Petroleum Ministry Launches Digital Records System

The Ministry of Petroleum Resources has officially commenced digital operations with the launch of its Enterprise Content Management (ECM) System, marking the end of paper-based workflows and the beginning of a fully automated administrative process.

The system was unveiled on Wednesday, December 24, 2025, in Abuja as part of ongoing reforms to enhance efficiency, transparency and service delivery within Nigeria’s oil and gas sector.

Launching the platform, the Head of the Civil Service of the Federation (HCSF), Didi Esther Walson-Jack, OON, mni, described the initiative as a strategic reform for a ministry central to Nigeria’s economic growth and energy security. She said the ECM System would simplify workflows, secure official records and enable faster decision-making across departments.

She explained that the system is hosted on the Federal Government’s 1Gov Cloud infrastructure, allowing for electronic approvals, automated document processing and improved collaboration among Ministries, Departments and Agencies. According to her, the initiative aligns with the Federal Government’s directive for full digitalisation of public service processes by December 31, 2025, in line with President Bola Ahmed Tinubu’s Renewed Hope Agenda.

Walson-Jack added that all official correspondence within the Ministry would now be processed digitally through designated registry platforms for oil and gas operations, as part of efforts to institutionalise disciplined digital practices. She noted that paper-based processing within the Ministry should progressively give way to digital operations, with official correspondence routed through registry.ops@petroleumresources.gov.ng, registry.ohmspro@petroleumresources.gov.ng for HMS Oil, and registry.ohmsprg@petroleumresources.gov.ng for HMS Gas.

In his remarks, the Minister of State for Petroleum Resources (Oil), Senator Heineken Lokpobiri, PhD, described the launch of the ECM System as a critical step towards strengthening government institutions and improving transparency. He commended the leadership of the Head of the Civil Service of the Federation for driving a seamless digital transformation across government.

Earlier, the Permanent Secretary of the Ministry, Patience N. Oyekunle, described the “go live” of the ECM System as a major milestone in the Ministry’s reform journey, while acknowledging the support of the Ministers of State for Petroleum Resources for Oil and Gas.

A goodwill message from Galaxy Backbone Limited, delivered by  Akintayo Ayodele Bamisaye, noted that the launch marked the beginning of a broader digital transformation process and stressed that user commitment would be key to the success of the system.

The ceremony featured the formal activation of the ECM platform and a live system demonstration by the project consultants and the Ministry’s ICT team.
