The Federal Ministry of Communications, Innovation, and Digital Economy (FMCIDE) hosted a presentation for the Heads of Civil Service from the 36 states and the Federal Capital Territory (FCT) on the implementation of the Electronic Content Management (ECM) system. The initiative is designed to promote best practices in civil service reforms and enhance productivity across government institutions.

The session, led by the Ministry’s Information Communication Technology (ICT) Department in collaboration with technical partners, took place at the Conference Room of the Permanent Secretary (PS), Federal Secretariat Complex, Phase 1, Abuja. It formed part of the Study Tour activities organized for delegates in celebration of the 2025 Civil Service Week.
The objective of the presentation was to familiarize the visiting team with the frameworks and processes involved in deploying digital, data-driven systems like ECM to achieve efficient service delivery.

In his remarks, the Permanent Secretary of FMCIDE, Mr. Rafiu Adeladan, highlighted that the event served as a platform to demonstrate the Ministry’s compliance with the directive from the Office of the Head of Civil Service of the Federation (OHCSF), which mandates the digitalization of official records across all Ministries, Departments, and Agencies (MDAs). He noted, “Our digitization journey began as early as 2016, with the ICT Department spearheading efforts to digitize policy files within the Registry. This initiative aligned with the Federal Civil Service Strategy and Implementation Plan (FCSSIP 2017–2020), yielding substantial results.”
Mr. Adeladan further explained the Ministry’s transition from a basic Electronic Document Management System (EDMS) to a more comprehensive ECM platform, capable of supporting end-to-end electronic file management and workflow automation. He encouraged the ICT team to use the event as an opportunity to showcase FMCIDE’s progress and share valuable insights with the visiting delegates.
Following the technical demonstration and an engaging interactive session, Dr. Deborah Odoh, Permanent Secretary, Service Policies and Strategies Office OHCSF, who represented the Head of the Civil Service of the Federation, Mrs. Esther Didi Walson-Jack commended Mr. Adeladan and his team for the enlightening session on ECM processes.
Also in attendance were several other distinguished dignitaries, including Fatima Mahmood, PS, Career Management Office, OHCSF; Patience Oyekunle, PS, Service Welfare Office; and Engr. Nadungu Gagare, PS, Political and Economic Affairs Office, Office of the Secretary to the Government of the Federation (OSGF).
