DHQ Refutes Report, Clarifies CDS Remarks on Terrorism

The Defence Headquarters (DHQ) has refuted a widely circulated report by an online medium, describing it as misleading and a misrepresentation of comments made by the Chief of Defence Staff, General Olufemi Oluyede, on counterterrorism operations in Borno State and Yobe State.

In a statement, the Director Defence Information, Major General Samaila Uba, said the military would ordinarily not respond to such reports but deemed it necessary due to the risk of public misinformation and its potential impact on ongoing operations.

He said the CDS did not at any time accuse residents of Borno and Yobe of complicity in terrorism, stressing that the remarks had been misrepresented.

According to him, the CDS had emphasised the importance of community partnership, vigilance and collective responsibility in addressing evolving security challenges.

“The fight against terrorism is not the responsibility of the military alone. It is a collective duty. The people of Borno and Yobe must reject terrorism in all its forms and actively support security agencies with credible and timely information.”

The DHQ said the call for residents to take ownership of the fight aligns with globally accepted counterinsurgency practices, which rely on cooperation between security forces and local communities.

It added that the CDS referred to specific instances where criminal elements exploited community structures, citing a case where wounded terrorists involved in attacks on troops were found within a community, indicating local collaboration.

The military said the remarks were not a blanket accusation but a factual observation aimed at encouraging vigilance and support for security agencies.

“Our people must resolve that this has to come to an end.”

The DHQ reiterated that the Armed Forces remain committed to defending the country’s territorial integrity and protecting law-abiding citizens, noting continued operational successes in the North East and other theatres.

It also urged media organisations and content creators to verify facts and avoid sensational reporting that could create tension or undermine public trust.

“We deeply appreciate the resilience, cooperation and sacrifices of the people of Borno, Yobe and indeed all Nigerians in the collective fight against terrorism.”

“Together we shall overcome the enemies of our nation.”
