ECOWAS Court Launches Electronic Case Management System

The ECOWAS Community Court of Justice has launched its Electronic Case Management System (ECMS) to improve access to justice, enhance efficiency and promote transparency in the administration of justice across the region.

The President of the ECOWAS Court of Justice, Justice Ricardo Claudio Goncalves, unveiled the platform in Abuja under the theme, “Promoting Digital Justice: Improving Access, Efficiency and Transparency through Electronic Case Management”.

Justice Goncalves described the launch as a landmark step in the court’s efforts to modernise judicial processes and strengthen access to justice for citizens across the ECOWAS region.

“We have gathered, in person in Abuja and virtually across the entire ECOWAS region, to mark the beginning of a new era in which technology strengthens access to justice, enhances efficiency and promotes transparency in the administration of justice, for the benefit of over 400 million citizens.” He said.

Justice Goncalves noted that since its establishment, the ECOWAS Court of Justice has played a key role in promoting the rule of law, protecting human rights and advancing regional integration.

“Throughout this journey, we have remained committed to ensuring that justice is not only independent and impartial, but also swift, accessible and adapted to the demands of the 21st century.” The President of the ECOWAS Court of Justice stated.

He said the COVID-19 pandemic accelerated the need for judicial modernisation, leading to the adoption of practical guidelines on electronic case management and virtual hearings.

Today, we are taking a decisive step towards realising this vision with the launch of the ECMS, one of the strategic priorities of the 2025/2026 Judicial Year,” Justice Goncalves stressed.

According to him, the ECMS is a secure, multilingual and web-based platform designed to manage all stages of judicial proceedings electronically.

The ECMS is a secure, multilingual, web-based electronic platform that will enable the digital management of all stages of judicial proceedings, from the electronic filing of claims to digital archiving, including case management, electronic notifications, secure communication and real-time monitoring of cases.

“Available in English, French and Portuguese, the system will significantly reduce administrative delays, eliminate unnecessary bureaucratic procedures and enhance transparency, institutional accountability and the efficiency of the Court’s services,” he said.

The court President said the platform would benefit legal practitioners, litigants, judges, member states and the court’s registry by improving access, speeding up processes and strengthening confidence in the judicial system.

“It is important, however, to bear in mind that digital transformation does not replace the judicial function. Technology is a tool in the service of justice, and the Court’s decisions remain firmly grounded in the law, judicial independence and fairness,” he stressed.

Justice Goncalves disclosed that the court aims to register at least 80 per cent of legal professionals on the platform within the next six months and ensure that all new cases are filed through the ECMS.

By 2030, we aim to establish a fully digital Court that is more efficient, accessible and recognised as a benchmark amongst regional judicial institutions,” he disclosed.

Justice Goncalves reaffirmed the ECOWAS Court of Justice’s commitment to innovation, institutional strengthening and the delivery of quality judicial services to citizens across the region.
