Air Chief Charges Personnel to Remain Apolitical

As Nigerians prepare to go to the polls, the Chief of Air Staff (CAS), Air Marshal Oladayo Amao has charged personnel of the Nigerian Air Force (NAF) to remain apolitical throughout the elections.

The CAS gave the charge during his meeting with Branch Chiefs, Air Officers Commanding (AOCs), Commandants and units Commanders held at NAF Headquarters, Abuja.

Air Marshal Amao, urged the Commanders to sensitise NAF personnel on the Code of Conduct for Armed Forces of Nigeria during elections, while also reminding them to be apolitical, particularly now that the elections are close.

He added that the NAF will commence what he described as a realistic pre-induction training in all its units for personnel that would be deployed for election support duties.

He charged NAF Commanders to synergise with other security agencies within their Areas of Responsibilities towards organising joint inter-agency training in order to enhance the capacity of law-enforcement agencies in discharging their respective roles during the elections.

“NAF personnel are expected to work in synergy with other security agencies within their respective Areas of Responsibilities to ensure peaceful conduct of the forthcoming general elections”, he said

The CAS highlighted that part of NAF’s responsibilities to provide aid to civil authority, include assisting the Independent National Electoral Commission (INEC) in the airlift of election materials to various parts of the country.

Air Marshal Amao also charged field commanders in various theatres of operation across the country to sustain the tempo of operations and onslaught against terrorists.

According to him, going by recent happenings in the country, it has become imperative for personnel to avoid any actions or utterances that could tarnish the image of the Service.

While commending efforts of Commanders and personnel at various theatres of operations across the country, the CAS noted that the remarkable successes recorded so far against insurgency and terrorism was as a result of hard work, dedication and sacrifices.

Speaking further, the CAS disclosed that the NAF, in 2021 and 2022 alone, trained a total of 9,148 personnel locally and 786 personnel overseas cutting across all aircrew and ground specialties.

According to him, currently a total of 122 personnel are undergoing foreign training while 1,057 are on local training and more would be processed for training in the course of the year.

The CAS went further to state that NAF has developed a workable skill retention strategy to sustain excellence and quality by re-engaging selected highly skilled retired personnel in the scarce skills categories as instructors and mentors to pass on expertise and best practices to the junior ones.

Air Marshal Amao commended the unwavering support of the Federal Government to the NAF, noting that the Service have acquired new and modern platforms and expecting delivery of more within the year to boost its equipment holding.

This, he noted will go a long way in boosting NAF air power capabilities.

He thanked the AOCs and Commanders for their commitment to the NAF so far and spurred them not to rest in their oars towards fulfilling their obligation to the nation.

He however tasked them to resuscitate regimentation and military traditions in their respective military formations and ensure discipline among the personnel as it remains the hallmark of military profession.

Highlight of the meeting was the brief by AOCs, Commandants and Commanders. The CAS’ meeting with the top echelon of the NAF is strategically important to its operational effectiveness and efficiency as well as service delivery.

Supreme Court Suspends Deadline on old Naira Notes

 

The Supreme Court of Nigeria has restrained the Nigerian Government from continuing with the full implementation of the demonetisation policy.

Three States of Northern part of the country namely, Kaduna, Kogi and Zamfara, had in a motion ex-parte filed on February 3rd, prayed the Apex court to halt the Central Bank of Nigeria naira redesign policy.

A 7-man panel of the Supreme Court led by Justice John Okoro, in a unanimous ruling, granted an interim injunction restraining the Nigerian government, Central Bank of Nigeria CBN, commercial banks from implementing the February 10, deadline for the old 200, 500 and 1000 Naira notes to stop being a legal tender.

The court further held that the FG, CBN, commercial banks etc must not continue with the deadline pending the determination of a notice on notice in respect of the issue on February 15.

By the ruling, the old Naira notes continue to be legal tenders in Nigeria.

The plaintiffs also filed a motion for abridgement of time to five days from the date of service within which the defendant, the Attorney General of the Federation (AGF) could file a response to the suit.

The states added, in a supporting affidavit, that “contrary to the requirement for the naira redesign policy to be implemented within a reasonable time frame, the Federal Government of Nigeria has embarked on the policy within an unreasonable and unworkable time frame and this has adversely affected Nigerian citizens within Kaduna, Kogi and Zamfara states as well as their governments, especially as the newly redesigned naira notes are simply not available for use by the people as well as the state governments.

The supreme subsequently adjourned the matter to February 15 for determination.

 

Admissions and Matriculation Board cancels registration of 817 Candidates

The Joint Admissions and Matriculation Board (JAMB) says it has cancelled the registrations of 817 candidates in the 2023 Unified Tertiary Matriculation Examination (UTME).

Registrar of JAMB, Professor Is-haq Oloyede, who made this known on Tuesday after separate meetings with stakeholders, said the registrations were invalidated over identified infractions bordering on use of strange biometric fingerprints in the registration process.

While saying some registration officers in the affected 178 Computer Based Test (CBT) centres added one of their fingerprints to complete the registration process for the candidates, Oloyede, however, said the 817 students would be given another opportunity to re-register for the exam with the centres bearing the cost.

According to the Jamb Registrar, “For the students who allowed other people to add their fingers to their registration procedure. We found that some of them were only naïve, because you will hear them saying my finger was hot and the man added his own. And you allowed him to add his own? 

“Some of them did it deliberately for impersonation but we can’t identify those who are genuine from those who are not genuine. We will cancel all of them. All the registrations and we will ask them to re-register.

“The centres involved, we have just met with them, and they all confessed, nobody is disputing it, even students that were telling lies, they know we have the technology that won’t allow any lie to be accommodated.

“On their own (CBT owners), they suggested the solution. We will cancel the registrations of those people concerned and we will send a message to them to go back to the very centres where they were registered and the CBT centres will pay to the board the cost of registration of the candidates.”

The JAMB boss revealed that allowing a registration officer or any other person to add his or her finger during capturing of a candidate’s biometric data can bring about impersonation in the exam as well as give such ‘strange’ persons access to change vital details including exam centre.

“By adding his or her finger to your registration, it means he or her can change all your particulars when you are not there. You know your finger is what is used to identify you. The person can change your examination centre like say from Lagos to Ibadan, and on the exam day you won’t be able to write the exam. 

“That is why we put in place a device that will throw up any strange finger that is not yours and that is why we were able to identify them. 

Speaking on the recent suspension of five CBT Centres for selling UTME registration pins above the stipulated price, the JAMB boss said four of the five have been let off the hook.

He however, said the excess payment would be refunded by the affected CBT centres  to the Federal Competition and Consumer Protection Commission (FCCPC) for necessary action.

“Those who sold our pins to candidates beyond the approved limit, we have decided to lift the ban on four of the five after they have explained, and they have given us an apology and they have explained what happened.

“One didn’t not come so we are not lifting the suspension. The four of them, one of them that came, we are still doing investigation (on the centre)

“As for those who overcharged, all the candidates who overpaid we are compiling the list. The overpayment will be paid by those vendors and those institutions to the Federal Competition and Consumer Protection Commission. 

Refund & Law

The Jamb Registrar stated that money will be refunded by the Computer Based Centers found guilty of the finger print infraction through the Federal Competition and Consumer Protection Commission to the federal government.

“They will pay the money to them and the law will determine what to do because I don’t believe the money should go back to the candidates, because if you can pay N3,000, N5,000, N6,000 above the cost, you do not deserve any sympathy. I believe the money should not go back to them because we told them not to pay but now that they have paid we will recover the money and pay it to the appropriate government agency because if we retain it, they will say JAMB is looking for money, we are not looking for dirty money, we will therefore return the money to the Federal Competition and Consumer Protection Commission, so as decides by the law, they can even take it to a charity home and give it to those in need, Prof. Oloyede said.

 

We Are ready To Conduct 2023 Election -INEC

Nigeria’s electoral body, the Independent National Electoral commission (INEC) says it is ready and will conduct the 2023 general election as scheduled.

Chairman of INEC, Professor Mahmood Yakubu gave the assurance on Wednesday in an interview with State House Correspondents, soon after he briefed the Federal Executive Council on level of preparedness for the conduct of election.

He identified scarcity of petroleum products and the new currency as major challenges confronting INEC but solutions are already in sight.

He said: “We took members of the Council through all the preparations that we have put in place for the election and the few challenges that we are facing and the steps we have taken to address them.

“The first one is the availability of petroleum products. We had a meeting with the National Union of Road Transport Workers and they raised that as an issue of concern. Immediately after that meeting, we interfaced with the leadership of the Nigeria National Petroleum Company Ltd (NNPC).

“Right now there is a technical committee working; the idea is for them to avail us the use of their over 900 land mega as well as floating mega stations nationwide for the purpose of stocking products to ensure that the Commission doesn’t suffer any encumbrances in movement of personnel and materials for the election.

“The second one is the currency issue and again we had an engagement yesterday with the Governor of the Central Bank of Nigeria and he assured us that the Commission will not suffer any encumbrances on that front. Fortunately for us, all our accounts, national and state are held by the apex bank. So, we raised those challenges and we have found solutions to those challenges so be rest assured that the elections are going to be held as scheduled; on the 25th of February for National and on the 11th of March for the State election. “

The INEC Chairman said the briefing he gave the Federal Executive Council was a usual practice associated with general election.

He also said he will again brief the Council of State on Friday, February 10, 2023.

Voice of Nigeria’s Correspondent reports that before Yakubu briefed council members,
a minute silence was observed in honour of Air Commodore Dan Suleiman (retd), former minister of special duties under General Yakubu Gowon.

He was a member of General Murtala Muhammed’s supreme military council in Nigeria between July 1975 and March 1976, and was military governor of Plateau State from March 1976 to July 1978 after it had been created from part of the old Benue Plateau State.

Tunisia sends aid to quake-hit Turkey, Syria

Tunisia has joined the long list of countries that are sending aide to the quake-hit Turkey and Syria.

President Kais Saied had ordered “humanitarian aid” for countries, including over 15 tonnes of blankets and food, after they were hit on Monday by a 7.8 magnitude earthquake, which killed and injured thousands of people.

Dozens of nations including the United States, China and the Gulf States have pledged to help, and search teams as well as relief supplies have begun to arrive by air.

A winter storm has compounded the misery by rendering many roads, some of them damaged by the quake almost impassable, resulting in traffic jams that stretch for kilometres in some regions.

Turkish President Recep Tayyip Erdogan has “declared a three-month state of emergency in 10 southeastern provinces”.

The World Health Organisation has warned that up to 23 million people could be affected by the massive earthquake and urged nations to rush help to the disaster zone.

Bida Basin Exploration: Niger State Seeks Government Intervention

Governor Abubakar Sani Bello of Niger State, North Central Nigeria, has called on the Nigerian National Petroleum Company Limited (NNPCL) to explore all avenues at its disposal to ensure the exploration of the oil potentials of the Bida Basin in the State.

 

Governor Sani Bello said this when he paid courtesy visit to the Group Chief Executive Officer (GCEO) of NNPC, Mele Kyari in Abuja.

 

He appreciated the NNPC for the work carried out in the Bida Basin Frontier in the past, adding that the Company should commence work since crude oil is beinf discovered in most northern parts of the country.

 

“I know the work you have done in Bida Basin, we have discussed in the past I know you are making all efforts to explore the potentials in Bida Basin,” he said.

 

The Governor in a statement by Mary Noel Berje his Spokesperson, commended the NNPC for the activities they have been carrying out, especially in the area of infrastructure.

 

“The NNPC has played an important role in the development of the Ibrahim Babangida Badamasi University, Lapai, and also the construction of a hospital in Minna the State Capital,” added Gov Sani Bello.

The NNPC Group Chief Executive Officer Mallam Mele Kyari, noted that Niger State occupies an important position, pointing out that aside housing two of its strategic depots, most of the company’s pipelines passed through the state.

 

Kyari added that the possibility of finding crude oil in the state was positive, saying they will explore, using the best technology.

 

“We are re-validating the data, conducting some other ecological application that will help us in making sure we get oil in Niger State.

 

“But take it from the geological setting, we believed very strongly that there is the prospect of oil in Niger State”, he said.

 

The NNPC boss said that all they were doing for the state is an obligation as the company belongs to Nigerians.

 

Governor Abubakar Sani Bello was accompanied by the Chairman, Niger State Traditional Council of Chiefs, Etsu Nupe, Alh. Yahaya Abubakar, Estu Agaie, Alh. 2023 elections will be rancor-free – NSA

The National Security Adviser (NSA) to the President, retired Maj.-Gen. Babagana Monguno, has assured Nigerians that the 2023 general election would be conducted in an atmosphere devoid of rancor.

Monguno gave the assurance during his meeting with the Independent National Electoral Commission (INEC) and leadership of security agencies in the country.

He advised Nigerians to dispel any form of misinformation, fake news and fear on the conduct of 2023 general elections, saying the election would be conducted under a peaceful atmosphere.

Monguno said that the meeting was to look at certain issues that dominated both the political and economic spaces in the country in the last couple of weeks, leading to apprehensions, agitation, fear and uncertainty with regards to the general election.

We are all aware of the current situation in the country. There is a need for me to reassure citizens of this country that whatever fears, whatever agitations we have I would want to dispel such feelings.

“The 2023 elections will go on in a climate devoid and bereft of rancor. The security agencies have done a lot in the last couple of months to put things in place,” he assured.

Monguno added that the security agencies were sure of the measures they had put in place.

We are not in anyway in doubt what the situation of the country is but we need to let the entire country know that agents of bad news are peddling all kinds of stories around.

“We see these on social media and hear things on many platforms. If these are intended to scare people, I want to dispel such illusions.
“Everybody that is concerned in carrying out his legitimate undertaking, casting his or her vote will do so in a secured atmosphere.

“It is very important that Nigerians are not pushed to the limit where they will abandon their number one responsibility as citizens.

“I have confidence in the work of security agencies had been doing.
“The Nigeria Police Force is a lead agency and has assured all of us repeatedly during our meeting and engagement and I know all the security agencies are up to the task,” he added.

Monguno said that the remaining days to the election would be used to intensify efforts among security agencies for election security.

On his part, the Chief of Defense Staff, Gen. Lucky Irabor, restated the commitment of the armed forces to work with the Police and other security agencies to ensure that INEC conducts the 2023 general election without hitches.

I believe that this meeting today couldn’t have come at a better time to look at what we have done thus far. What gaps do exist and how we can close it,” Irabor said.

The Inspector General of Police, Usman Baba, also assured members of the public that the police, in collaboration with other security agencies, are fully prepared for 2023 general elections.

Baba pledged that the security personnel would provide a level-playing ground for Nigerians to exercise their franchise.

We are aware of the situation in Nigeria in terms of crime and criminality, and in terms of the general situation, particularly in the south East.

“We are prepared to checkmate the activities of those who do not even want the election to take place and also provide a level-playing ground for those who are willing to exercise the franchise to do so,” Baba said.

In his remarks, INEC Chairman, Prof. Mahmud Yakubu, welcomed the assurances from security agencies for the peaceful conduct of the 2023 general elections.

Yakubu said that INEC looks forward to the comprehensive plan for the deployment of security personnel to their various duty posts.

This arrangement has been done in the past and has greatly facilitated rapid response to situations that may arise in the field either on Election Day or during the collation of results.”

Yakubu noted that for INEC, its preparation for the election had gone far as most of the sensitive and non-sensitive materials were already in the various locations nationwide.

Training of all categories of ad hoc staff will soon take place and election technology has been tested, mock accreditation conducted and configuration underway.

“The movement of personnel and materials has been worked out with the land and maritime transport unions.

“Facilities destroyed in recent attacks have either been repaired already or are being repaired.

“Where the damage is extensive, alternative facilities have been secured while materials lost will be replaced.”

He said that INEC had also engaged other critical national institutions such as the Nigerian National Petroleum Company Limited (NNPCL) and the Central Bank of Nigeria (CBN) with regard to the adequate supply of petroleum products and the arrangement to pay for critical services without any encumbrances.

We are glad that additional security has been deployed to our facilities nationwide.

“We also note the increasing tempo of activities in many troubled spots nationwide.

“We are confident that these actions will further reassure voters, our personnel, service providers and stakeholders of their safety during elections and of a free, fair and peaceful process,” Yakubu said.

Senegalese civil group files complaint over Covid funds

A group of Senegalese organizations from the civil society and citizens filed 6th February a complaint with the Dakar court to ask the courts to take up the Covid-19 mismanagement case.

The audit of the Court, Accounts of Senegal studied the expenditures made in 2020 and 2021 on the “Response Fund against the effects of Covid-19”.

The budget amounted to more than 740 billion CFA francs (more than 1.1 billion euros), financed by donors and the state, according to this report published on the website of the audit institution attached to the Presidency.

“The total amount of expenditures (made by various ministries and) not related to covid-19 amounts to 19,727,096,727 CFA francs” (about 30 million euros), the document revealed.

According to RFI journalists, the complaint demanding the opening of a judicial investigation targeting the people mentioned in the report of the Court of Auditors.

The complaint will be filed with the public prosecutor and the “Sunu’y milliards du ress” collective invites citizens to file the same complaint individually.

In Togo, the Court of Accounts published on late January its report following the audit of the management of state Covid.

The COVID-19 Response and Solidarity Fund (FRSC) was endowed with 400 billion CFA francs, which can to be used over several years.

It is distributed as follows: health response (110 billion); resilience (110 billion) and economic recovery (180 billion).

The bodies which were audited are ministerial departments which received, resources from the FRSC and used them to implement expenditures for the response, resilience or economic and social response, resilience or economic and social measures.

Among irregulars the Court of Accounts found that some hotels and hostels that were to be requisitioned by the tourism minister in order to house Covid-positive patients had been shortlisted by prefects.

On the ground, these structures are either hostels, villas -belonging to local officials- and dwellings, camps, lodges, reception centers with some unsuitable for proper accommodation.

The report also noted that “almost all transactions” for the provision of funds and the payment of expenditures under the FRSC were made in cash, regardless of the amount, which sometimes run into hundreds of millions of CFA francs, in contravention of the regulatory payment methods that limit such payments to 100,000 CFA francs.

In addition to that, “remuneration with no legal ground” was paid to committee members and certain so-called support staff.

“The individual monthly amounts of these bonuses allocated to both civilian and military personnel vary from 50,000 CFA francs to 1,100,000 CFA francs”, the report reads. Adding no “indication of the basis for these variations” was provided.

According to the Institute for Security Studies (ISS), widespread corruption during the pandemic further worsened the effect of COVID-19 on Africa’s economy.

Ghana to close IMF deal in March

Ghana is optimistic about concluding the ongoing negotiations with the International Monetary Fund (IMF) to get the support of the fund by March.

According to local news reports, the issues surrounding the domestic debt exchange programme, one of the requirements, has been “virtually concluded”, paving the way for the country to go the full hog.

President Nana Addo Dankwa Akufo-Addo gave this assurance when he held discussions with the visiting German Federal Minister of Finance, Christian Lindner at the Jubilee House in Accra.

He said the main concerns of the government include the process of concluding talks with the IMF, as well as the specific assistance that would help Ghana fast-track the process of its economic recovery.

“We are now looking towards going the full hog and concluding the agreement. We’re hoping that will be done by the middle of March,” President Akufo-Addo said in a report by graphic online.

Germany’s Finance Minister was in Ghana for bilateral talks with the government and the business communities and also to assure Ghana of Germany’s support to help Ghana get out of its current economic challenges.

Mr Lindner said the delegation was in the country because although they saw economic challenges in Ghana, they believed they could be turned into opportunities for bilateral trade.

After months of speculation, Ghana, on 1st July, 2022, announced that it was going to the IMF to seek support.

Subsequently, the government, in December 2022, reached a staff-level agreement with the fund as part of processes leading to a bailout.

President Akufo-Addo welcomed the pledge by Germany to help the country overcome its current economic challenges and appealed to the German government to lend its support in that direction.

VP Commends NLC For It’s Pan-Nigerian Institutional Role

The Nigeria Labour Congress, NLC has been described as a veritable Pan-Nigeria institution which must not be lost.

Nigeria’s Vice President, Professor Yemi Osinbajo made the assertion on Tuesday while addressing delegates and other dignitaries at the opening of the two day thirteenth quadrennial Delegates’ conference of the Nigeria Labour Congress NLC, holding in Abuja, Nigeria’s capital.

According to the Vice President, the NLC is a representative of Nigerians across ethnic, religious and gender lines, which made it imperative for it to uphold it’s fundamental role as a respected pan-Nigerian institution.

He said that the theme of the conference “Building People’s Power, national Unity and the Quest for a New Social Contract”, could not have come at a better time than now when the nation and her people were set for another round of a general election in the country.

Professor Osinbajo challenged the NLC to stand up to its role of mobilising both the Independent National Electoral Commission and Nigerians to deliver an election that would stand the test of time despite the many differences facing the nation today.

“… the Congress and other pan-Nigerian organizations are far more representative of the needs experience of our people than the one dimensional group that tends to define us narrowly as members of ethnic communities or members of faiths or creeds.

“Indeed, those who hold on pathologically to our differences as a show greed for defining our national condition are missing the evolving realities on the ground.

“The fact is that despite the physic-rectory of the Garman lodge and the utterances of those who profit from its armory, Nigerians do not hate each other; everyday, millions of Nigerians, unite by common causes, problems and issues form trenches, form friendships and partner to do businesses …”, said the Vice President of Nigeria.

Professor Osinbajo emphasied that Nigeria’s diversity has never been a problem but rather a strength.

Lingering hardship

Welcoming the guests, out going President of NLC, Ayuba Wabba, called on the Nigerian Government to as a matter of urgency to address what he called the lingering hardship brought on Nigerans by the new naira design policy of the government.

He said that many Nigerians could neither buy nor sell for inavailability of new notes and inaccessibility of the old ones, blaming the development on poor implementation of the policy.

“What we are witnessing in Nigeria presently is that you have your money in the bank, yet you cannot access it because your bank cannot give it to you.

“In other climes, when there a new currency design policy,  the old note remains a legal tender side by side the new notes until the last old note enters the bank, but our case is different…”Wabba said.

He said that Nigeria’s leadership must recognise and accept that the nation’s economy is rural in nature saying that this must be taken into consideration while considering any financial policy.

Minister of Labour and employment, Dr Chris Ngige in his intervention, said that considering social contracts  called for the acknowledgment that  “we are living in a changing world of work characterised by technological transformation  that have grown amongst other things, new forms of work and trade which hitherto not factored into our traditional mode of employment relationships.

“We now have teleworkers, IT and APP based employment – recently I registered the Amalgamated Union of App-Based Transport Workers of Nigeria (AUATWON) as a Trade Union”.

He said he expects such new trades to continue to emerge saying that change is continuous.

Areas of commendation

While commendating the out going leadership of the NLC under its President, Ayuba Wabba,  Ngige noted three areas of commendation.

“They were courageously and audibly the “voice” of the people during the National Minimum Wage (NMW) Negotiation which gave rise to the National Minimum Wage Act 2019 by which the NMW was reviewed.

“Also, the out flowing Consequential Adjustment for ALL Public Servants was achieved by them. Furthermore, flowing from the NMW negotiations, the cheery news is that the old Act has been upgraded to reflect and conform to the changing world of work to eschew decent work deficit and any form of unfair labour practices; for instance, the NMW review has a 5 – year duration that will be adhered to by stakeholders, workers can now approach the National Industrial Court of Nigeria (NICN) for enforcement of their rights to receive the NMW.

“The NLC leadership took Nigeria workers whom they are representing to the Governing Body of the ILO and the outgoing President of the NLC, Comrade Ayuba Wabba attained the height of his trade union career and became the President of the International Trade Union Confederation (ITUC) – the Nigerian workers were really represented adequately….”, Ngige said.

For the first time in the over forty years of the NLC, this is one Delegates’ Conference that all the contestants will be returned unopposed, a feat the outgoing NLC President has described as unprecedented.
