Government using combined responses to tackle insecurity- APC Group

0
President Muhammadu Buhari’s  government in Nigeria is not only tackling insecurity through military force but by a combination of legislative reforms and development of the economy.

A group in Nigeria’s governing party, the All Progressives Congress, APC Legacy Awareness and Campaign group said this in a press statement signed by its leaders; the APC national youths leader, Ismael Ahmed, Director General of the Progressive Governors Forum (PGF) Salihu Lukman, a former APC National Publicity Secretary Mr. Lanre Issa-Onilu and a presidential media aide Tolu Ogunlesi.

The group explained that the government’s efforts to reduce corruption and improve the economy would prosper the country and curb insecurity.

Security challenges are best tackled by a combination of responses, which should not be limited to kinetic military action alone. The Administration’s focus on legislative reform, ease of doing business reform, and on mobilizing social investment, investment in agriculture, mining and infrastructure, are all steps aimed at directly creating the right enabling environment for jobs, investment and prosperity for the populace — and indirectly curbing insecurity.

“It is known and acknowledged that mismanagement and embezzlement of funds meant for procurement of weapons and security equipment under predecessor PDP administrations was responsible for deteriorating security situation in the country. What the country is witnessing today is the outcome of decades of mismanagement, embezzlement and underinvestment in critical security infrastructure, which today is being reversed by the APC led government of President Muhammadu Buhari” the statement read.

APC group also pointed out the success recorded by the military adding that over a thousand insurgents have surrendered to the military.

“The tide has definitely turned against Boko Haram and ISWAP in the North East, and is turning against the bandits and criminals in the North West. In the South East, relative calm has returned, and efforts are ongoing to fully neutralize the militant networks that have been troubling the region. In the Coastal Areas, the full rollout of the Deep Blue and Falcon Eye surveillance and security projects is certain to deal a strong blow on the activities of pirates and militants in the weeks and months ahead.

“In the most recent press briefing by the Defence Headquarters, it was disclosed that more than a thousand insurgents and their families have surrendered to the military in recent weeks, including two notorious Boko Haram bomb experts. Several bandits’ camps and hideouts have been bombed and destroyed in the Northwest, Northeast and North Central. Recent military operations have killed more than 150 insurgents, bandits and militants across the country; large caches of weaponry and ammunition have also been seized,” the group said.

They further urged Nigerians not give up adding that there is much to be optimistic about because the security agencies under President Buhari are doing their best.

Commission tasks NGOs on transparency

The Economic and Financial Crimes Commission, EFCC, has called on both International and local Non-Governmental Organizations in Yobe and Borno States to present ‘‘Cash Notification Forms’’ for vetting and approval before disbursing funds to ‘Internally Displaced Persons’.

The measure, is to reduce the risk of sabotage and use of NGOs by money launderers and financiers of terrorism in the Northeast of Nigeria.

This is contained in a press statement by the EFCC Head of Media and publicity Mr Wilson Uwujaren

The Maiduguri Zonal Commander of the Economic and Financial Crimes Commission, EFCC, Onwukwe C. Obiora who spoke while receiving a delegation from the United Nations Cash Working Group and International NGO Forum in his office, commended the Forum for their deliberate efforts to cater for the IDPs in the face of insurgency.

He stressed the need for a robust synergy with the EFCC to combat the menace of money laundering, terrorism financing, among other financial crimes in the Northeast and the country at large.

‘‘I want to thank you for your services to the IDPs who are needy and vulnerable… but we must be mindful of the fact that all cash movements by INGOs and NGOs must be declared to the Maiduguri Command of the EFCC for verification and monitoring, and we must collaborate so that the funds will not get into the hands of wrong persons during disbursement’’. Obiora said.

The Deputy Coordinator of the Forum, Yasmine Chawaf expressed her delight and lauded the Commission for the cooperation received so far in the distribution of the cash and palliatives to the IDPs in both Yobe and Borno State.

‘‘The EFCC has been of great assistance and we are happy working with the Commission. The Maiduguri Zonal Commander has ensured strict monitoring of cash meant for IDPs through the SCUML and the committee inaugurated, even to the point of distribution in the deep field areas that are hotbeds of insurgency activities, so that the monies get to the right persons. These measures taken by the EFCC have given the Forum absolute confidence to increase our aid flows in the Northeast’’, she said.

Cash Notification Form is a form that reflects the monetary activities and indication of areas where Aid flows provided by INGOs and NGOs are to be disbursed.

The Central Bank of Nigeria (CBN) on Tuesday released a framework to protect Other Financial Institutions (OFIs) against cyber attack.

This was contained in a memo by CBN’s Director, Other Financial Institutions Supervision Department, Nkiru Asiegbu and addressed to the OFIs.

Asiegbu said that the framework was necessitated by the number and sophistication of cybersecurity threats and attacks against the OFIs.

“Due to the recent increase in the number and sophistication of cyber security threats and attacks on OFIs, it has become necessary and mandatory for the sub-sector to strengthen its cyber resilience if it is to remain safe and sound.

“Consequently, the CBN is releasing the draft framework and guidelines stipulating minimum requirements for enhancing cyber security,’’ she said.

She urged the OFIs to forward their input on the draft to the OFI supervision department of the apex bank.

The framework prescribes improved cybersecurity oversight by the board of the OFIs and strict implementation of board-approved cyber-security policies by their management.

The framework also recommends the appointment of a Chief Information Security Officer (CISO), vested with the responsibility of day-to-day cybersecurity and mitigation of cyber-security risks in the OFIs, amongst other provisions.
