealed that the suspect was responsible for the recruitment and initiation of youth for the terrorist group as well as being a spy for the terrorists”.

Similarly, between 6 and 7 February 2023, the troops raided a suspected Indigenous People of Biafra/Eastern Security Network terrorist hideout in Nkalagu in Ishielu Local Government Area of Ebonyi State and Ugwuoba community in Oji River Local Government Area of Enugu State respectively.

According to him, during the operation troops arrested one suspected IPOB/ESN criminal informant.

Troops also recovered one AK47 rifle, one SMG, one teargas launcher, one locally made pistol, 20 rounds of 7.62mm special ammo, 11 AK47 magazine, 260 rounds of 223 Remington ammunitions, Nigerian police uniforms, combats boots, solar panels, 15 fragmental jackets and 2 vehicles”, he said.

Consequently, within the weeks under review, troops recovered 3 AK47 rifle, one Dane gun, one double barrel gun, one SMG, one tear gas launcher, 6 locally made pistol,  22 rounds of 7.62mm special ammo, 11 AK47 magazines, 260 rounds of 223 Remington ammunitions, one Trevor 21 rifle loaded with 23 rounds of 5.56mm ammo,11 expended cartridges, political banners, one vehicle, Nigerian police personnel uniforms, combat boots IPOB flyers , 3 motorcycles, and 2 mobile phones amongst others items. Troops equally neutralized 4 terrorists and arrested 9 terrorists. All recovered items and apprehended suspects have been handed over to the appropriate authority for further action.

The Director noted that troops of Operation AWATSE have sustained the fight against criminal elements in the South West zone of the country.

Notably, based on credible intelligence, troops conducted search operations to AJ Danpullo transport motorpark at Iddo in Lagos Mainland Local Government Area of Lagos State and arrested 1 suspected criminal who was to waybill some arms in his possession.

General Danmadami said that “troops recovered from the suspect, 1 hand grenade, 25 rounds of 12.7mm ammunition, 1 roll of wire alongside other items suspected to be used for Improvised Explosive Device”s.

Equally, troops raided some communities in Oshodi-Isolo Local Government Area of Lagos State and arrested 120 suspected drug peddlers.

According to him, troops recovered 1 locally fabricated pistol, 10kg of cannabis, 5 grains of methamphetamine, 3 Kg of tramadol, 8 mobile phones, assorted charms amongst other items.

All recovered items have been handed over to the appropriate authority.

The Military High Command has commended the troop’s efforts in the various theatres of operations across the nation.

It also acknowledged the Media for their partnership and continued cooperation with the military and other security agencies, in their quest to restore peace and security to the country.

North Korea Display Its Missile Production Muscle

Nuclear-armed North Korea showcased its missile production muscle during a nighttime parade, state media reported on Thursday, displaying more intercontinental ballistic missiles, ICBMs, than ever before and hinting at a new solid-fuel weapon.

The country has forged ahead with its ballistic missile programme, test-launching dozens of advanced missiles last year despite United Nations Security Council resolutions and sanctions.

This time, Kim Jong Un let North Korea’s expanding tactical and long-range missile forces speak for themselves,” said Leif-Eric Easley, a professor at Ewha University in Seoul. “The message Pyongyang wants to send internationally, demonstrating its capabilities to deter and coerce, will likely come in the form of solid-fuel missile tests and detonation of a miniaturised nuclear device.

Education Minister Orders Closure Of Universities For 2023 Elections

Nigeria’s Minister of Education, Mallam Adamu Adamu, has ordered the closure of universities across the nation for the 2023 presidential and governorship elections.

Adamu’s directive was conveyed in a letter signed by the Deputy Executive Secretary of the National Universities Commission, NUC, Mr Christopher Maiyaki, to vice chancellors of all Nigerian universities.

Maiyaki noted that the ministerial directive was in view of concerns expressed on the security of staff, students and properties of the respective institutions.

Adamu gave the directive after extensive consultations with the relevant security agencies, “that all Universities and Inter University Centres be shut down and academic activities be suspended between 22nd February and 14th March, 2023.”

“As Vice-Chancellors of all Universities and Directors/ Chief Executive of Inter University Centres are quite aware, the 2023 General Elections have been scheduled to hold on Saturday 25 February 2023, for the Presidential and National Assembly, and Saturday 11 March 2023 for Gubernatorial and State Assembly, respectively.

“In view of the foregoing concerns expressed on the security of staff, students and properties of our respective institutions, the Honourable Minister of Education, Mal. Adamu Adamu, following extensive consultations with the relevant security agencies, directed that all Universities and Inter University Centres be shut down and academic activities be suspended between 22nd February and 14th March, 2023.

“Consequently, Vice-Chancellors, as well as Directors/Chief Executives of inter-university centres, are by this Circular requested to shut down their respective Institutions from Wednesday 22 February 2023 to Tuesday 14 March 2023,” he said.

Canada Moves To Fix Healthcare System

The Canadian government has pledged nearly C$200bn ($149bn) in funding over 10 years to aid the country’s ailing healthcare system.

The funding was pitched as a generational fix for the system in an announcement on Tuesday.

For months, Canada’s hospitals have grappled with a lack of staff and lengthy wait times for care.

A few reports have since emerged of patients dying while awaiting treatment.

Canada’s healthcare system is funded by the taxpayer to offer free, universal access to necessary hospital and doctor visits for all citizens and permanent residents.

It is paid for using a mix of federal and provincial money, but administered at the local level. Around 25% of funding is from the federal government through the Canada Health Transfer.

Prime Minister, Justin Trudeau made the funding pitch to Canada’s provincial premiers, who have repeatedly pushed him to increase federal spending on healthcare.

Mr Trudeau, however, had said ‘‘he would not increase funding without strings attached.”

Following a meeting with the premiers on Tuesday, Mr Trudeau said that his government is “taking action today so Canadians can continue to have trust in our public system.

“This is a big country, built on big progressive ideas…Few are more central to who we are as Canadians than the promise of universal, publicly funded healthcare.”

His proposal includes a total of $196.1bn to be spent on healthcare over the course of a decade – $46.2bn of which is new money on top of what has already been budgeted.

The total amounts to around a 61% increase in the Canada Health Transfer to provinces over the next 10 years.

It is less than what Canada’s premiers wanted – they had asked Mr Trudeau for an annual top-up of $28bn.

Manitoba’s premier, Heather Stefanson, said she was “disappointed” with the amount. Ontario’s premier, Doug Ford, called it a “starting point.”

The premiers said they are now assessing the proposal.

Mr Trudeau said the money his government has put up is a “major investment in healthcare”, but he stressed that money alone would not fix the country’s faltering system.

He said he would also negotiate separate agreements with each province to address unique regional issues.

The government has also asked provinces for better healthcare data so they can assess the system’s performance better.

Healthcare has often been a point of pride in Canada, but, like many other countries, its system has grappled with mounting pressure since the Covid-19 pandemic, with growing wait times to access care.

In Nova Scotia, a 67-year-old woman had reportedly died after giving up on a seven-hour wait to see a doctor at a local hospital’s emergency department.

Patients have also been affected by a growing backlog for surgeries and diagnostic procedures.

According to World Bank data, Canada spends over 10% of its GDP on healthcare, about the same as the UK, compared with more than 16% for the US.

Its healthcare system ranks higher than the US, but lower than the UK and others in some international comparisons.
