2023 Elections: NSCDC Charges Officers To Be Apolitical

The Commandant of the Nigeria Security and Civil Defence Corps (NSCDC) Anambra State Command Mr Isidore Chikere has charged his officers to be extremely apolitical, avoid high-handedness, treat all electorates with fairness and respect their fundamental human rights before, during and after the 2023 general elections.

Mr Chikere made the statement during his opening remark at the commencement of training for its officers and men in ensuring free, fair and credible polls in the forthcoming elections.

He admonished the officers to be firm, and exhibit professionalism in discharging their duties by ensuring that voters, candidates, poll workers, observers, and other actors involved in an election experience the process free from fear or harm in addition to protecting both INEC sensitive and non-sensitive election materials.

The Commandant reiterated the commitment of the Commandant General of NSCDC, Dr Ahmed Abubakar Audi to sustaining the core values of democracy in the country through fair, free and credible elections.

According to him, since the atmosphere is usually politically charged, the Command has also continued its statutory sensitizations and lectures for its officers and men to be well informed and conversant with their duties to the members of the public, most importantly during the elections.

The state NSCDC boss further tasked the Area Commanders as well as Divisional Officers (DOs) to cascade the lecture and training to their respective personnel and strictly adhere to the security agency’s code of conduct while also helping to protect and preserve democracy.

Meanwhile, with the appropriate mechanism already in place, the command is using this medium to appeal to the general public to stay clear of any acts capable of causing a breach of peace and other laws of the federation as enshrined in the constitution, with a warning that those caught will be made to face the consequences of their actions.

The training which drew participants from the Command’s Management Team, Area Commanders, Divisional Officers and Operational Staff of the Command held at the Command Headquarters Awka, Anambra state is aimed at equipping personnel on the complexness of election conduct, general knowledge of what constitutes electoral offences, and strategies to defeat those who plan to constitute a clog in the wheel of the electoral progress of the country.

Tinubu Calls For Calm On Naira Notes Scarcity

The All Progressives Congress, APC Presidential Candidate, Mr. Bola Tinubu has called on Nigerians to be calm co learning the scarcity of the new naira note.

He asked the Central Bank of Nigeria, CBN not to be “dogmatic” in the deadline fixed for the old Naira notes to stop being legal tender.

In a press statement signed by the APC Presidential Campaign Council Director of Media & Publicity, Bayo Onanuga, Mr Tinubu stated this while speaking in Abuja.

According to Mr. Tinubu, the masses are the ones suffering from the unintended consequence of the CBN demonetisation policy.

While appealing to Nigerians to stay calm, the APC Presidential Candidate further urged citizens to Nigerians to shun all acts that may destabilise the country in the face of the new naira and fuel scarcity that the country is facing.

He commended the Nigerian National Petroleum Company Limited for the fuel supply relief being enjoyed in the Federal Capital Territory and urged the company to step up its act to bring relief round the country.

The APC Presidential Candidate promised to unite the country and improve the economy and security if elected.

“This is a challenging period in the life of our country when our people are made to stay on the line for hours to get fuel and even get their own money from the banks.

“I empathise with Nigerians across the country especially the poor masses who have been made to bear the brunt and pains of the CBN Naira policy and fuel scarcity the most.

“While government continues to work to solve these problems, let’s stay calm, maintain the peace and continue to shun and avoid any act capable of causing civil unrest and disharmony.

“What the opposition and enemies of democracy want is to create a state of national siege and tension that can disrupt the coming general elections and create an atmosphere of strife in our country.

“We must say no to them. We must be resolute and stand firm to protect our democracy by ensuring we hold our elections in a peaceful and orderly manner.

African Leaders Send Condolences To Turkey, Syria

African leaders are expressing condolences and solidarity with Türkiye and Syria after a 7.8 magnitude earthquake hit parts of the two countries Monday.

They included the presidents of Ethiopia, South Africa, Nigeria, Senegal, Somalia, Burundi, and Gambia. Also, the AU chairperson, Moussa Faki-Mahamat in a tweet welcomed the “global outpouring of support and solidarity.”

Their condolences come as dozens of nations and organizations offered to help with rescue efforts in southern Turkey and northern Syria after Monday’s earthquakes that have already killed over 5000 people.

Humanitarian aid
Report says as part of aid from Africa, Algeria sent an 89-member civil protection team to Turkey and an 85-member one to Syria to help in the rescue efforts, along with 210 tonnes of humanitarian aid for both countries.

According to reports, President Kais Saied of Tunisia on his part ordered “humanitarian aid” for both Turkey and Syria, including 14 tonnes of blankets and food. Saied also appealed for volunteer medics to be flown out on Tunisian military aircraft, officials said.

Meanwhile, the EU has also mobilized rapidly.

It says more than 30 search and rescue or medical teams are on their way to Turkey (Must have arrived). This would mean more than 1,200 rescue workers heading to the affected areas and 70 detection dogs.

Russian President Vladimir Putin also said he was sending rescue workers to both countries after talks with his counterparts Recep Tayyip Erdoğan and Bashar al-Assad.

The United States, meanwhile, said it was “committed” to helping people “on both sides” of the Turkish-Syrian border, but Washington ruled out dealing directly with the Syrian government.

Ghana cancels MTN’s $665m fine

Ghana Revenue Authority has withdrawn its $665m tax fine against MTN Ghana. This was disclosed in a statement published on the Johannesburg Stock Exchange news service. In January, the GRA issued a notice of tax liability to Scancom PLC (MTN Ghana) for $665m, including penalties and interest charges.

At the time, the GRA accused MTN of underreporting its revenue in Ghana by about 30 percent from 2014 to 2018.

It said it was auditing the company for the years 2014 to 2018.

According to MTN, the tax assessment was dropped after extensive discussions between MTN Ghana, MTN, and relevant authorities in Ghana.

The statement read, “MTN shareholders are referred to the announcement dated 13th January 2023 relating to the notice of assessment of tax liability (the assessment) issued by the GRA to Scancom PLC (MTN Ghana or the company).

“The Assessment was for approximately GHS8.2bn (roughly $665m at current exchange rates), including penalties and interest charges. At the time, the assessment was temporarily withdrawn to provide a 21-day timeline to allow for further engagements. Shareholders are advised that following extensive and productive discussions held during these 21 days among MTN Ghana, MTN, and relevant authorities in Ghana, the GRA has on 03 February 2023 fully withdrawn the assessment.

“MTN would like to further assure shareholders and other stakeholders of MTN Ghana’s commitment to the highest standards of tax compliance and responsible corporate citizenship.”

The firm added that it remained confident in Ghana’s economy and maintained its planned investment and developmental initiatives in the country.

Gombe State Residents Benefit from 60,000 Empowerment Products

The Gombe State Governor Muhammadu Yahaya has presented over 60,000 empowerment items to 2000 beneficiaries.

The gesture is part of Governor Yahaya administration’s broader goal of addressing the human capital deficit in the State.

The beneficiaries consist of 200 tea and noodles sellers, 200 rice cake sellers, 200, bean cake sellers and 200 Soya Beans cake sellers and 200 people with special needs.

Another 500 members of the Sickle Cell Group, as well as members of the Nigerian Automatic Technician Association, NATA and Gombe Automobile and Allied Technicians Association of Nigeria GATAN, are among the beneficiaries.

Flagging off the Phase II of the empowerment programme, in Gombe, Governor Yahaya said his administration placed a high priority on human capital development, because of the central role it was playing in the overall development of the society.

He said, “My administration is determined to continue taking holistic development steps to improve the lives of the people by creating employment and income-generating opportunities.”

The Governor said, “the 2000 beneficiaries in the second phase of the empowerment programme were selected from across five categories of small business, trade and artisan and associations.”

Today, we are supporting a total of 2000 traders, mostly women,” he said.

Governor Yahaya said his administration had touched the lives of over 10,000 citizens across the state, projecting that more than 100,000 citizens would indirectly benefit from the direct multicultural interventions.

He said; “Through the collective multiplier effects of these interventions, more than 100,000 citizens will indirectly benefit from these programmes.”

The Governor unveiled the plan to empower additional 25 associations while urging the beneficiaries to make good use of the items and consider the gesture as an opportunity to achieve financial independence and help their families, contemporaries and the larger society.

Call to vote APC

Governor Yahaya called on the people to vote for the All Progressives Congress in the forthcoming elections for sustainable development and long-term prosperity.

Meanwhile, the Governor’s wife, Dr Asma’u Yahaya, thanked her husband for creating pro-women policies and programmes aimed at addressing the plight of vulnerable groups, through meaningful intervention to make them self-reliant.

Thank you, your Excellency, for accepting to share the beneficiaries of today’s programme 50/50 between men and women as it has never happened in any of the previous administrations in the state,” she noted.

Dr Yahaya urged the beneficiaries to use the items for the intended purpose.

“Please I beg you, do not sell out any of the items that will be given to you. They are meant to support you and your families,” she said.

The Special Adviser to the Governor on Human Capital Development, Mr Sani Haruna, commended him for providing formidable platforms for the training of youths, women and other vulnerable groups.

He explained that the second phase of the empowerment programme was a consolidation of the ongoing human capital development initiatives, stressing that all the programmes would be run concurrently.

Over 60, 000 items distributed were sugar packs, packs of noodles, crates of eggs, takeaway packs, gas cylinders, rice, frying pans, beans, soya beans, flour, cooking oil, mechanical sets, Drugs for people living with Sickle Cell Anemia, among others.

Responding to the gesture, some of the beneficiaries, the Chairman, of the National Association of Blinds Gombe State chapter,  Dr Ishiyaku Adamu, Chairman of Sickle Cell Club, Ibrahim Musa, Secretary of Tea and Noodles Sellers Association, Abdu Gadam and other representatives, commended the Governor’s vision in empowering the less privileged and the vulnerable groups of the society.

Counter-Insurgency: Government Inaugurates Panel To Probe Rights Violations

The Nigerian government has inaugurated a special independent investigative panel to probe alleged cases of human rights violations in counter-insurgency operations in the North East.

The National Human Rights Commission in Nigeria inaugurated the eight-man panel headed by a retired Supreme Court Justice, Abdu Aboki in Abuja, Nigeria’s capital.

Inaugurating the panel, the Executive Secretary of the commission and a senior advocate of Nigeria, SAN, Mr Anthony Ojukwu charged members of the panel to investigate allegations of gross violations of national and international human rights laws alleged to have been committed by the Nigerian Armed Forces during the counter-insurgency operations in the North East of the country.

Ojukwu also tasked the panel to receive a memorandum from individuals and organizations with an interest in the subject matter as well as security and humanitarian organizations working in the Northeast.

The human rights boss told the panel to determine the damages or compensation payable for any violation of human rights where it deems this necessary in the circumstances of the case.

Ojukwu while quoting section 5(j) of the commission act 2010, tasked the panel, to “make appropriate determinations as to the culpability of individuals or institutions as may be deemed necessary in each circumstance.

“Refer any matter of human rights violations requiring prosecution to the Attorney General of the Federation or of a State, as the case may be. (Section 5(p) of the NHRC Act, 2010)”

Fairness and equity

The Chairman of the Special Independent Investigative Panel on Human Rights Violations on Counter-Insurgency Operations in North-East Nigeria (SIIP North East), retired supreme court Justice Abdu Aboki JSC said the committee will be resolute to investigate all allegations of human rights abuses during the counter-insurgency operations.

He promised that the panel will be fair to all persons who appeared before it either as victims, witnesses, respondents or counsel.

Justice Aboki emphasized that the panel will abide by the rules of natural justice in every aspect.

The Retired Supreme Court Justice Abdu Aboki said, “the panel will strive to do justice devoid of any technicality.”

The Members of the Special Independent Investigative panel on rights violations in counter-insurgency operations were drawn from major professional bodies in Nigeria.

In December 2022, an International media outfit, Reuters published a report alleging violations of human rights by the military in operations in the North East.

The Nigerian Armed Forces had also approached the National Human Rights Commission urging it to launch an investigation into the allegations.

Zambia Rearrests Croatians Accused Of Child Trafficking

The authorities in Zambia have rearrested eight Croatian nationals accused of child trafficking.

This comes a day after the state prosecutors dropped all the charges.

Chief Resident Magistrate, Dominic Makalicha had said that the case against the four women and four men had only been discontinued and was not an acquittal.

Meanwhile, the Croatian nationals’ lawyer as well as the Zambia Department of Immigration’s public relations officer, Namati Nshinka, confirmed the four couples had been detained.

“I can confirm the eight Croatians have been re-arrested. We received instructions from the National Prosecution Authority, NPA to rearrest,” Mr. Nshinka said.

Report says the eight were arrested last year after allegedly checking in to a lodge in northern Ndola town, but on the third day, workers there noticed they had children.

The couple said they had adopted the children from neighbouring Democratic Republic of Congo.

The Zambian authorities had earlier said that they were working with the relevant bodies in DR Congo to investigate the matter.

Anambra State Signs MOU With Real Estate Developers

The Anambra State government on Tuesday, signed a Memorandum of Understanding (MOU) with seven real estate developers to assist in transforming the state capital to a smart mega city.

The Managing Director, State Investment Promotion and Protection Agency (ANSIPPA), Mark Okoye and Commissioner for Lands, Prof. Offornze Amucheazi signed the pact on behalf of the government.

Okoye said the pact was in line with Governor Soludo’s vision of building a smart mega city and transforming the investment and economic landscape of the state.

He said the firms were selected after the rigorous screening of several companies in quality and timely delivery.

The Governor’s brief to us is to reach out, engage and work with the private sector to attract investment for the state. For the last four months, we’ve screened over 60 real estate proposals with detailed analysis.

“The Governor who is passionate about quality products with an agenda for deadline insisted on a three-year deadline as long as the firms are competent to deliver quality jobs,” he said.

Quality delivery 

On his part, the Commissioner for Lands, Prof. Offornze Amucheazi expressed excitement over the calibre of firms chosen for the project, assuring of government’s continued support.

We had altogether 72 proposals; but after going through them, seven of you were successful. The place you’re developing is unique and we’re expecting nothing less considering your pedigree.

The ANSIPPA MD and I are coming from the private sector and we’re working for a government where things are done entirely differently. We’ll continue to monitor the project until completion as we look towards a harmonious relationship,” he said.

One of the estate developers, Rainbow Heritage Projects Services limited (RHPS), pledged its readiness to create a reference point for infrastructure development in the state.

The Managing Director, Biedima Oliver said, “We appreciate housing challenges as a national issue. We’ve identified Anambra as a critical state for such intervention.

“As real estate developers, we plan to change the state landscape and to find solutions to erosion menace and other development issues in the state.

“We’re going to be working on 110 hectares of 1000 units, focusing on medium and high-income earners for now. We intend to create a functional estate that provides a certain level of ambience, entertainment and tourism for people to feel at home.

“We’ll ensure people don’t break the bank to pay for the facilities. Our strategy is to strike a balance between the middle, high and low with a strong commercial backbone.”

APC Governorship Candidate To Establish Cement Factory in Ebonyi State

The Gubernatorial Candidate of All Progressive Congress APC in Ebonyi State Southeast Nigeria, Mr. Francis Nwifuru has promised to establish a cement factory in the State to reduce Youth unemployment.
The Cement Factory will produce one metric ton of Cement per Hour. Nwifuru said most Ebonyi Youths will be employed in the factory and as such will drastically reduce unemployment among the Youths who are willing to work.
“We have the raw materials here in Ebonyi Local Government Area. The limestone lies from Edomia Ishieke to Achara village in Agbaja Community in Izzi Local Government Area”. Nwifuru said.
Infrastructure
The APC Gubernatorial Candidate also promised to start massive infrastructural development with effect from June, 2023 if he got voted into power to become the Governor.
“Engr David Umahi has done well in the State and am going to consolidate on his giant strides and do more”. He added.
The State APC Chairman, Mr Stanley Okoroemegha warned people who are responsible for destruction of APC’s billboards to stop it or face the wrath of the law.

VP Osinbajo Highlights Administration’s Infrastructural Successes

The President Buhari’s administration under the ruling All Progressives Congress (APC) has not only invested heavily in infrastructure development, it has also laid the foundations of commitment to social protection and welfare of citizens, particularly the poor and most vulnerable.

Nigeria’s Vice President, Professor Osinbajo stated this on Tuesday, in his speech at the National Delegates’ Conference of the Nigeria Labour Congress (NLC) in Abuja, where he was Special Guest of Honour.

Speaking on the theme of this year’s conference, “Building People Power, National Unity and the Quest for a New Social Contract,” Professor Osinbajo noted that when all Nigerians, especially its political elites, begin to see the country’s diversity as an asset, rather than a tool for division, its socio-economic and cultural capital can be further deepened.

Noting some of the achievements of the APC government under President Muhammadu Buhari, the Vice President stated that the “administration’s heavy investments in transportation infrastructure – road, rail, sea and river ports – which reduce the distances between our people and link localities to markets and enable trade, travel and tourism, are more than just infrastructural connections, they are also social bridges, and cultural roads and rail ways crisscrossing our vast tapestry of dialects, foods, music, dances, customs and more.”

Social welfare

The VP also highlighted the Buhari administration’s prioritisation of social welfare through the different components of its globally recognized National Social Investment Programmes.

Following from our -APC- manifesto, our administration sought to lay the foundations of a state committed to social protection. We are catering for our children through the Home-Grown School Feeding Programme which feeds children daily and for our unemployed youth through programmes such as the N-Power scheme. Over 4 million people have benefitted from the Government Empowerment and Enterprise Programme (GEEP), and other support initiatives under the National Social Investment Programmes,” the VP recalled.

While emphasising the significance of a social covenant in society between the people and the State, Professor Osinbajo noted that “the social covenant also importantly must provide for those who cannot work. And it would seem that only an intentionally progressive left of centre ideological bent can without losing its soul deliver on this aspect of the covenant.”

According to the VP, the APC and the Buhari government belonged to this (social covenant) end of the ideological spectrum.

He said that Federal Government under the Buhari administration also established the National Commission for Persons with Disabilities and the National Centre for Senior Citizens to cater for the needs of the elderly and citizens with disabilities.

This is a demonstration of our commitment to inclusion – especially of groups that have long been relegated to the margins. In a democratic society. The ultimate demonstration of people power is the right to freely elect leaders of our choice.

“It is through the instrumentality of the ballot, that citizens regulate and discipline their leaders and hold them accountable. In a few weeks, Nigerians will have the opportunity to demonstrate their power by voting in favour of which candidates and parties have what it takes to manifest the future that we want,” he said.

Professor Osinbajo said “while social inclusion and shared prosperity appear simple enough, it is the creation of an environment that enables talent, innovation and commerce to thrive, that produces the wealth and prosperity, the jobs and opportunities necessary to pay for the social contract.

“No nation can improve the quality of life of the people without producing more, and without removing barriers to business and commerce,” he stated.

Deepen its Unity

Similarly, the Vice President further noted that Nigeria’s diversity would deepen its unity and unlock the immense potential and talents of Nigerians for innovation and productivity.

Our diversity is neither a liability nor a curse; it is, in fact, a blessing and an asset. Diversity deepens the pool of sociocultural capital available to us; we are enriched by the frothy ferment of the vast multiplicity of perspectives which provide us with a treasury of tools for innovation and productivity,” he said.

Countries that have learned to hack the diversity principle are now leading the global race for prosperity and progress, “ he stated.

Professor Osinbajo, who was of the view that national integration was a journey, noted that, “Politicians who continue to traffic in division and discord are behind the times and have failed to take note of how much more integrated our society has become. I submit to you that it is the elites of our nation that must adjust themselves to this reality and conduct their politics accordingly.”

Underscoring the power of unity in driving social inclusion, fairness, equity and justice in diverse societies, the Vice president also observed that the major issue was not the country’s diversity, but “our capacity to manage it with a sense of fairness, equity and justice. “

There is no denying that diversity can be a harbinger of friction. It is natural. As different groups from various backgrounds and with different worldviews mingle, their interaction is characterised by a degree of tension and even conflict. All diverse nations find their unique ways of managing the tensions, which inevitably arise from the co-mingling of an assortment of peoples,” he stated.

Civic spaces

The Vice President then highlighted the importance of maintaining civic spaces in promoting “robust engagements across society and with government and other civil authorities with a view to continually fine tuning the social contract.”

Thus; “the Labour Union and other groups charged with the protection of economic civil and political rights must vigilantly prioritize the protection of the civic space,” the VP stated.

According to him “it is often the case in multi-ethnic and multi-religious societies such as ours that already existing ethnic and religious fault lines are manipulated for social or political advantage and sometimes with the disastrous consequences of civil strife and communal conflicts. This is one of the reasons why the NLC is such an important institution.

Reiterating his call for unity in deepening social

inclusion and justice in society, the VP further noted that the “occupational identity” that united all NLC members by their shared vocations as working-class Nigerians, was one “that cuts across lines of ethnicity, religion and gender” and a reason why “the Congress is a veritable pan-Nigerian institution.

Critical edge

That collective “Nigerian identity”, as he described it, was a critical edge that the NLC must not lose, the VP said.

In our markets, motor parks, business centres, in popular culture and our social spaces, a Nigerian identity has emerged transcending ethnicity and religion… Our destinies have become so interlinked as to be inseparable,” he emphasised.

Emphasising further, the Vice President noted that “those who hold on pathologically to our differences as the sole grid for defining our national condition are missing the evolving social realities on the ground. The fact is that despite the divisive rhetoric of demagogues and the utterances of those who profit from disharmony, Nigerians do not hate each other.

Every day, millions of Nigerians of different ethnicities and creeds comingle, make common cause and forge friendships across our fabled fault lines. They partner to do business, to engage in philanthropy and advance their political goals. They are trading, intermarrying and migrating across this land in search of better livelihoods.

Improve national productivity

He said value addition must be prioritised by both government and private sector across industries so as to improve national productivity, “especially in our areas of comparative advantage.

For example, in agriculture, our focus must be on processing raw produce, adding value means more jobs and the value chain makes more money, same with mining, more beneficiation.

Already, we have seen quite a few investments in gold refining, manufacturing especially light manufacturing is key, we can be the factory for the continent, we have been discussing the prospects of zero taxes for machinery generally, machines mean production in one form or the other.”

Commending the NLC for organising the, conference the Vice President urged them to develop a framework that will guide organized labour in Nigeria in the coming decades.
